TUPAD Program (DOLE-DPWH)

The Department of Public Works and Highways (DPWH) Laguna 1st District Engineering Office, Sta. Cruz, Laguna conducted recently an Orientation for the 576 beneficiaries of Tulong Panghanapbuhay sa Ating Disavantaged/Displaced (TUPAD) Workers program of Department of Labor and Employment (DOLE) .

Beneficiaries that attended the orientation were from 38 barangays from the towns of Sta. Cruz, Pagsanjan and Lumban, Laguna.

DOLE has been given the responsibility to implement Emergency Employment under TUPAD program to enable the unemployed poor and seasonal workers to engage in short-term community works to provide them with temporary wage employment. The DPWH Laguna I DEO signed a Memorandum of Agreement with DOLE Region IV-A as accredited co-partner for the implementation of this project.

Cong. Benjamin C. Agarao, Jr., Congressman of the 4th District of Laguna graced the event and expressed gratitude for this job opportunity given to his constituents. He asked for the support of all beneficiaries for the success of this project.

DE Ness S. Villanueva briefed the beneficiaries of their duties and responsibilities as TUPAD beneficiaries. He told them that they will be responsible in road and drainage maintenance and vegetation control. He called for full support and cooperation of the beneficiaries together with their respective Barangay Captains.

The employment project will be for a period of fifteen (15) days and beneficiaries from Sta. Cruz, Laguna will receive a daily wage rate P340.50 while beneficiaries from Pagsanjan and Lumban, Laguna will receive P296.50 per day. The Barangay Captains will certify the Daily Time Record of each beneficiary as to correctness of time and date they reported for duty.

All beneficiaries will be provided with uniform that includes one pair of boots, green long sleeve shirt, orange vest, a hat and a pair of hand gloves. Engr. Romeo Arnisto, Engineer II modeled the set of uniform for the beneficiaries. Engr. Arnisto also instructed the beneficiaries of the things to do during clean-up operations.

Ms. Marilyn L. Molina, Administrative Officer V, explained to the beneficiaries the insurance coverage provided by Red Cross. All beneficiaries will be covered by an accident insurance for a period of one year. In case of sickness, they will be entitled for an income of P150 per day for a maximum of 60 days and medical reimbursement of up to P5,000.00. And in case of death, they will receive a death benefit of P25,000.00.

After the distribution of the uniforms, the beneficiaries and the Brgy. Captains thanked the DPWH Staff and personnel for their assistance and promised their support and cooperation and hope that there will be future projects like this to help them alleviate poverty in their community.
