BAGUIO CITY FRONTLOADED INFRA UNDERTAKINGS FOR CY 2012 |

Construction activities in Baguio City for CY 2012 has already picked-up as the Department of Public Works and Highways (DPWH) intends to generate internal growth through higher pace of public works implementation and counter the effects of the slowing global economy.
DPWH Baguio City District Engineer Ireneo S. Gallato said that preliminary detailed engineering of some P211.931 Million worth of projects under the proposed CY 2012 Regular Infrastructure Program that will further sustain flourishing tourism at the Philippines’ summer capital were already started.
Projects to be funded under these amount includes upgrading, rehabilitation, improvement, reblocking, reconstruction including roadside and preventive maintenance through asphalt overlay and drainage improvement works on the following: Abano Road, Governor Pack Road, Kayang Street, Leonard Wood Road, Quirino Highway (Baguio-Bauang Road), Harrison Road 1, Abanao Extension, Chanum Street,
Kayang Extension, Kisad Road, A. Bonifacio Road, Government Center Road, M. Roxas Road, PMA Road, and Marcos Highway.
Engineer Gallato said that the Baguio City District Engineering Office targets to bid out the planned works packaged into 18 contract projects by end of December 2011 as Secretary Rogelio L. Singson has instructed all heads of project implementing offices to front load infrastructure implementation in the early part of year 2012 to take advantage of the expected good weather conditions and boost economic activity.
To date, out of the 18 projects, 13 has already been advertised and the remaining five (5) projects will be published soon to meet the target.
Detailed engineering activities involves the conduct of various technical surveys, soil borings, and hydrologic surveys, and design operations needed to define the detailed physical characteristic of project according to engineering standards to an extent suitable for bidding purposes and with a degree of detail that will enable estimates of quantities and costs.
It also includes the preparation of the bid documents, including plans and specifications, instructions to bidders, draft quantities, cost estimates and price analyses. Simultaneous to or as part of the detailed engineering, parcellary surveys are also undertaken to define the right-of-way needed and the properties affected. |

DPWH COMPLETES CONSTRUCTION OF BURNAY DETOUR BRIDGE IN IFUGAO IN 8-DAYS |

A detour bridge has been completed within eight (8) days of intensive works by the Department of Public Works and Highways (DPWH), addressing accessibility problem of the Province of Ifugao whose towns particularly the municipalities of Lagawe, Hingyon, Hungduan, Banaue and Mayoyao have been isolated due to the collapse of Burnay bailey bridge at the height of Typhoon “Pedring”.
The single lane detour bridge made of steel modular Compact 200 materials constructed beside the collapsed bridge was opened to light vehicles and pedestrians on October 12, 2011, with DPWH Cordillera Autonomous Region (CAR) and the Ifugao 1st District Engineering Office on watch in regulating traffic up to ten (10) tons only.
Following the collapsed of Burnay Bridge on September 27, 2011 due to strong river current and heavy rains brought about by Typhoon “Pedring” which placed the Province of Ifugao under Storm Signal No. 3, Secretary Rogelio L. Singson has instructed the President’s Bridge Program Office, CAR Regional Office and Ifugao 1st District Engineering Office to join forces and undertake emergency repair works.
The PBPO supplied one (1) set of Delta type double lane steel superstructure materials 54 lineal meters in length for the reconstruction of Burnay Bridge and one (1) set Compact 200 single lane steel superstructure materials 52 lineal meters in length for the emergency detour bridge as well as rendered technical assistance. DPWH CAR undertook the design and construction of the substructure and the launching of the superstructures.
The detour bridge was originally planned to span 36 lineal meters but was extended during actual implementation to 52 lineal meters which consists of 17 bays/panels in order to set back both ends of the bridge due to soft materials in the existing abutments and also to ensure greater stability.
Mobilization of equipment was undertaken by PBPO and Ifugao 1st District Engineering Office on October 4 with the launching of superstructure immediately conducted the following day and works fully completed on October 12, 2011. |

“MAN OF FEW WORDS, MAN OF MANY EXEMPLARY DEEDS” |

This is how Congressional Representative Eleanor Bulut-Begtang described District Engineer Elpidio G. Mandac of Apayao 2nd DEO as she graced the PAALAM, PASASALAMAT program on 01 December 2010 at the El Dia Resthouse. She recalled when she was still a mayor of Calanasan, the Apayao 2nd DEO helped in the development of the municipality and DE Mandac assisted her in every way possible, sometimes even on weekends or holidays.
The officials of DPWH-CAR headed by OIC-Regional Director Edilberto P. Carabbacan and all nine district engineers from Baguio City/ six (6) provinces of CAR came in full force to bid DE Mandac good luck on the occasion of his early retirement and show gratitude and respect to a man who has dedicated 41 years of his life to exemplary service in fulfilling the mandate of the department.
OIC-RD Carabbacan reminded DE Mandac to try to hear the words being said and try to savor them. Having been a dedicated public servant and an example of true leadership, he will always be remembered as one of the few who can measure up to DPWH-STARS which stands for service, teamwork, administration, roads and bridges and systems.
The Apayao 2nd staffs were tearfully one in saying they will surely miss DE Mandac whom they describe as man of principle and an action man since he always puts duty first before other things, aware of his presence the field is utmost importance particularly in times of calamities. |

PROPOSED 3RD FLYOVER IN BAGUIO CITY |

The conduct of actual feasibility of the proposed flyover at the Bokawkan Junction and Baguio-Bauang Road will be undertaken early 2011 to develop construction strategies and identify potential problems. Other activities include traffic data gathering, soil exploration, establishment of right-of-way and structures that will be possibly affected.
A public consultation will also be conducted to inform the beneficiaries of its merits/long term benefits and discuss how the project will meet their needs.
A team led by Baguio City District Engineer Ireneo S. Gallato and Engr. Cesario Rillera together with DPWH Central Office personnel Engr. Giles J. Miranda, economist Joel S. Villoria and Congressional Representative Bernardo M. Vergara made a preliminary site inspection in the area. The project was initiated to decongest traffic in the vicinity/ nearby areas and reduce the travel time of motorist regularly passing this route. |

KALINGA DEO CONDUCTS INSPECTIONS WITH CONGRESSIONAL REPRESENTATIVE |

The District Inspectorate Team headed by OIC-District Engineer Lei Mustard recently conducted site visits on the various Priority Development Assistance Fund (DAF) Projects within the municipality of Pinukpuk.
Projects inspected include then: Cattabogan Multi-Purpose Building; Pinukpuk Junction Water Works; Pinukpuk Junction Multi-Purpose Building; Camalog Multi-Purpose Building; Cawagayan Multi-Purpose Building; Lanna Multi-Purpose Building abd tge canal at New Tanglag.
On-going construction if these projects were remarkably going well except for the water works at Pinukpok Junction. Congressman Manuel S. Agayao suggested digging a new hole since the one being made is an open tank that is easily drained of water.
A recent event
A portion of the mountain along Turayoc and Alangigan sections collapsed resulting to road closure. Traffic advisories were installed in different conspicuous places to alert motorist. A local radio station,, Radyo Natin, was also notified.
The Kalinga DEO is still observing if the mountain is stable enough to start excavation or cleaning operations using a bulldozer. A trail was made to be temporarily used by the travelling public. Only people and motorcycles are allowed to use the said trial. |
