Procurement engineers from various regional and district engineering offices of the Department of Public Works and Highways (DPWH) gathered in a two-day seminar on the new DPWH Consultant’s Performance Evaluation System (ConsPES) this month of September.
The seminar aims to prepare evaluators or the heads of Bids and Awards Committee (BAC) Secretariat in DPWH Regional and District Engineering Offices (DEOs) nationwide in the Department’s improved guidelines on weighing the performance of companies involved in consulting services like Feasibility Studies (FS), detailed engineering design (DED), construction supervision (CS), soil investigation, and geotechnical exploration investigation.
DPWH Assistant Secretary for Technical Services Gilberto S. Reyes said that ConsPES which was Crafted by DPWH in coordination with different stakeholders including consulting firms, will basically allow DPWH to incentivize consultants who perform high quality work and penalize those who perform otherwise.
The new system with added criteria for evaluating performance even during project duration will allow DPWH to monitor the quality of consultant’s job and their compliance to standards. This will also give consultants the opportunity to improve their performance from one ConsPES period to another,” added Asec. Reyes.
Through ConsPES, DPWH can likewise utilise essential inputs in process of selecting consultants for future consulting services project of the Department.
The first batch of participants who attended the first week of 2-day training held at DPWH Central Office, Bonifacio Drive, Port Area, Manila were evaluators from DPWH-National Capital Region and its nine (9) District Engineering Offices (DEOs); DPWH Regional Office III and its 14 DEOs; DPWH Regional Office IV-A and its 16 DEOs; DPWH Regional Office IV-B and its eight (8) DEOs; and DPWH Regional Office V and its 15 DEOs.
For the second week of September, DPWH will hold another training for BAC secretariat heads of Regional Offices and DEOs in Mindanao that will be held at DPWH Regional Office X Training Room in Cagayan de Oro City.
Participants from Visayas or the DPWH Regional Office VI, VII, VIII, and their respective DEOs will be part of the third batch of seminar that will be held at DPWH Region VII Training Room in Cebu City from September 20 to 21 while the DPWH Cordillera Administrative Region, Regional Office I and II and their DEOs will have their seminar at DPWH CAR Training Room on September 27 to 28, 2018.
