“Silent water runs
deep”, a belief that describes a person who has been successful
despite his less talk attitude. This man seldom talks but his
actions could make people move; thus results are great
accomplishments.
Excellence, service and
professionalism are the best traits he offers as he entered his
engineering career. This was recognized in year 1984 as he was
awarded “Most Outstanding MPWH Region IV-A Employee”. Such award
inspired him to work doubly hard, which contributed to the success
of his Office, and the Department as a whole.
He is truly a determined
achiever. He was promoted District Engineer of the then Lucena City
Sub-District Engineering Office (Quezon II Engineering District) in
1995. On March 20, 2000, through the former Secretary Gregorio R.
Vigilar Department Order No. 73, he has been assigned to Laguna
Engineering District. His new assignment served as a challenge for
an individual like him who aim for nothing but to deliver a quality
public service. It is worth mentioning that it was during his time
when the District Office improved more in project implementation,
maintenance and quality control performance; thus Laguna I were able
to bag second best among top achiever District Offices nationwide.
Department Order No. 85
dated June 19, 2001 is another proof that this man could really
climb up the ladder of success. He was appointed as Region IV-A OIC-Assistant
Regional Director and became full pledge ARD after few months of
the same year. After almost two (2) years, he was designated OIC-Region
IV-A Director. And on June 26, 2003, Her Excellency Gloria-Macapagal
Arroyo willingly gave her trust and confidence through his regular
appointment as DPWH Region IV-A Regional Director. As he hold the
post, he advises his subordinates to go extra mile but whatever it
takes, one has to put his heart and soul in everything he does. As
a result, he was a grand slam awardees of the Department for the
Best Regional Director category from 2007 to 2009 that earned him
that much deserve promotion from President Gloria Macapagal Arroyo
to Assistant Secretary position on the early part of the year 2010.
The man behind the
description is no other than Assistant Secretary Bonifacio Oblefias
Seguit. An achiever who asks: Lord, teach me what to do; lead me
where to go.
