Director, Planning Service

Considered as one of the wholly conscientious and trendsetters of DPWH, Director Constante A. Llanes, Jr.’s name speaks about his commendations in the heights of success: constant.

Since he got into his first position in the Department in 1985 as a Civil Engineer of the Planning Service with a temporary status, his passion and strong will to grow enabled him to conquer the tough yet rewarding road of public service. From then on, he held various engineering positions until his designation as Deputy Manager (Project Manager I).

His notable works and effective managerial approaches landed him in his next higher positions as Officer-in-Charge (Project Director) of the Central Labor Based/ Comprehensive Agrarian Reform Program-PMO (CLB/CARP-PMO) from 2001-2004; Officer-In-Charge Assistant Project Director of International Bank for Reconstruction and Development (IBRD-PMO) from 2004 to 2008 and as Component Manager of National Roads Improvement and Management (NRIM-PMO) for one semester. Prior to his current position as Planning Service Director, he led once again the IBRD-PMO as its Acting Head (Project Manager III) from 2009 to April 2013.

Director Llanes’ endeavor to further improve his competencies steered him to attend numerous high-impact seminars and trainings conducted here and abroad. Some of his recently attended international training programs are Demonstration of DELTA LTL-M Mobile Reflectometer in Singapore (2014); Laboratory Demonstration of Reflectometer, Reflector Signs and Paint Thickness Gauge in Malaysia (2014); and ESRI International User Conference, Geographic Information System in San Diego, California (2013). He has also attended the following: International Training Program on Road Management and Transportation Technology in Seoul, Korea; International Trainings in Urban Transport in Tanzania, Africa and Lund, Sweden; Tunnel Construction and Operation, Disaster Prevention Management, Wastewater Treatment/Management, Seismic Bridge Design, all held in Japan.

He has received awards and commendations as a resource person in the 2013 National Midyear and General Assembly of the Philippine Society of Sanity Engineers (PSSE-NSSMP); 11th National Convention of the Road Engineers Association of the Philippines (REAP, 2002); and 15th National Convention of the Association of Government Civil Engineers of the Philippines (AGCEP, 1998). He also received a Recognition in the 6th National Construction Safety Convention, OSHC Safety Organization of the Philippines (2014).

In 2009, he was awarded as Project Director of the Year (Second Runner-Up) and in 2004 as Mr. Integrated Leadership Program (IELP) from the Career Executive Service Board.

Despite his hectic schedule, Director Llanes still manages to participate on voluntary/civic work activities. He is an active member of the Philippine Institute of Civil Engineers (PICE), Philippine Society of Sanitary Engineers (PSSE), Philippine Institute of Environmental Planners (PIEP), American Society of Civil Engineers (ASCE), Career Executive Service Board Association, International Forum for Rural Transport Development, DPWH Director’s League of the Philippines and DPWH Opus Dei Cooperator.

Furthermore, he is passer of Career Executive Officer (CEO) Exam in 2007, Career Executive Service Eligibility Exam in 2002 and Management Aptitude Test Battery (MATB) Exam in 2000. He also finished a Diploma Course in Land Use Planning (1994) and MA in Urban and Regional Planning (1997), both at the University of the Philippines. He passed the Environmental and Planning Board Examination in 1996. His enthusiasm to learn more helped him successfully obtained his Graduate Study Diploma in Urban Transport from the University of Lund in Sweden in 2006.

He graduated with a Bachelor of Science in Civil Engineering degree at the Mapua Institute of Technology in 1984 and passed the Civil Engineering Licensure Examination the same year. He finished Bachelor of Science in Environmental and Sanitary Engineering in 1986 and passed the Environmental and Sanitary Engineering Board Examination the following year.

On his personal, lenient side, Director has a knack in singing, playing musical instrument and sports such as basketball, swimming, skating and cycling.

He was born on August 16, 1962 in Manila to Constante Sr. and Rosa. He is married to Maria Cristina Caniones and they are blessed with four children.
