The project involves the construction of a 4–lane, 6.0 km. road from Cansaga to Poblacion Lilo–an.

- Business Case Study completed. Final Report was submitted last 17 May 2013
- Final Business Case Report concludes that the project is feasible subject to certain conditions such as a 50% Investor–50% GOP project cost sharing and a toll fee of P5/km or P30 for Class 1 vehicles.
