Undersecretary for Legal Services and Office of the Secretary

Atty. Ramos graduated from San Beda College of Law as one of the top ten students of his batch and passed the Philippine Bar in 2005.  He is now on his 15th year of law practice. Prior to that, he obtained his bachelor’s degree in AB Political Science Major in Governance from De La Salle University, Manila where he was also a recipient of various Honor Awards.


In his early career, he joined Fortun Narvasa and Salazar Law Offices, and ACCRA Law Offices, where he was invited to join as an associate.  He then moved to corporate world as In-House Counsel of Vista Land and Lifescapes, Inc. (Brittany Corp.) in 2007.


In 2010, Atty. Ramos worked as the Chief of Staff of then-Congressman Secretary Mark A. Villar. in the House of Representatives. Thereafter, in 2011, he founded and managed his own law firm RAMOS & ESGUERRA LAW OFFICES where he concurrently held various Director and Senior Officer positions in various private corporations.


Prior to his appointment, in 2018, his services were engaged as a Professional Adviser in the DPWH. He was appointed as Assistant Secretary in the DPWH last 10 December 2018. As such, he assists the Secretary on legal, administrative, and personal concerns.






The Undersecretary for Legal Services and Office of the Secretary has overall supervision and control over the Legal Service and assist the Secretary in matters relating to his functions, duties, and responsibilities, particularly, legal, personnel, and administrative matters.


He has overall supervision and also serve as the focal person of the Internal Audit Service (IAS).


Likewise, he shall also have control and supervision over the Legislative Liason Office.


In addition, he shall have the authority to sign verification and certification of non-forum shopping in relation to DPWH cases handled by the Office of the Solicitor General (OSG) which are not expropriation cases in nature, including the necessary communications to the OSG related to non-expropriation cases.


He shall also have the authority to sign special power of attorney authorizing the Solicitor General and/or any of his duly authorized representative/s to represent DPWH in non-expropriation cases.

• DPWH Alternate Representative to Inter-Agency Energy Efficiency and Conservation Committee (IAEECC)
