Director Melvin Navarro leads one of the most challenging Regional Offices of the Department – the National Capital Region.
He once served as Regional Director of the Bicol Region in 2014. In 2012 alone, he was designated as OIC Regional Director of Region II after his brief stint as OIC Assistant Regional Director of Region I. He also held positions such as OIC of the Planning Service, Director III of the Internal Audit Service, among others.
Director Navarro was awarded the 7th ID Philippine Army’s Certificate of Appreciation in 2001, Rotary Club of Olongapo’s Meritorious Service Award in 1998, and as Presidential Awardee, Youth in Infra Development awarded by President Fidel Ramos in 1994. He was also commended as one of Luzon’s Peacekeepers by the Armed Forces of the Philippines – Northern Luzon Command.
He attended the following trainings: Ad Hoc Meeting for Cooperation on Disaster Prevention in the Transport Sector in Tokyo, Japan; Global Road Safety Partnership (GRSP) Asia Seminar and 4th Annual IRAP Asia Pacific Workshop held in Thailand. Some of the local trainings he attended include NISP Convergence Workshop by the Office of the President; Fighting Corruption and Ensuring Transparency in the APEC Region by the Office of the Ombudsman and the Department of Foreign Affairs; and the ELMCP by Development Academy of the Philippines and DPWH.
Director Navarro attained his Civil Engineering degree from the National University in 1980. He earned 33 units in Master in Public Management from the Virgen delos Remegios College in 1998, and also obtained a degree of Master in National Security Administration from the National Defense College of the Philippines in 2003.
