
Department of Public Works and Highways Regional Office VI (DPWH RO-6) conducted a 4-day training session on Environmental Impact Assessment (EIA) and Social Safeguards program from September 13-16.
Attended by several employees from the Regional Office and (10) District Engineering Offices (DEO), the event commenced with the welcome remarks of OIC-Regional Director Jose Al. V. Fruto.
The overview and regulatory framework of EIA was introduced by Kelvin Mamitag of DPWH Environmental Social Safeguard Section, followed by discussions on basic EIA activities such as Screening, Scoping, Baseline data gathering, social impact assessment as well as the preparation, monitoring, and evaluation of environmental documents.
Engr. Shiela Mae R. Rotas from Department of Environment and National Resources (DENR) tackled the Tree Cutting Permit Application procedures, fines, sanctions, penalties, and updates of the DENR Administrative Order 03-30 also known as Establishing the Philippine Environmental Impact Statement System.
The topics on Land Acquisition, Resettlement, Rehabilitation and Indigenous Peoples (LARRIP), its legal framework, and document preparation of Land Acquisition Plan and Resettlement Action Plan (LAPRAP) were also highlighted.
Participants also went for a fieldwork and an examination to assess what they have learned from the training.
The Environmental Impact Assessment and Social Safeguards Training Course will help participants formulate environmental impact management plan and be aware of the various post Environmental Compliance Certificate (ECC) requirements such as compliance and effects monitoring of the infrastructure projects.
