Asec
Dimas S. Soguilon is considered one of the few men in the DPWH who
practically rose from the ranks and ascended the ladder towards
achieving the level of Assistant Secretary in a short span of time.
Prior to his recent promotion, he led one of the most dynamic
Regional Offices in the country, the DPWH Region XI. Under his helm
at Southern Mindanao Region, he was able to sustain excellent
performance in project implementation in the region - earning him
the respect and admiration of higher officials and colleagues in the
Department.
In
November 1976, he started working in the Department of Public
Highways-Region IV-B as a daily wage-earning draftsman, while
continuing his civil engineering studies at the University of the
East. On August 1, 1978, he became a permanent employee in the
government service with the position of Civil Engineer.
From
then on he began climbing the career ladder at a remarkable rate. On
November 18, 1991, only nine months after being appointed as
Assistant District Engineer, he became the District Engineer of
SMMED-NCR-DPWH.
On
February 11, 1993, he headed towards Southern Mindanao to lead the
DPWH XI Sarangani Engineering District Office. He is not at all a
stranger in the region since he was born and raised in nearby Tupi,
South Cotabato. He led this new district to the number one spot in
the Annual Rating for Quality Control in Project Implementation in
1995 and for that he was awarded as Most Outstanding District
Engineer in the Philippines during its annual DPWH anniversary. He
later duplicated his feat when he was re-assigned to Laguna where he
made the DPWH IV-A Laguna District Engineering Office number one in
the same category for three consecutive years, from CY-1996 to 1998.
He
also got an outstanding rating in the Career Executive Service
Performance Evaluation System from CY-1998 to 2000.
His
impressive performance propelled his career further as he was
appointed Assistant Regional Director on February 3, 1999 and was
assigned to Region XI. He became Regional Director in the same
regional office on January 3, 2002.
Through the years he honed his knowledge and skills by taking up and
completing his Master in Public Administration from 1994 to 1998. He
also attended various training courses and events such as
Seminar/Workshop on Moral Dimensions & Dynamics, Seminar/Workshop on
Management Course for District Engineers, Seminar on Prevention of
Graft and Corruption, Seminar on Road Safety, Seminar/Workshop on
the Preparation of the Annual Maintenance Work Program, Mindanao
Highways System Summit, Training Programme on Earthquake Engineering
and Disaster Management for Establishing a Building Administration
System in the Philippines, Moral Recovery Program and many more.
He
further polished his leadership skills by attending training courses
for executives such as Professional Growth through Value
Clarification, Total Quality Management, Management Development and
Microsoft Office Application and Internet Proficiency.
Assistant Secretary Soguilon’s endearing trait is his ability to
reach out to the lowest ranking employee, believing that “the
quality and utilization of the organization’s resources are almost
always affected by the decisions about and by human resources”. For
him “work accomplishment is people based and is characterized by
respect for the individual and family well-being.” He also advocates
for constant innovation to address the various issues of
globalization and other environmental changes. Thus, the
chairmanship of the Department's Sub-Change Management Team for the
realization of Executive Order 366, also known as the Program on
Rationalizing and Improving Public Service Delivery, is a timely
assignment for him.
Assistant Secretary Dimas Soguilon was born on October 19, 1955, to
Jovito and Fructuosa, both from Aklan. He is happily married to
Nilda V. Juan and a doting father to only child, Kristine Ann. |
