Engineer
Alexander Castañeda’s recent appointment as OIC-Assistant
Regional Director for the Cordillera Administration Region
in June 2009 is not unexpected since he has served thirty
(30) dedicated years in the DPWH.
He has
been doing a wonderful job as SONA - Regional Project
Manager (RPM) for barely nine months since January of this
year, in the implementation of the SONA projects of
President Gloria Arroyo in the region. He has been
conducting regular dialogues with barangay and local
officials of project areas with road-right-of-way problems
particularly at Bontoc side of the Bontoc-Tabuk-Tuguegarao
road project in order to achieve smooth and speedy
implementation of the project.
He started
as a Civil Engineer Aide I at the Benguet Engineering
District of the then Bureau of Public Highways in May 1979.
A year after he passed the Licensure Exam for Civil
Engineering in 1981 he got the position Civil Engineer. He
was again promoted to higher positions at the regional
office until his designation as OIC-Assistant District
Engineer of the DPWH-Mountain Province DEO in August 1996.
With his reverence for efficiency and quality work, he was
given the task to head as Officer in Charge of the Benguet 2nd
District Engineering Office in October 2001. And barely four
months after his promotion as a full-pledged District
Engineer in June 2007, he then moved to Benguet 1st
DEO until his designation as RPM of the region

Castañeda has attended numerous trainings and seminars
sponsored by various agencies and institutions like IT
Training for District Engineers and Assistant District
Engineers in 2008; Seminar on EHEM! AHA!; Re-Orientation
Course for District Engineers; District Engineer’s Course;
Professional growth Through Value Clarification for Middle
Managers; Total Quality for Middle Managers; Capability
Building Seminar and Rules & Procedures on
Criminal/Administrative Cases, both sponsored by the Office
of the Ombudsman; among others.
Engr.
Castañeda’s rich experience and exemplary service to the
department has been recognized and acknowledged through the
numerous Outstanding Field Executive awards he received. He
is an active member of the Philippine Institute of Civil
Engineers, District and City Engineers League of the
Philippines, Association of Government Civil Engineers of
the Philippines, Safety Organization of the Philippines
Incorporated and Road Engineering Association of the
Philippines.
He
graduated with the degree of Bachelor of Science in Civil
Engineering from the Baguio Colleges Foundation in 1979. He
passed the Civil Service Professional Career Service
examination in 1981. Also in 1981, he passed the Civil
Engineering Board Examination. He earned his degree of
Master in Public Administration from the Baguio Central
University in March 2003.
He was
born on November 24, 1956 in Bontoc, Mountain Province. He
is married to Helen Lesino, a businesswoman. He is a doting
father his three children namely Mary Lovelyn, Cheryl and
Alexis John.
