Michael S. Villafranca

Director, Human Resource and Administrative Service

Nearly two decades of professional background in the field of law, human resource and organizational management has brought Director Michael S. Villafranca to soar the height of success as he now leads one of the vital services in the Department of Public Works and Highways.

The Human Resource and Administrative Service is currently under the helm of Atty. Villafranca whose designation as Officer-in-Charge Director took effect since January 5, 2017. Prior to this, he served as the Chief Administrative Officer of the DPWH-NCR for three years. His adeptness on legal matters was harnessed upon working as the Chief Legal Officer of the DPWH-CAR from 2012 to 2014 and of DPWH-Region III from 2007 to 2011. Indeed, Director Villafranca has come a long way from his first entry to the Department as a Development Management Officer in 1999.

His unquenchable thirst for continuous learning and development was fueled by the various seminars and workshops he joined. He underwent the Integrated Leadership and Management Proficiency Program conducted by the Career Executive Board, participated in the CSI Leadership Series: “Mentoring and Coaching for Organizational Excellence of the Civil Service Institute, attended the Supervisory Development Course Tracks 1, 2 and 3 organized by the Civil Service Commission, and went through the Basic Course on Supervisory Development prepared by the Development Academy of the Philippines.

A Career Executive Service eligible, he also took part on the following human resource-related trainings and workshops: DPWH BIIP Team Workshop on Recruitment Selection and Placement Best Practices; Strategic Thinking in OD Practices; The use of Self in OD Practices; Competency Profiling of HR Job Family and Application to Job Descriptions and Qualifications Standards; 5th Luzon Convention of Human Resource Practitioners; and Training on Program to Institutionalize Meritocracy and Excellence in Human Resource Management.

After earning his Bachelor of Arts in Economics degree from the University of Sto. Tomas in 1997, he then pursued his Bachelor of Laws degree at the Arellano University where he graduated in 2003 and became part of the Philippine Bar a year after. He holds a master’s degree in Public Administration from the University of the Philippines and has earned 45 units from the Pamantasan ng Lunsod ng Maynila for his Doctorate Degree in Public Management. He also completed a diploma course in Organizational Development from the Ateneo Center for Organizational Development.

Born on the 26th of December 1976, he is happily married to Atty. Gracelin Villafranca, a graft investigation and prosecution officer in the Office of the Ombudsman. They are blessed with two children: Lorenzo Gabriel and Isabella Nina.
