Maximo L. Carvajal

Undersecretary for Technical Services and Regional Operations in Regions IV-B, VI and VII

Engr. Maximo Lacanlalay Carvajal earned his rightful place at the DPWH Management Committee after more than three decades of public service and civil engineering practice.

Before he rose from the ranks as the Assistant Secretary for the Unified Project Management Office (UPMO) Operations, he has spent more than a decade serving as Project Manager III, managing implementation of various internationally and locally funded infrastructure projects in the Department. He served as Project Director of several Project Management Offices such as Integrated Bank for Reconstruction and Development (IBRD-PMO), Urban Road Project Office (URPO-PMO) and Philippine Japan Highway Loan (PJHL-PMO). He has indeed gone a long way from his first entry as Materials Laboratory Technician in the then Ministry of Public Works and Highways in 1984.

While performing his duties and responsibilities at the Department, Asec. Carvajal persevered to continue gaining knowledge related to his profession by attending trainings/seminars and joining international professional organizations. Among the notable leadership trainings he attended that honed his management skills include the 2nd Practical Project Management in the Global Market Course in 2010 prepared by the Japan International Cooperating Agency (JICA) and Asian Institute of Management (AIM); the Executive Leadership and Management Capability Enhancement Program for DPWH in 2013 organized by the Development Academy of the Philippines; and the Integrated Salamin-Diwa ng Paglilingkod Session XIV prepared by the Career Executive Service Board. He was a member of Project Management Institute (PMI) and American Concrete Institute (ACI).

Asec. Carvajal completed in 1984 his Civil Engineering Degree from the University of the Philippines. He then pursued his masters degree in Business Administration from the Metro Manila College graduating with a Bronze Medal in 1998.


The Undersecretary for Regional Operations in Regions IV-B, VI and VII shall have overall supervision over the said regions.

The Undersecretary for he shall have overall supervision over all the Bureaus, namely: Bureau of Construction, Bureau of Design, Bureau of Equipment, Bureau of Maintenance, Bureau of Quality & Safety, and Bureau of Research & Standards.
