MYPS and PCMA Road Show Conducted for DPWH Region 6 and NIR

A total of 340 participants attended the Road Show on Multi Year Programming and Scheduling (MYPS) and Project and Contract Management Application (PCMA), which was conducted by the Department of Public Works and Highways (DPWH) last June 27 and 28 at the Smallville 21 Hotel, here.

Said participants were composed of Assistant Regional Directors, Division/Section Chiefs, Project Engineers, Project Inspectors and Monitoring Engineers from DPWH Region 6 and DPWH Negros Island Region.

The MPYS and PCMA road show, which was part of the series of road shows held by the Department aimed to promote awareness and direct involvement of the above-mentioned officials and employees on project implementation and contract management processes.

MYPS replaced the Project Identification and Programming System (PIPS) while PCMA replaced the existing Project Monitoring System (PMS), which will be used to for 2016 projects.

In his message, DPWH 6 Regional Director Wenceslao M. Leaño, Jr., through Assistant Regional Director Jose Al V. Fruto, encouraged the participants to be positive in this new system.

“Considering that this system is new to most of us, I encourage everyone to adopt an optimistic attitude towards this change. We have to remember that the goal of our Department is to provide quality infrastructure facilities to the people,” said Dir. Leaño.

“With the implementation of the PCMA, we can be assured of a higher level of efficiency and accountability in our department. This innovation would serve as a head start in assuring that we deliver quality services on time,” Dir. Leaño added.

The two-day road show was facilitated by personnel from the Central Office headed by Engr. Melrose Pailma, Chief of the Project Monitoring Division, Bureau of Construction, along with DPWH Consultants headed by Peter Knee.

On the first day, which was attended by Assistant Regional Directors, District Engineers and Division/Section Chiefs, various topics were discussed, such as: Budget Cycle and Planning; Overview of Design, Procurement and Construction; Standard Pay Items (and subscripts); Mobile Application for Photos; and PCMA Quick Tour and Analytics.

The first day also featured Planning highlights, such as: DO 11, series 2015; Introduction to Multi-Year Planning; Responsibilities of Regions and Districts for Multi-Year Planning; and Awareness of Geographical Information System (GIS) Tools and Analytics.

Separate sessions for the Construction Division and Planning and Design Division were held on the second day, the former was held at the Smallville 21 Hotel while the latter at the DPWH Regional Office conference hall.

The session for Construction Division, which was attended by division/section chiefs, project engineers, project inspectors and monitoring engineers, focused on topics like: Clarifications on project Implementation Policies; Project Implementation Issues; Mobile Application for Photos; and electronic Project Life Cycle (ePLC) Exceptions and Data Clean-up.

On the other hand, the session for Planning and Design Division centered on significant topics such as: Department Order 11, series 2015; Projects and Components (including Project and Component IDs); Multi-year Planning Highlights; Realignments and Modifications; Project Implementation Plan (PIP), Mode and Implementation; Requests for Funding under Road Board; Data Analytics (GIS) Tools, other Data Analytics); and Update on the Inventory under Road and Bridge Inventory Application (RBIA).
