In
his more than 30 years in government service, Regional
Director Robert G. Lala like his colleagues in the department
achieved what was needed to steadily rise from the ranks.
He
entered public service as a Civil Engineer Aide 1of the Bureau
of Public Highways (BPH) in Tandag, Surigao del Sur in 1966.
He was promoted to Associate Civil Engineer in 1969 while
based in Lianga, Surigao del Sur. He eventually became
District Engineer in 1992.
In
1995 he was appointed as OIC-Assistant Regional Director in
Region 11, Davao City up to 1997. He became the OIC-Regional
Director in DPWH Region 13 based in Butuan City in 1998.
In 1999 he was promoted as Regional Director of Region
13. He was named
Regional Director of DPWH Region 10 based in Cagayan de Oro
City in September 1999, was moved to the National Capital
Region and later on to Region 7.
On
November 14, 2007, Secretary Hermogenes E. Ebdane, Jr. shifted
back Director Lala at the NCR by virtue of Special Order 197.
He
attended seminars/conferences/training courses such as:
Personnel Management, PERT/CPM, Contract Management,
Development Planning, Civil Engineering in Human Settlement
and Environment, Program for Executive Development, Management
Reporting System on the Maintenance of National Roads and
Bridges, Road Courtesy, Safety and Progress, Upgrading
Technical Consultation and many others related to his
profession.
Born
in Hinatuan, Surigao del Sur on June 10, 1944, he finished his
elementary and secondary in his hometown, finished his
Bachelor of Science in Civil Engineering at the Cebu Institute
of Technology (CIT) in 1966 and passed the Civil Engineer
board examination given in the same year.
Director Lala is married to Ana M. Lala and their union
bore four children.
