Leyte 4th DEO to Implement ₱1.8B Infra Projects for 2017

THE Leyte 4th District Engineering Office (DEO) will implement ₱1.8 Billion worth of infrastructure projects for CY 2017, consisting mostly of off-carriageway improvements, flood control and drainage systems, barangay infrastructure and school buildings. This is based on the initial list furnished by the DPWH Central Office, Planning Service which consolidates the National Expenditure Program (NEP) of DPWH.

The ₱1.8 Billion expected for 2017 is almost twice the amount of ₱.99 Billion allocated for the District from the General Appropriations Act (GAA) 2016. Of this amount, ₱778 Million was implemented by Leyte 4th DEO and the rest by the DPWH Regional Office. 80% of the amount for 2016 has been obligated already and implementation is on-going.

Recently, Leyte 4th DEO received ₱300 Million worth of projects from the Regional Office for implementation. The projects involved the rehabilitation and repair of bridges in Ormoc and Albuera town. The first cluster worth ₱148-M include the bridges in Bacan, Calingatnan, Matilog, Palanas, Seguinon, Sibugay, Tabgas, Talisayan and Tinag-an, all in Albuera.

The second cluster worth ₱144 Million include the briges of Naliwatan, Bagongbong and Benolho, both in Albuera, as well as those in Macabug, Tinag-an, Panali-an I, Panalian II and Valencia in Ormoc.

The bridges in Dayhagan and Juaton, both in Ormoc will also be retrofitted for ₱8 Million.

The budget preparation for infrastructure are usually started with priority listing two years in advance, summarized in the NEP. The NEP will be incorporated in the House General Appropriation Bill for discussion and deliberation. The final list will be included in the GAA duly approved by the President.
