
In adherence to the call of President Rodrigo Duterte to expedite implementation of infrastructure projects, the Department of Public Works and Highways (DPWH) Leyte Second district engineering office formed an independent body focused on dealing road obstruction concerns.
On March 18, 2019, DPWH Leyte 2 district engineer Gerald Pacanan signed District Office Order No. 06 series of 2019 otherwise known as “District Committee on the Road
Obstructions that Effectuate from Private/Public Utilities along National Highway.”
This aims to provide full assistance to public and private utility companies on all road right of way concerns, especially on issuance of pertinent documents for diggings, excavation, relocation, and restoration of transmission lines.
According to Pacanan, road obstructions has always been a major factor for the delay of project implementation.
“Each year we always encounter such problem and through this, we hope to improve the pace of our work,” he said.
Designated chair of the committee is the OIC-Chief for planning and design section Rochel Hermano, vice chairman is the maintenance section chief Francisco Robin, Jr., while construction section chief Norberto Boco and assurance section chief Villa Lim will constitute the technical working group.
The establishment of this committee was agreed upon during the coordination meeting with utility companies, Local Government Units, and contractors on March 6, 2019.
