
Local Building Officials from Metro Manila and nearby provinces participated on a seminar-workshop on the National Building Code of the Philippines and its Implementing Rules and Regulations (IRR) at Bayview Park Hotel, Manila on July 23 to 25, 2014.
The three (3)-day training is in line with the policy of Public Works and Highways (DPWH) Secretary Rogelio L. Singson as the National Building Official to enhance the capability of designated or appointed local building officials in the implementation of the Presidential Decree 1096 or National Building Code of the Philippines and its IRR.
Secretary Singson in his message reminded building officials to be fully responsible in the issuance of building permits and objectively implement the provisions of the uniform building code including imposition of applicable penalties for violations.
The workshop, organized by the National Building Code Development Office (NBCDO) under the DPWH Buildings and Special Projects Management Cluster of the Unified Project Management Office in coordination with the Building Officials Organization of Metro Manila (BOOMM) and Philippine Association of Building Officials (PABO), is also in compliance to one of the qualification requirements under Section 206 of PD 1096.
To help harness the technical expertise and professional know-how of building officials, invited as resource speakers are Board of Consultants of the National Building Code, and officials from the Association of Structural Engineers of the Philippines, Offices of the Local Building Officials and the DPWH Bureau of Design.
Aside from presenting the general overview and update on the National Building Code and its IRR, topics of discussion includes the land use, zoning and cultural heritage; civil engineering regulations; architectural regulations/classification and general requirements of all buildings by use or occupancy, light and ventilation; general design and construction requirements (fire safety requirement and Accessibility Law under Batas Pambansa Bilang 344; Mechanical, Electrical, Electronics, and Sanitation and Plumbing Regulations; administration and enforcement; administrative sanctions and procedures; and use of income/fees.
