Responsibility:
 

Shall serve as Assistant Secretary for Planning (Planning Service). In addition, she shall have supervision and control over Feasibility Study-PMO, Flood Control and Sabo Engineering Center-PMO, Build-Operate-Transfer-PMO, and Environmental and Social Services Office (ESSO). She shall also act as Chairman of the DPWH Central Disposal Committee (CDC).

Profile

 

Assistant Secretary Maria Catalina E. Cabral started her career as a Civil Engineering Aide II at the DPWH Project Monitoring Division in 1983 and rising from the ranks, became a Senior Civil Engineer in 1988. She was appointed as Engineer III at the DPWH International Bank for Reconstruction and Development- Project management Office (IBRD-PMO) in 1990 and Engineer V at the Asian Development Bank- Project Monitoring Office (ADB-PMO) in 1996. After five years, she rise the ladders of promotion and became the Project Manager III at the ADB-PMO and later became Assistant Project Director of IBRD-PMO in 2003. in 2004 she was appointed as OIC-Project Director f DPWH Mt. Pinatubo Emergency Project management Office and became the OIC-Director of the DPWH Planning Service in 2005.

 

Among the trainings and seminars that she attended are the Labor Based Construction Supervision and Maintenance Management in 1987, Contract Management in 1996, Project Implementation and Administration facilitated by the ADB in 1998, Project Management-Contract Management Course in 2000, and Practical Project Management in 2002 and Leadership and Management Development Course in 2004 both held at the Ateneo Professional School.

 

Director Cabral also attended foreign scholarship grants such as Road Maintenance and Pavement Management given by the Danish International Development Agency in 1994 and the International Construction Management given by the Swedish International Development Agency in 1999.

 

Director Cabral is an active member of Philippine Institute for Civil Engineers, Association of Government Civil Engineers, Road Engineering Association of the Philippines and the American Society for Civil Engineers- Philippine International Group.

 

She completed her bachelor’s degree in Civil Engineering at the University of the East in 1984. Meanwhile, Director Cabral got her Masters degree in Business Administration in 1993 at Manuel L. Quezon University where she also finished her Doctorate degree’s in Philosophy in Business Management in 1998 and Public Administration in 2001. She also completed 15 units in Masteral on Economics in 2005.

 

Director Cabral passed the Professional Regulatory Commissions Civil Service Board Exam for Civil Engineers in 1994, Career Service Executive Eligibility in 1997 and Career Executive Service Officer Exam in 2001.

 

She was born in May 23, 1963, married to Cesar M. Cabral, a Mechanical Engineer and blessed with two children namely Cheyenne Stefanie and Coleen Babrielle.
