Sheer hard work and determination
paid off for Engineer Edilberto P. Carabbacan with his
designation as OIC-Regional Director of the Cordillera
Autonomous Region in September 2010.
He has
been practicing his civil engineering profession in the
government service right after graduating from college. He
rose from the ranks starting as Civil Engineering Aide in
1972 at the Nueva Vizcaya Engineering District of the then
Bureau of Public Works wherein he devoted nineteen years
with various engineering positions until his promotion as
Assistant District Engineer in May 1979 up to October 1991.
He then served the DPWH-Ifugao Engineering District as
District Engineer from October 1991 to January 1997.
From then
on, he served the DPWH-Cordillera Administrative Region as
Assistant Regional Director from 1997 to 2002 and later on
as one of the two Regional Directors of the DPWH Northern
Luzon.
Director
Carabbacan has attended numerous trainings and seminars
sponsored by various agencies and institutions like Total
Quality Management for Executives, Management Development
for Executives, Asian Infrastructure, Sustainable
Development and Project Management, Project Management
Course and Professional Growth Through Value Clarification
for Executives, among others.
In
addition to his services to the government, he has been
serving the Alpha Phi Omega Fraternity, Bayombong Nueva
Vizcaya as Grand Chancellor since 1970; Grand Lodge of Free
and Accepted Masons, Nueva Viscaya Lodge No. 144 as
Worshipful Master since 1972; Pugad Lawin Philippines, Inc.
as President since 1990 and Mount Pulag Lions Club as Vice
President in 2000. He was also elected President of the St.
Mary’s University Alumni Association in 2004.
His rich
experience in his chosen field has earned him recognition
from various agencies and institutions. His awards and
distinctions include Most Outstanding District Deputy
Grandmaster from the Grand Lodge of Free and Accepted Masons
of the Philippines in 1991; District Engineer of the Year
from the DPWH-CAR in 1993; Outstanding Achievement Award as
President Pugad Lawin sa Viscaya from the Pugad Lawin
Philippines, Inc. in 1994; Outstanding Alumnus Award
(Government Service) from the Alpha Phi Omega Alumni
Association in 1996; and Outstanding Alumni for Professional
Achievement from the Saint Mary’s University Diamond Jubilee
in 2003.
Director
Carabbacan clearly showed his innate intelligence during
his elementary and high school days by graduating
Valedictorian in 1961 and 1966, respectively. He then
entered college as a full scholar and eventually graduated
with the degree of Bachelor of Science in Civil Engineering
from the Saint Mary’s University in 1971. In that same year,
he was the 12th Placer in the Civil Engineers
Licensure Examination.
He
obtained his Master in Management Engineering in 2006 from
Saint Mary’s University. He earned 18 units in Master in
Business Administration in 1989 also from Saint Mary’s
University.
He emerged
as the 3rd placer in the First DPWH-wide
Management Aptitude Test Battery (MATB) Examination in 1997.
He was conferred with Career Executive Service Officer Rank
IV on April 1997.
He was
born on September 16, 1950 in Solano, Nueva Vizcaya. He is
married to Maria Lourdes Lacerna, a businesswoman and they
are blessed with two sons and two daughters.
