DPWH-Biliran DEO conducts orientation to Job Order employees

The Department of Public Works and Highways (DPWH)- Biliran District Engineering Office (DEO) conducted an orientation to employees hired under contract of service on August 1, 2019 at Biliran DEO Multipurpose hall.

The orientation was addressed to all Job order (J.O) personnel of Biliran DEO from technical personnel, office staffs and maintenance field workers.

Mr. Bern L. Calomadre, Chief Administrative Section said that the main purpose of the orientation is to know the duties and responsibilities of the J.O personnel including the policies, guidelines, rules and regulations of the department.

David P. Adongay Jr, District Engineer said that he is thankful for an orientation conducted to JOs so that they will feel that they are also part of the DPWH-Biliran DEO and the organization as a whole.

“Consider yourself as part of organization because hindi namin magagawa ang aming trabaho without your help,” Adongay said.

During the opening speech of the District Engineer, he advised JOs not to divulge any information in the office without the consent/ knowledge of the head of office nor to give any documents without a letter request presented/ addressed to the district office.

He also warned J.O employees not to go to cock fighting arena during office hours especially while wearing their office uniforms. He emphasized that DPWH uniform is part of the culture of the office and should not be given away to anyone outside DPWH employees.

The district engineer also appealed to the maintenance workers, foremen, and Maintenance Point Persons (MPPs) to immediately report to him of their activities especially during emergency situations like calamities. Nevertheless, he commended the Maintenance team for their prompt action.

In order to give a good grasp of the department, Calomadre briefly discussed the history, vision, mission, mandate, quality policy and core values of the organization including the key officials of the DPWH.

Calomadre also discussed the prohibited acts in the office and the duties and responsibilities of the employees. This includes attending the flag raising and lowering ceremonies, punctuality and commitment to perform their duties beyond what is expected, just to mention a few.

Ms. Lucidita H. Regis, Human Resource Management Officer (HRMO) IV also explained to JO personnel especially to the maintenance field workers the necessary supporting documents in hiring/ rehiring of JOs.

She reminded them to comply and submit earlier to the Administrative Section all the needed requirements and not to wait for the deadline so that the Admin staff can still check/ scrutinize the information reflected in their PDS and so that the district office can also submit it early to the Regional Office for approval by the Regional Director.

Ms. Helen V. Bernadas, Admin Aide VI. also clarified issues concerning the submission of Daily Time Record (DTR) of the JO employees.

Ms. Bernadas emphasized that it is not intentional to delay the salaries of JOs, thus she requested them to help her by complying all the necessary attachments of the DTR and provide proper information such as correct date, time, remarks and signature.

The orientation concluded with a reminder from DE Adongay by following the core values of the DPWH which is Public Service, Integrity, Professionalism, Excellence and Teamwork (PIPET).

“Magtrabaho tayo bilang isang team at magmahalan tayo bilang isang miyembro ng DPWH family,” Adongay said.
