Before being appointed as Director of the Bureau of Equipment, Engineer Toribio Noel L. Ilao served as Professional Physical Asset Management Advisor of the Department of Public Works and Highways for more than 3 years since 1st Quarter of 2011.
Since 2000, he worked as an Independent Physical Asset, Maintenance and Operational Risk Management Consultant in the Philippines and internationally. He was first employed in a Marble Quarry and Processing Plant Operations in Pandan, Antique where he started to develop his passion on the Maintenance and Repair of Equipment until it has evolved to one of his current disciplines and expertise centering in Physical Asset Management.
A Registered Mining Engineer, he finished his Bachelor of Science in Mining Engineering in 1997 at the University of Philippines – Diliman, and finished the core subjects in Master in Management Major in Engineering Management at the Manuel S. Enverga University Foundation. During his college days in UP Diliman, he joined and led various students organizations like the UP Sanlahi Alliance, UP Kalilayan and UP Tau Rho Xi Fraternity, where his leadership and management skills were honed.
He graduated Valedictorian both in High School and Elementary in 1991 and 1987 respectively at the Holy Rosary Catholic School in Lucena City.
A Career Executive Service Eligible, he underwent various leadership and technical trainings locally and internationally to boost his credentials. He also received various citations in the Province of Quezon for introducing Solid Waste Management Practice for various municipalities.
He presented and lectured numerous Physical Asset Management, Operational Risk Management, Maintenance Management and Reliability Centered Maintenance subjects in International and Philippine Conferences and Fora, among which were: “Using Physical Asset Management as a Strategy for the Cultural Transformation of the Department of Public Works and Highways thru the Bureau of Equipment” on June 02-05, 2014 at 2014 Asset Management Conference in Perth, Australia as Conference Speaker and on October 24, 2014 at the 62nd Philippine Society Mechanical Engineers National Convention as Plenary Speaker; “Physical Asset Management – An Emergency Global Trend” on October 09, 2014 at the Special Committees Briefing of the American Chamber of Commerce in the Philippines; 14th and 15th International Conference & Exhibition on Water Resources Management (PHILWATER 2007 and 2008); "Reliability Centered Maintenance Practices for Small and Medium Enterprises in the Philippines" in the 2005 Asia Pacific Applied Reliability Symposium in Kuala Lumpur, Malaysia; and "Establishing A Solid Foundation for Asset Management" in 2004 Tagg Enterprise Applications Management Seminar (TEAM) on Maximizing Your Corporate Assets-A Key To Business Success.
His technical paper “Using Physical Asset Management as a Strategy for the Cultural Transformation of the Department of Public Works and Highways thru the Bureau of Equipment” was published by the Engineers Australia’s Asset Management Council in the internationally circulated “The Asset Journal” December 2014 Edition.
Since 2008, he is a Lecturer on Operational Risk Management and Reliability Centered Maintenance at the University of the Philippines - Diliman National Engineering Center and a Technical Paper Reviewer of the Engineers Australia’s Australian Journal of Mechanical Engineering.
Currently, his accreditation for “Certified Senior Asset Management Practitioner” is under process by the Engineers Australia’s Asset Management Council.
The 4th of nine children of Noecesoro Ilao and Zenaida Ilao, he was born on September 19, 1973 in Lucena City. He is married to Vivian Milanes and they are blessed with five children – King, Luis, Rana, Job and Ajjy.
