Responsibility:
 

The Assistant Secretary for Planning and Public-Private Partnership (PPP) shall have overall supervision and control over the Planning Service (soon to be Planning and Project Development Service) and the Public-Private Partnership Service (to be created). She shall report directly to the Secretary. In addition, she shall also act as Chairperson of the DPWH Committee on Gender and Development (COGAD).

  • DPWH Focal Person for the Development of National Baselines
  • DPWH Representative to the Technology Resource Center Board of Trustees.
  • DPWH Alternate Representative to the Presidential Agrarian Reform Council and its Executive Committee
  • DPWH Principal Representative to the Light Rail Transit Authority (LRTA) Board of Directors

Profile

Engineer Maria Catalina E. Cabral reached the executive level in the department via her appointment as Assistant Secretary in March 2008.

 

She started her career in 1983 at the DPWH Project Monitoring Division as a Civil Engineering Aide II and rising from the ranks, became a Senior Civil Engineer in 1988. She was appointed as Engineer III at the DPWH International Bank for Reconstruction and Development- Project management Office (IBRD-PMO) in 1990 and Engineer V at the Asian Development Bank- Project Monitoring Office (ADB-PMO) in 1996. After five years, she climbed the ladder of promotion and became the Project Manager III at the ADB-PMO. She became Assistant Project Director of IBRD-PMO in 2003. In 2004 she was appointed as OIC-Project Director of DPWH Mt. Pinatubo Emergency Project Management Office until she became the OIC-Director of the DPWH Planning Service in 2005.

 

Among the trainings and seminars she attended are the Labor Based Construction Supervision and Maintenance Management in 1987, Contract Management in 1996, Project Implementation and Administration facilitated by the ADB in 1998, Project Management-Contract Management Course in 2000, and Practical Project Management in 2002 and Leadership and Management Development Course in 2004 both held at the Ateneo Professional School.

 

Asec Cabral also attended foreign scholarship grants such as Road Maintenance and Pavement Management given by the Danish International Development Agency in 1994 and the International Construction Management given by the Swedish International Development Agency in 1999.

 

Asec Cabral is an active member of Philippine Institute for Civil Engineers, Association of Government Civil Engineers, Road Engineering Association of the Philippines and the American Society for Civil Engineers- Philippine International Group.

 

She completed her bachelor’s degree in Civil Engineering at the University of the East in 1984. She obtained her Masters degree in Business Administration in 1993 at Manuel L. Quezon University where she also finished her Doctorate degree’s in Philosophy in Business Management in 1998 and Public Administration in 2001. She also completed 15 units in Masteral on Economics in 2005.

 

Asec Cabral passed the Professional Regulatory Commissions Civil Service Board Exam for Civil Engineers in 1994, Career Service Executive Eligibility in 1997 and Career Executive Service Officer Exam in 2001.

 

She was born in May 23, 1963. She is married to Cesar M. Cabral, a Mechanical Engineer and they are blessed with two children namely Cheyenne Stefanie and Coleen Gabrielle.
