Undersecretary Jaime A.
Pacanan’s
vast experience in civil engineering, leadership and
administration has truly prepared him to handle bigger
responsibilities in the Department when he was appointed to
the position of Undersecretary in June 2009 after his brief
stint as Assistant Secretary since March 2008.
For 36 years, he served
solely the Department of Public Works and Highways (DPWH) 8th
Regional Office since his entry as CE Aide I in
November 1973. He rose from the ranks holding various
positions until his appointment as Regional Director of the
said region in April 2004. During his stint as regional
director, he administered the region’s thirteen district
engineering offices in the implementation of infrastructure
projects in Eastern Visayas.
His resume is packed
with trainings and seminars he has attended here and abroad.
These include the 4th Civil Engineer Conference in Asian
Region sponsored by the Asian Civil Engineering Coordinating
Council in June 2007 in Taipei, Taiwan; JBIC’s Help Catubig
Agricultural Advancement Project Training in Japan in
October 2006; American Society of Civil Engineer (ASCE)
Annual Conference & Exposition in Chicago, Illinois, USA
also in October 2006.
He has also attended
trainings conducted by the Career Executive Service Board –
Problem Analysis and Decision Making; Executive Leadership
Programs (GABAY, DIWA & SALAMIN); DPWH – Total Quality
Management for Executives, Professional Growth through Value
Clarification, Management Development for Executives, etc.;
NEDA – Gender Sensitivity Training for Top Executives and
Statistical Development Manpower; Development Academy of the
Philippines – Disaster Management and Program for Executive
Development; Commission on Audit – Fiscal Responsibility for
Local Chief Executives, Administrators and Fiscal Managers.
He is affiliated with

His professional success
did not make him forget his spiritual obligation, as he is
at present a Head Servant Leader of Alagad ng Diyos Catholic
Community – Leyte Samar Chapter.
Usec Pacanan earned his
post graduate studies degree – Doctor of Philosophy at the
Leyte Institute of Technology in 2003 and Master in Public
Administration at the University of the Philippines, College
of Tacloban in 1983. He is a graduate of Bachelor of
Science in Civil Engineering and Bachelor of Laws from the
Divine Word University in 1973 and Leyte Colleges in 1970,
respectively.
Usec Pacanan was born on
January 15, 1950 in Motiong, Samar. He is married to
Concordia Alday, a businesswoman by whom he has five (5)
children namely Gerald, Genine Ann, Jennifer, Jackie Rose
and Jim.
