Ardeliza R. Medenilla

Undersecretary for Support Services

Undersecretary Ardeliza R. Medenilla has extensive professional experience in diverse fields. Prior to her promotion to the position of Undersecretary, she was the Department’s Assistant Secretary for Support Services since January 28, 2013. She had also served as Director of the Administrative and Manpower Management Service (AMMS), Internal Audit Service (IAS) and Central Procurement Office (CPO).

Undersecretary Medenilla is a Cum Laude Graduate (AB Journalism) from UP Diliman and a Silver Medalist for Academic Excellence (MNSA) from National Defense College of the Philippines. She also earned an MBA degree from De La Salle University-Manila and finished a Diploma Course in Organization Development at the Ateneo Center for Organizational Research and Development (CORD).

A commissioned Lieutenant Colonel in the Philippine Army Reserve Force, Undersecretary Medenilla has attended several trainings on human resource management, internal audit and procurement. Among these are the Training Specialist Program, held in Denmark from October to December 1995, and the People Management Training Program, an in-service training for managers in the United Nations, held in Australia in October 2001.

She herself conducts training and is a Recognized Trainer of the Government Procurement Policy Board (GPPB) on R.A. 9184 and its Implementing Rules and Regulation. She is also an accredited by the Civil Service Commission as trainer in Values Orientation Workshop and Supervisory Development Course.

Undersecretary Medenilla’s work experience outside DPWH includes being a Civilian Personnel Officer and OIC of the International Staff Unit at the UN Mission in East Timor, under the United Nations Department of Peacekeeping Operations (UN-DPKO) for two and a half years. She was also a part-time faculty member of the Graduate School of Business, De La Salle University, Manila for an aggregate period of nine years.

In March 2004, she received the “Most Outstanding GSB Faculty” Award. Among the criteria for the award was consistent “Outstanding” rating by MBA students for 15 trimesters (five academic years).


The Undersecretary for Support Services shall have overall supervision over the Human Resource and Administrative Service (HRAS), and the Procurement Service (PrS).
