Assistant Secretary Eugenio R. Pipo has come a long way from
his humble beginning as Civil Engineer in January 1979 to
becoming Region 2 Director on April 2006
Under
his leadership, Cagayan Valley Region now emerges as the
country’s newest economic zone because of the infrastructure
development taking place in the five (5) provinces and three
(3) cities of the Region.
He has
almost 31 years of experience in general supervision and
control of field operations including project management;
repair and maintenance of national roads and bridges;
handling of pre-qualification, bids and awards; and
administrative matters acquired after holding various
positions in the Department as Supervising Civil Engineer,
Engineer III, Assistant District Engineer, District Engineer
and Assistant Regional Director.

Pipo’s engineering and management expertise were
further develop by the training and seminar programs he
participated in which include: Practical Training Course –
Restoration of Damage to Mountain Road Section, City Roads
Network Development Planning, Soil Engineering and Materials
Quality, Transport Planning Course, Crafting the Roadmap to
Initiate the Organizational Culture Building Program of
DPWH, Information Technology Training for Executive, Seminar
on Professional Growth Through Value Clarification for
Executives, Seminar on Supervisory Development Course, and
Organization and Development of Road Maintenance.
His professional affiliations include memberships in
Philippine Institute of Civil Engineer (PICE) and Road
Engineering Association of the Philippines (REAP). He is
also a member of the Executive Leadership Program Alumni
Association Inc (Region 1).
He holds a Bachelor of Science degree in Civil Engineering
from the Mapua Institute of Technology and Master in
Business Administration from Philippine School of Business
Administration.
He was
born on October 24, 1957 in Bantay, Ilocos Sur and is
married to Socorro Angela Reyes, with three (3) children.
