Undersecretary Rafael C. Yabut

Engineer Rafael Cunanan Yabut is a Rank 1 Career Service Officer and currently the Undersecretary for Project Management Office Operations for Foreign-Assisted Projects of the Department of Public Works and Highways. He is the principal focal person in the implementation of DPWH Public-Private Partnership projects, Tollways / Expressways and other related facilities nationwide. He is also the alternate representative of the Secretary to the Toll Regulatory Board.
He was appointed as DPWH Undersecretary on January 14, 2008. His present position gave justice to his formidable determination and hard work in scaling the ladder of success ever since he entered government service as a daily-waged employee. He gained the respect and admiration of his peers, in the DPWH Executive Committee as an “action man”, and a project executor.
In realization to the plans and programs of the present Administration, he supports the policy directions of the Secretary, such as full transparency and accountability to the people, restraint in leakage and reduction of corruption, among others.
He took Bachelor of Science in Civil Engineering at Angeles University Foundation where he also joined the school bank, played saxophone to gain scholarship as he is also a music lover since then. He graduated in 1976, and tool up Bachelor of Science in Sanitary Engineering at Holy Angel University and graduated in 1983. He completed his Masters degree in Public Administration at Angeles University Foundation in 1996.
He has been a panel member and resource speaker for both international and local conventions/events. He also attended various training programs, seminars and other special courses related to his job, locally and in France, Germany, United States of America, Sweden, Australia, Austria, Egypt, Japan, Republic of Korea, Thailand, Indonesia, Taiwan, Malaysia and China.
Undersecretary Yabut is an active member of the Philippine Institute of Civil Engineers (PICE), Association of Government Civil Engineers of the Philippines (AGCEP) and the Road Engineering Association of the Philippines (REAP). He was past President of American Association of Civil Engineers - Philippine Chapter, and past Chairman of the Road Engineering Association of Asia and Australasia (REAAA) - Philippine Chapter. He was also elected Chairman of the DPWH Housing Multi-Purpose Cooperative Board of Directors.
There is no doubt that success came too early for Undersecretary Yabut because he was molded into what he is now based on the values instilled by his parents, Mr. Ernesto Yabut and Felipa Cunanan, and, what he acquired during his past work experiences.
Undersecretary Yabut was born in Candaba, Pampanga on April 26, 1953. He is married to Helen P. Drapeza and they are blessed with three children namely Archie Fuhner, Rachelle Amor and Rossy Anne.
