
As TD Samuel continued its progression, PAGASA predicted that it would make landfall somewhere over the Dinagat-Samar-Leyte by Tuesday, 20 November, evening.

Locsin, Jr. convenes and presides an emergency coordination meeting together with CDRRMO, PCG, PNP, CSWD, Phil.Army, GSD, REACT Ogmok, KABALIKAT, DA, CAO, ORWASA, CEO, and DPWH Leyte Fourth DEO on a discussion regarding all the necessary preparations for the coming typhoon. He asked for the full cooperation of all the concerned agencies to be equipped and prepared as TD Samuel hits Leyte.
DE Lino Francisco C. Gonzalez guarantees that Leyte Fourth DEO’s District Risk Reduction Management Team (DRRMT) is now activated, fully equipped and ready to provide assistance to the public in times of disaster and calamities.
