Construction of approximately 22.0 kilometers Toll Road from Batangas City to Bauan, Batangas traversing the municipality of San Pascual, Batangas. This will serve as an alternate route for the Batangas City–Bauan National Road. The project also provides infrastructure support to the growth of tourism and the development of the industrial sector along the Batangas City–Bauan, Batangas corridor.
The objective of the toll road implementation is to ease traffic congestion in the Batangas City-Bauan National Road due to the increasing volume of vehicles influenced by number of establishments and facilities in the area which include schools, industries, markets, business areas and the Batangas Port. The project also aim to provide infrastructure support to the growth of tourism and the development of the industrial sector along the Batangas City–Bauan, Batangas corridor.

The proposed project was initially provided with a Pre–Feasibility Study (Pre–FS) dated December 2004 by DPWH Project Management Office for Feasibility Studies (PMO–FS) to determine the economic and technical viability of the proposed project.
The project, based on the conducted Pre–FS, may pose a large Road Right–of–Way Acquisition (RROWA) problems for some sections of the proposed road due to the refusal of the landowners to sell their properties in anticipation of the future industrialization of the area. This was already discussed to the NEDA-RDC CALABARZON during their Sectoral Committee on Infrastructure Development (SCID) Quarterly Meeting on November 13, 2014 and February 11, 2015, respectively.
The DPWH Public-Private Partnership (PPP) Service proposed for the conduct of business case study for the Batangas City–Bauan, Batangas Toll Road Project to determine the appropriateness and potential priority of the proposed project for PPP.
The drafting for Request for Authority to Procure Consultant for the Conduct of Business Case Study for the Batangas City–Bauan, Batangas Toll Road Project is ongoing together with other necessary documents (i.e. Draft ABC and TOR).
Joint TOR and ABC for QuBEx, Camsur, Batangas–Bauan projects submitted to BOD for comments on May 20, 2016.
Draft ABC and TOR with comments of BOD was returned to PPP Service on June 10, 2016.
