Undersecretary Rafael C. Yabut
has a reputation of a no-nonsense civil worker when he has shown
sheer guts and determination to enforce the rule of law as he
courageously cleared the national roads of Pampanga of illegal
structures and obstructions when he was still the District Engineer
of First Pampanga District Engineering Office, long before then
DPWH Secretary Bayani Fernando signed the Department Order s. 2003
regarding the clearing of national roads.
The youngest among
the members of the DPWH Executive Committee, Undersecretary
Yabut was born in Candaba, Pampanga on April 26, 1953.
Young as he is,
he, however, gained the respect and admiration of his peers, in the
DPWH Executive Committee, as an “action man”, a project executor,
and, as one of the initiators of “change” in the DPWH, being a
member of the RIMSS Steering Committee.
There is no doubt
that success comes too early for Undersecretary Yabut because
he was molded into what he is now based on the values instilled by
his parents, Mr. Ernesto Yabut and Felipa Cunanan, and, what he
acquired during his past work experiences.
He started to work
in the government as a laborer at the DPWH-Angeles, Pampanga
in 1975 while studying at the Angeles University Foundation where he
also joined the school band to gain scholarship. Thus, when he
graduated with the degree of civil engineering in 1976, as a working
student, it is not surprising that he successfully passed the
licensure exams in the same year.
Not contented with
his knowledge in civil engineering, again as a working student, he
took up Bachelor of Science in Sanitary Engineering at Holy
Angel University
and graduated in 1983; and his Masters degree in Public
Administration at Angeles University Foundation completing the
course in 1996.
He also attended
training programs, seminars and other special courses related to his
job locally and in Tokyo,
Japan; Seoul, Republic of Korea; and Bangkok, Thailand.
He took and
successfully passed the Civil Service Professional Exams in 1990;
CSC-DPWH Examination in 1994; Management Aptitude Battery Test for
Career Executive Service Officers in 1996; and two (2) Career
Executive Service Officer qualifying tests in 1998 and 2002.
His present
appointment really gave justice to his formidable determination and
hard work in scaling the ladder of success ever since he entered
government service as a daily-waged employee. From then on, he
slowly inched his way up the career service until his appointment as
DPWH Undersecretary President Gloria Macapagal-Arroyo this
year.
Undersecretary Yabut is an active member of the Philippine Institute of
Civil Engineers (PICE), Association of Government Civil Engineers of
the Philippines (AGCEP) and the Road Engineering Association of the
Philippines (REAP).
