HON.  VICTOR A. DOMINGO

His outstanding work accomplishments as Presidential Adviser on New Government Centers and his vast experience as a real estate developer has made President Gloria Macapagal-Arroyo decide to appoint him as Secretary of Public Works and Highways after accepting the resignation of Secretary Hermogenes E. Ebdane, Jr.

 

Who is Secretary Domingo? He was born on May 14, 1941 to Atty. Andres Domingo, a former City Judge and Mayor of Laoag City, Ilocos Norte and Magdalena Asis, a former Assistant Superintendent of Schools in Laoag City.

 

He is a Certified Public Accountant who has acquired his managerial skills from the company he has established – the San Gerardo Green Meadows Realty Corporation. He earned his Masters in Business Administration (MBA) in 1970 and his Bachelor of Science in Business Administration (major in Accounting) degree in 1961, both from the University of the Philippines, Diliman, Quezon City.

 

He is currently the President and CEO of San Gerardo Green Meadows Realty. Since he established and developed the groundwork of providing a first class subdivision for the people of Leyte and Samar back in 1992. Thus the San Gerardo Heights Subdivision was developed. It covers an area of 50 hectares of rolling land in Barangay Nulatula and is just four (4) kilometers away from the commercial area of downtown Tacloban City.

 

He was a former Regional Director the Department of Trade and Industry (DTI) from 1987 to 1992 and director of the Philippine Charity Sweepstakes Office in Eastern Visayas. He was also the Dean, College of Commerce of the Holy Infant College in Tacloban City from 1972 to 1976. He was also a professor/lecturer for MBA course of the University of the Philippines and Leyte Colleges, both in Tacloban City, from 1971 to 1979. He was a Bank Examiner of the Central Bank of the Philippines from 1964 to 1971. He was the Finance and Supply Officer of the Ilocos Norte E.E.A. from 1962 to 1964.

 

Among his civic and professional affiliations includes President, Leyte Chamber of commerce and Industry (1998-2001); Consultant for Region 8 – Office of the Vice President Gloria Macapagal Arroyo (1998-2001); Co-chairman of the Regional Development Council for Region 8 (1998-2000); President of the YMCA-Leyte Chapter (1998-2000); President of the Rotary Club of San Juanico (1995-1996); and Vice President of the CREBA-Leyte Chapter; among others. 

 

He was a former National Vice-President of the YMCA Philippines; a 5-time member, National Board of YMCA Philippines; Past President of Region Eight Administrator’s League (R.E.A.L.); Past Very Worshipful Master of the Tacloban Masonic Lodge No. 221; Board Member of the San Juanico Golf Club; and Past President of the Tacloban City Tennis Club.

 

Secretary Domingo has attended international conferences like the Rotary International Conference in Las Vegas, Nevada in 1987; Seminar on Small and Medium Enterprise in Seoul, Korea in 1987; Member of the YMCA Philippines delegation to the Asia YMCA Leaders Conference in Hong Kong in 1986; and Member of the YMCA Philippines delegation, YMCA World Alliance Convention in Estes Park in Colorado, USA in 1981.

 

He has also attended the International Trade Fairs and Investment Missions, as head of the delegation of the Leyte Chamber of Commerce and Industry: Singapore (1999), Toronto Canada (1998), and Xiamen, China (1997).

 

He is happily married to Pricilla Villasin-Domingo with whom he has three successful children namely Geraldine, Gerard Andre and Victor Emmanuelle.
