Undersecretary Raul C. Asis
started to show his innate intelligence as a consistent honor
student from pre-school to the tertiary level.
He finished his Civil Engineering degree as a scholar from the Mapua
Institute of Technology in 1974 and his Masters degree in Business
Administration from the De La Salle University with the thesis, “The
Cordon Pricing Scheme for Metro Manila (A transportation economics
approach to the solution of the Metropolitan Manila traffic
congestion problem)”.
He successfully passed the following examinations: Civil Engineers
Licensure Examination in 1974, Civil Service Professional
Examination in 1985, and Career Executive Service Officer (CESO)
rank III in 1999.
When he started as Research Assistant at the Planning and Project
Development Office (PPDO) of the Department of Public Works and
Highways (DPWH), Central Office in 1975, he continued to outshine
his peers in the government service; and with his outstanding
performance as one of the initiators and implementers of the
Department’s Information Technology program more than twenty years
ago, he was promoted to various executive positions until his
appointment in 1996 as Director IV of the Bureau of Research and
Standards.
His significant accomplishments include his assistance in the
preparation of the Philippine Development Plans, CY 1978-2000,
Transportation Sector, in 1977; conceptualization, development and
implementation of a computer-based infrastructure capital outlays
and expenditures control system in 1979-82; and formulation of the
DPWH Strategic Plan and the preparation of guidelines for sectoral
programming and operational planning from 1987-1990; organization
and training of the DPWH Quality Assurance Units and implementation
of the DPWH Quality Assurance Program.
He assumed the lead role of streamlining the Project Monitoring
System of the then Ministry of Public Works and in the revision of
the Project Management Information System in 1978;
conceptualization, design and implementation of the accreditation
scheme for DPWH project engineers and inspectors, from 1996 to 1998;
and, pioneered the conceptualization of a computer-based
Construction Cost Information System, and computer-based Roadway
Information System.
He has not only acted as resource speaker in various fora, but
because of his crusade in producing effective builders of this
nation, he joined the academe as a professor in the School of Civil
Engineering, Mapua Institute of Technology since 1974 and as
Assistant Professional Lecturer in Engineering at the Graduate
School of De La Salle University from 1997 to the present.
Although an educator, he has not ceased to learn and has attended
various trainings and seminars such as: Project Management and
Design; Regional Industrial Development Executive Course; Management
by Objectives and Results Evaluation; Basic Photogrammetry and Photo
Interpretation; Project Management Course; Computerized System of
Project Management; EDP Fundamentals Course; Fundamentals of EDP
Programming; Construction Management; Integrated Civil Engineering
Systems: Coordinate Geometry, Road Analysis and Design; Integrated
Civil Engineering Systems: Limiting Equilibrium Analysis in Soil
Embankments and Settlement-Oriented Problems; Microcomputers in
Waterworks; Strengthening the Engineering Information System; Work
Improvement Team Facilitators’ Course; Computer-Aided Project
Management; Team Building; Test Construction; Environmental Impact
Assessment; Sustainable Development/Phil. Agenda 21; Flexible
Pavement Design; and Rigid Pavement Design.
In addition, he has attended the Automated Management Information
Systems (World Bank grant) in Texas, USA; Steel Utilization
Technology in Tokyo, Japan; and Operation of Research Institutes (JICA
grant) in Tsukuba City and Tokyo Japan.
As a young achiever, he was a recipient of various awards and
citations such Plaque of Appreciation from various chapter of the
Philippine Institute of Civil Engineers (PICE) as resource speaker
in various Continuing Professional Education (CPE) seminars; Plaque
of Recognition and Merit from the MIT CE-EnSE Alumni Association in
recognition as Founding Director; Award of Recognition from Mapua
Institute of Technology for 25-year service as faculty member;
Outstanding Alumnus from San Sebastian College-Recoletos; and, The
Outstanding Mapuan (TOM) Award in Government Service, year 2000,
from the Mapua Institute of Technology (MIT) and the National
Association of Mapua Alumni (NAMA).
He has co-authored the technical paper on “Cracking and Seating of
Portland Cement Concrete Pavements (Conference Paper Presentation)
CAST 2000 “Conference & Exposition on Concrete Art, Science and
Technology last May, 2000.
