Reynaldo G. Tagudando

Director, Bureau of Research and Standards

Right after completing his Bachelor of Science in Civil Engineering at the Adamson University in 1979, Engineer Reynaldo G. Tagudando went straight to public service as a General Construction Foreman on the same year at the then Bureau of Public Works. 

Prior to his assignment as the Bureau Director of the Bureau of Research and Standards (BRS), he served as Regional Director of DPWH-National Capital Region from September 2010 to October 2015 and of Regional Office V - Bicol from October 2015 to March 2017. He served as the District Engineer of Quezon City Second Engineering District from September 1999 to December 2009.

In 2007, Director Tagudando received a Special Award of Recognition; and a Special Citation in 2012, from the University of the Philippines-National College of Public Administration and Governance (UP-NCPAG).  He is of one of the fourteen awardees of the First UP Gawad Oblation given by the University of the Philippines at U.P. Global City Taguig in February 2017.

A Career Executive Service Officer III (CESO III), Director Tagudando enhanced his administrative know-how through the Executive Education Program, “Innovations in Governance,” which he took as a Fellowship Grantee to the Ash Institute for Democratic Governance in the Kennedy School of Government at Harvard University (2007).  Previous to this, he had also participated in various international engagements such as: Follow-up Seminar on International Organization of Road Maintenance by the Swedish International Development Agency (SIDA) in Thailand (2000); International Training in Organization and Management of Road Maintenance by SIDA Administration in Sweden (1998); and other management leadership and special training seminars on various Engineering technology in Malaysia, Australia, Japan, Thailand, Hongkong, Singapore, Switzerland, France, Germany, Czech Republic, Ireland and the Philippines.

As a Civil Engineer who lists infrastructure planning, design, construction, maintenance, quality control, contract management, financial management and personnel management in his areas of expertise, Director Tagudando also adds to his laurels being a book author and co-author of a number of studies and papers on these subjects. 

Director Tagudando served as a Board of Director of the UP Alumni Association from 2009 to 2015. He is a member of several professional and civic groups; Philippine Institute of Civil Engineers; National College of Public Administration and Governance (NCPAG) Alumni Association; American Society of Civil Engineers – Philippine International Group; Road Engineering Association of Asia and Australia; and Road Engineering Association of the Philippines.

He obtained his Masters in Public Administration from the University of the Philippines National College of Public Administration and Governance in 2006.

He was born on May 30, 1956 in Calamba, Laguna, married to Annalyn Sevilla Tagudando, currently Undersecretary at Department of Education (DEPED).
