Engr. Loreta Madarang Malaluan is one of the vibrant women executives in the Department who continuously attest that female engineers can rise as leaders in a male-dominated profession.

Backed by more than four (4) decades of government service and her ability to organize and meticulously take on tasks to the detail, she rose from the ranks since joining the government service as a civil engineer in December 1984 and DPWH as Suoervising Civil Engineer 1 in July 1988 until her appointment to the position of Assistant Secretary in April 2025.

Her perseverance was on full display during her assignment as a supervising civil engineer 1 under Maintenance Division of DPWH Regional Office 3. She was later reassigned to the Construction Division as Assistant Chief and later promoted to Division Chief. She was also the concurrent chief of the Mount Pinatubo Rehabilitation - Project Management Office.

Engr. Malaluan made the leap to become the OIC-Assistant Regional Director of DPWH Region 3 in 2012 and was designated OIC-Regional Director three times in 2013, 2014 and 2016.

She obtained her Career Executive Service Officer Examination (CESO) IV ranking in 2014.

In 2018, she was appointed as full-fledged Assistant Regional Director and promoted in less than a year as the Officer-in-Charge, Office of the Regional Director of DPWH Region 2 until she was transferred to the National Capital Region as Regional Director in September 2022.

Aside from her government duties, Engr. Malaluan also serves as a Board of Director of the Road Engineering Association of the Philippines and Road Engineering of Association of Asia and AustralAsia - Philippine Chapter. She was President of the Soroptomist International – Pampanga Star from 1914 to 1921 and now serves as Board of Director of MIT-CEEnSE.

She graduated with a degree of Bachelor of Science in Civil Engineering in 1982 at the Mapua Institute of Technology and earned her Master’s in Public Management degree in 2002 at the Araullo University.

Responsibilities:
The Assistant Secretary for Regional Operations in CAR, Regions I, II, IX, X, XI, XII, XIII and NCR shall assist the Undersecretary in the overall supervision of the said offices.

• DPWH Alternate Representative to the Philippine Fisheries Development Authority (PFDA)
• DPWH Alternate Member in the Mining Industry Coordinating Council (MICC)
• DPWH Representative to NEDA Infracom-Sub-committee on Water Resources (INFRACOM-SCWR)
• DPWH Permanent Representative to the lnteragency Committee on Infrastructure Statistics
