Undersecretary Bashir D. Rasuman
Profile
Undersecretary
Bashir D. Rasuman, the first Muslim DPWH rank-and-file employee to
reach the position of Undersecretary, was born on August 1, 1945 in
a remote town of Taraka in a predominantly Muslim province of Lanao
del Sur.
His
formal academic life has started at Dansalan Central Elementary
School where he graduated with honors in school year 1956-1959 and
proceeded to complete his secondary education at Dansalan Junior
College in Marawi City in 1963 while completing vocational courses
in typing and stenography receiving first honors award. He started
his tertiary education in Civil Engineering at the Mindanao State
University in Marawi City but transferred to Manuel Luis Quezon
University in Manila where he graduated in 1969. The following year,
he took and passed the licensure exams for civil engineers.
The year
he graduated from college, he started working for the government as
civil engineering aide at the then Highway District Engineering
Office (HDEO) in Lanao del Sur. From then on, through sheer hard
work and determination, he received commendations and,
correspondingly, promotions until he was designated
Officer-In-Charge then later on as City Engineer of the Marawi City
Engineer's Office and finally, as Regional Director of DPWH Region
VII in 1990, a position he held for ten (10) years. In Sept.
2000, he was promoted as Asst. Secretary, then after 3 years he got
the position of Undersecretary.
In addition to his function as
Undersecretary, he was designated as DPWH representative of National
Housing Authority, Philippine Ports Authority, Bids & Awards
Committee for the Development of the Philippine Properties in Japan,
DOF-Municipal Development Fund Office-Policy Governing Board (MDFO-PGB),
Development of National Environmental Health Action Plan (NEHAP),
Public Estate Authority & National Mapping & Resource Information
Authority (NAMRIA) Board Governors.
As a
government executive officer, he attended and successfully completed
the Career Executive Service Development Program at the Development
Academy of the Philippines. He also attended numerous
in-service training, seminars, workshops and other related studies,
notably among these are the seminar-cum-study tour on roads and
bridges maintenance in Japan, study tour on roads and bridges
construction and maintenance in Thailand, seminar on traffic lights
in Australia, 2nd executive meeting of the Asian Civil
Engineering Coordinating Council in Korea, joint commission meeting
in Saudi Arabia and U.N. economic and social commission for Asia and
the Pacific in Jakarta, Several meetings of the Heads of Road
Authority (HORA) and Road Engineering Association of Asia and
Australasia Conferences, Study Tour on Local Resource Mobilization,
Creditworthiness and Enterprise Management in Europe, USA.
Undaunted, as a member of the cultural minority, he has proven
himself when he was awarded, as a student of Manuel L. Quezon
University, the Most Outstanding Scholar of the Year Award. The
award triggered his desire to reap numerous awards, commendations,
citations and certificates of appreciation from the government,
civic organizations, and from his peers in the civil engineering
profession. The PRC awarded him the most outstanding CE of the
year 2005.
Despite
his hectic working schedule as DPWH executive, Undersecretary
Rasuman still finds time to engage himself in various socio-civic
activities as an active officer or member of national and local
organizations related to his profession as Civil Engineer such as
Philippine Institute of Civil Engineers (PICE), Road Engineering
Association of the Philippines (REAP), Road Engineering Association
of Asia and Australasia (REAAA), Association of Government
Civil Engineers (AGCEP), Rotary Club, Career Executive Service
Officers Guild and other organizations.
A truly
dedicated Muslim family man, Undersecretary Rasuman is happily
married to businesswoman, Emma A. Rasuman, by whom he has seven (7)
children, namely, Jamerie, Jeremiah, Jerome, Jamila, Jalaima, Bashir
Jr., and Jachob.
