R-7 EXPRESSWAY

  • The project will be constructed over one of the most heavily congested corridors in Metro Manila, namely Quezon Avenue and Commonwealth Avenue (formerly Don Mariano Marcos Avenue). The route starts at Welcome Rotonda goes over Quezon Avenue up to Quezon Memorial Circle (QMC) where it goes underground. From QMC to the end, it goes along Commonwealth Avenue as an at-grade expressway with viaducts at intersections with cross roads. Total length is 16.1 km.
  • A 4-lane elevated tollway with inner and outer shoulders in both directions
  • Mostly elevated second-level elevated tollway
  • Third-level tollway at crossing with Araneta Ave., EDSA, Tandang Sora Ave.
  • Third-level towards the end of the project
  • Tunnel along Elliptical Road
  • Exits/Entrances at Antipolo St., Araneta Avenue, EDSA, Tandang Sora Ave., Don Antonio, Batasan Hills, and Regalado Avenue.
  • Provide a fast and unimpeded passage from España Boulevard to Regalado Avenue, Fairview.
  • Reduce congestion along the existing national road from Antipolo St. to Regalado Avenue by diverting a portion of traffic to this expressway

  • Draft Final Report was already submitted on 21 October 2013
  • Unit Price Analysis, Geotechnical Investigation, and Initial Environmental Examination were submitted on 22 October 2013.
  • Preliminary Engineering Design Drawings was submitted on 23 October 2013.
  • Draft Final Report was submitted on 18 December 2013
  • On 05 February 2014, Draft Final Reports were forwarded to PPP Center for comments prior to finalization. The Final Reports will be used as reference by the Transaction Advisors that the DPWH intend to procure through the Project Development and Monitoring Facility (PDMF) under the PPP Center
  • On 25 June 2014, a transmittal letter with cd containing the traceable excels files of the Financial and Economic Costs of R7 Expressway was sent to PPP Center, as per request.
  • On October 23, 2014, PPP Center sent their comments, thru email, regarding the R7 Business Case, Financial, and Economic Model. Based on their initial assessment, the financial and economic models are lacking in structure and reliability. They suggest that the Business Case be revised by the Transaction Advisor to be procured
  • On April 20, 2015 the consultant submitted the revised financial model for the R7 Business Case Study.
  • On April 28, 2015 a transmittal letter with the hard copy of the Revised Financial Model was sent to PPP Center for their comments and recommendations.
  • On July 22, 2015, PPP Center sent their comments, thru email, regarding the revised financial model of the project.
  • On July 27, 2015, the comments were transmitted to the consultant for inclusion in the Final Report of the project.
  • On August 17, 2015, United Technologies Consolidated Partnership (UTCP) submitted their Final Report to PPP Service incorporating the previous comments.
  • The PPP Service has accepted the submitted Final Report last October 20, 2015 in accordance with the approved TOR.
  • Common alignment of MRT–7 and R–7 Expressway is being reviewed by PPP Service.
  • R7 Expressway FS for possible regular infra funding. ABC and TOR is being drafted.
