Engineer Samson Laguna Hebra earned his position as the Regional Director of the CALABARZON after dedicating long years of professional experience in various fields of civil engineering.
He also served as the OIC-Assistant Regional Director of the Region IV-A in 2013 and of Region I in 2012. He held the positions of Engineer II, Engineer III, Engineer IV, and Engineer V at the Agusan del Norte Engineering District. His first employment in the Department is as a Junior Civil Engineer at the Provincial Engineering Office of Agusan del Norte in 1987.
Director Hebra attended leadership forums, seminars and conferences including international trainings such as Seminar on Regional Macroeconomic Planning and Infrastructure Development for Developing Countries in People’s Republic of China (2010) and Sharing of PUB, Singapore Experience in Newater & Desalination Plant Projects through Public Private Partnership in Ministry of Foreign Affairs, Singapore (2012).
He passed the CSC-DPWH Promotional Exam on October 2011. He also succeeded the Assessment given by the CES Board and subsequently obtained his Civil Executive Service Eligibility in 2013.
Engineer Hebra earned his Bachelor of Science in Civil Engineering degree at Central Mindanao University in 1984, the same year where he passed the Civil Engineering Licensure Examination and also the Junior Geodetic Engineer Board Examination where he placed seventh. He holds a Master in Business Administration degree from Father Urios University in 1992.
Born on March 11, 1962 and raised in Butuan City, he married Leogracia Cubillas (now deceased) and raised three loving children namely Samuel John, Hannah Grace and Shelah Grace.
