Director
Tayao’s 35 years of professional experience as a licensed
civil engineer is served specially to the DPWH.
He rose from the ranks as a humble Civil Engineering
Aide II in 1972 at the then Public Works District Engineering
Office in Pampanga, held various positions until his
appointment as District Engineer in 1997 in preparation to his
being a good Assistant Regional Director, a position he has
been holding in acting capacity since 2002.

Tayao has attended numerous trainings and conventions that
improved his skills as a key official of the department,
namely Urban Development: Disaster Preparedness/Prevention in
Metro Manila and its Environs and Traffic Management by the
Metropolitan Manila Development Authority and Japan
International Cooperation Agency; Use of Maccaferri Products
in Civil Engineering Applications by Infratex Phils. Inc and
Maccaferri Asia; First International Civil Engineering
Conference in Asia: Asian Infrastructure, Sustainable
Development and Project Management, and; Overview on the
Design of Skyway and Flyover by Philippine Institute of Civil
Engineers. He also attended Practical Studies on Engineering Highway
Maintenance, Supervision and Management Fourth IBRD Highway
Project by Roy Jorgensen, Washington D. C., Maryland and
Tennessee, USA, Mexico, Kenya and Ethiopia, Africa; and the
Project Management Course in Quezon City and Nueva Ecija.
He is also one of the delegates of the country to
observe and study Civil Engineering Projects at DCTI, Tokyo,
Japan for 5 months in 1981.
In
November 2003, he received a certificate of appreciation for
his invaluable service as resource speaker on the series of
Reorientation Courses for DPWH officials.
Director
Tayao has finished his Bachelor of Science in Civil
Engineering degree in 1971 and BS in Sanitary Engineering in
1972 both at the National University. He
earned his 27 units of MBA in 1997 at Harvadian Colleges.
Born
on February 24, 1950 at Bacolor, Pampanga, Engr. Tayao is
married to Victoria Galang De Dios and is blessed with four
children.
