Engineer
Tagudando’s promotion to the highest position in the DPWH
National Capital Region is a validation of his commitment
and dedicated service to the department.
Right
after completing his Bachelor of Science in Civil
Engineering at the Adamson University, he went straight to
public service with his temporary employment as General
Construction Foreman in July 1979 at the then Bureau of
Public Works, PRDC.
In October
1982, he became a permanent employee as a Sr. Civil Engineer
at the First Metro Manila Engineering District-NCR. He
served the same district as Supervising Civil Engineer I
from December 1985 to June 1989. He then moved to the
Regional Office with an Engineer III position which he held
for seven years.
He then
served the Quezon City Second District Engineering Office
with his designation as Assistant District Engineer in June
1996 and OIC-District Engineer in September 1999. After
serving the district as acting head for seven years, he
became a full-pledged District Engineer for three years
until his appointment as Assistant Regional Director in
January 2010, a position he held for almost nine months.
Focus on
acquiring for himself further education and knowledge to aid
him in his desire to practice better public service,
Director Tagudando pursued and successfully completed as a
scholar the Degree in Innovation in Governance at the
Harvard University - John F. Kennedy School of Government in
November 2007.
He
obtained his Masters in Public Administration from the
University of the Philippines National College of Public
Administration and Governance as University Scholar
(President’s List) in 2006. In October 2001, he passed the
Career Executive Eligibility Examination in October 2001.
His innate
intelligence has been recognized and acknowledged with the
Recognition and Special Awards he received on the 55th
Anniversary of UP-NCPAG on June 15, 200.
He
co-authored the following books and papers: 1) Moving
Forward with the Millenium Development Goals: May Pera pa
ba? Published in June 2008 by UP-NCPAG Publication; 2)
Leadership Profile of Gov. Josefina dela Cruz in April 2006;
3) Human Resources Development Plan: DPWH-QCSED in October
2005; 4) Study on Electoral Reforms on Campaign Funds in
October 2005; 5) Personnel/Management Administration of
DepED in May 2005; 6) the DPWH Infrastructure Planning
Process in March 2005; 7) Strengthening Performance
Assessment and Evaluation through the Agency Performance
Review: A major Fiscal Reform Initiative of the Department
of Budget and Management in March 2005; and 8) Impact
Assessment of the Agrarian Reform Community Development
Program in October 2004.
He is the
1st Vice President of the Philippine Institute of
Civil Engineers, Lungsod ng Maynila Chapter, 2008 to date.
He is also the Vice President for 2007-2011 of the UP-NCPAG
Alumni Association and Board of Director for 2009-2012 of
the UP Alumni Association. He is an active member of the
American Society of Civil Engineers-Philippine International
Group (ASCE-PIG) from 2002 to date; Road Engineering
Association of Asia and Australasia (REAAA), 2000 to date;
District Engineers League of the Philippines, 1999 to date;
and Rotary Club of Kamuning District 3780. He is also a Paul
Harris Fellow.
Even with
his hands full, he takes time to participate in trainings
and seminars such as 2nd international Meeting of
the Global Network of Government Innovators in Cambridge
Massachusetts, USA; 20th Australian Road Research
Board Transport Research Conference by the REAAA in
Melbourne, Australia; Key Opportunities and Challenges on
Road Development in Asia and Australasia in Kuala Lumpur,
Malaysia; 10th Conference of REAAA Road
Development in the 21st Century in Tokyo, Japan;
and International Training on Organization Management of
Road Maintenance in Kanchanaburi, Thailand and in Sweden
both conducted by the SIDA/SWE, Swedish National Road
Administration.
He also
attended Enhancement Management Leadership in Support of
DPWH Strategic and Operations Planning, Phases II & III by
the Philippines-Australia Human Resource Development

He was
born on May 30, 1956 in Canlubang, Laguna. He is married to
Annalyn Tagudando, a World Bank Consultant. He has three
children named Katrina, Noah and Joshua. |
