DPWH ROAD REPAIR ADVISORY, DECEMBER 9-12, 2011

  Motorists and the general public are advised to expect traffic slowdown and build-up in some sections of major thoroughfares in Metro Manila as the Department of Public Works and Highway-National Capital Region (DPWH-NCR) will continue its road repair, maintenance and improvement works. Road repair, maintenance, asphalt overlay, concrete reblocking and pothole patching activities will take place at 10:00 PM of December 9 to 4:00 AM of December 12, 2011 in the following areas: • EDSA-Ortigas Service Road (limits: bus lane fronting POEA), Mandaluyong City under supervision of First Metro Manila Engineering District Office • EDSA, Quezon City (limits: southbound going to Quezon Avenue, 2nd lane between MRT North Avenue Station to Quezon Avenue); and Commonwealth Avenue-Zuzuaregui to Commonwealth Market (limits: 3rd lane between Feria Road and Ilang-Ilang northbound and 4th lane southbound near km. 16) under supervision of Quezon City First Engineering District Office • Tramo Road, Pasay City (limits: from Zobel Roxas to Buendia Avenue); and Sen. DPWH INTENSIFY POTHOLES PATCHING IN METRO MANILA

  The Department of Public Works and Highways-National Capital Region (DPWH-NCR) continue this weekend (December 4 and 5, 2011) all-out efforts on patching potholes along major thoroughfares in Metro Manila. DPWH hopes to minimize traffic congestion brought about by the undisciplined and selfish motorists, increasing number of motor vehicles, coupled with the wear and tear of pavement resulting to road potholes and cracks through maintenance activity. On Saturday (December 3), the South Manila Engineering District will undertake potholes patching activity at MIA Road and Domestic Road, Pasay City particularly at the area of Tambo Bridge–City Limit and MIA Road-Andrew Avenue to remedy the impasse at the airport area while portions of the Airport Road to along Andrew Avenue, Electrical Road, and Tramo Road from Zobel Roxas to Buendia Avenue will also undergo concrete reblocking activities effective 10 PM of December 2 to 4:00 AM of December 5, 2011 towards a smoother traffic flow. Similar potholes patching activity will also be undertaken at Regalado South covering Regalado Avenue and Fairview Avenue in Quezon City by the Quezon City First Engineering District Office and Governor A. Pascual Avenue, Malabon City particularly at A. Santiago-F. Pascual by the Malabon-Navotas District Engineering Office. Crack and seal coating activity will be perform by the Quezon City Second Engineering District Office at Quezon Avenue particularly at Welcome Rotonda-Elliptical Road (east/west bound) area while the Third Metro Manila Engineering District Office will carry-out sealing of reflective cracks at MacArthur Highway, Caloocan City covering A. Blanco Street-FTI Road and crack and joint sealing at Central Luzon Leprosarium Road at the area of MLQ Elementary School-Tala Elementary School. On Sunday (December 4), portions of Epifanio Delos Santos Avenue (EDSA) will undergo crack and joint sealing work, with the Quezon City Second Engineering District Office administering the activity at the area of People Power Monument-Quezon Avenue (north/south bound) and First Metro Manila Engineering District Office responsible at the section of Shaw Boulevard-Ortigas Avenue northbound. Motorists and the general public are advised to expect traffic slowdown or build-up during the implementation of potholes patching activities in the abovementioned areas and to use possible alternate route.

OSMEÑA FLYOVER REPAIR ACTIVITY

  Department of Public Works and Highways (DPWH) Secretary Rogelio L. Singson directs DPWH engineers and contractor to expedite project activities as he analyzes the straight line diagram for the repair and rehabilitation of Osmeña Flyover crossing Buendia Avenue, Makati City. The rehabilitated/repaired southbound portion of flyover is expected for re-opening to vehicular traffic before end of July while works for the northbound side including the installation of lightings, drainage system and reflectorized pavement markings is expected to be fully completed on or before August 28, 2011.

OSMENA FLYOVER UNDERNEATH ACTIVITY

SAGGED PORTION OF OSMEÑA FLYOVER (BUENDIA) FLYOVER

  Department of Public Works and Highways (DPWH) Secretary Rogelio L. Singson points to broadcast and print media members deflection/sagged sections of the existing deck slab of the flyover along Osmeña Highway crossing Buendia Avenue in Makati City which is undergoing repair/rehabilitation works. DPWH will apply fiber reinforcement polymer in between new asphalt layers to facilitate smoother riding surface and improved flow of traffic. Structural analysis of the flyover was conducted to discover the actual profile of the bridge deck slab after scraping the asphalt. PROGRESS OF WORK FOR OSMEÑA FLYOVER CROSSING BUENDIA

DPWH TO COMPLETE OSMEÑA HIGHWAY FLYOVER REHABILITATION IN AUGUST AS SCHEDULED

  The on-going repair/rehabilitation works being undertaken by the Department of Public Works and Highways (DPWH) at the flyover along Osmeña Highway crossing Buendia Avenue in Makati City will be completed as scheduled in late August 2011. The rehabilitation of the flyover structure which was built in the 70’s is in line with Secretary Rogelio L. Singson’s program of upgrading the quality and safety of national roads and bridges. Under contract with Tokwing Construction, the project started on May 6, 2011 and has a duration period of 120 calendar days. The works involved are the replacement of the existing uneven asphalt pavement to provide a smooth riding surface, strengthening of some bridge girders with the application of fiber reinforcement polymer and injection of structural epoxy in portions with spalled concrete, improvement of the parapet wall railings, median island and lighting system, and provision of new drainage facilities. Part of the contract is the conduct of further investigation of the as-built condition of the bridge so that its actual load capacity can be determined since the previous construction records of the bridge are not anymore available. DPWH engineers said that the investigation requires first the removal of the existing asphalt pavement along one side of the bridge to expose the surface of the concrete deck and to conduct some tests. This explains why the construction activities on top of the bridge have to be suspended while the investigation was going on but repair works are continuously being done under the bridge. The investigation took 30 days. Initial results of the investigation shows that very thick reinforced asphalt pavement will have to be provided in some portions in order to attain the desired curved finish of the pavement which will necessitate the strengthening of some girders. DPWH expects an increase in project cost due to necessary additional works. Strengthening works on the girders may start next week after which laying of the new asphalt pavement on the southbound side will be undertaken. Traffic can be immediately allowed as soon as the asphalt pavement is completed. Works on the pavement along the northbound side will follow and are expected to be completed in less than two (2) weeks time so that this portion can be opened to traffic on the first or second week of August.

DISASTER PREPAREDNESS AND RESPONSE MECHANISM

  ELSAROC stands for Earthquakes and Landslide Search and Rescue Orientation Course. The course aims to establish an effective plan for preparedness and response at the community level to mitigate the impact of a strong earthquake in Metro Manila. The course shall orient and teach participants on how to carry out a safe and effective set of procedures to search for, extricate from, care for, and transport victims trapped under collapsed structures or landslides. It shall explain techniques to be used in entering reinforced and un-reinforced masonry concrete buildings or those made out of heavy timber construction damaged by earthquakes. It is also envisioned that damage to properties and lives will be minimized by raising awareness and knowledge about earthquakes and their impacts.

ESTRELLA – PANTALEON PROJECT INSPECTION.

  DPWH Secretary Rogelio L. Singson listened as NCR Director Reynaldo G. Tagudando briefed him on the progress of activities for the construction of Estrella-Pantaleon Bridge which connects Makati City with Mandaluyong City during a recent inspection. Also in photo are DPWH Undersecretary for Project Management Office Rafael C. Yabut and Assistant Secretary Emil K. Sadain. The project to date is substantially completed and remaining works cover the installation of lamp posts as safety features of the 676-lineal meters bridge.
