REHABILITATION OF SURIGAO-AGUSAN ROAD IN HIGH GEAR

  The rehabilitation of Surigao-Agusan road went into high gear to facilitate a safer and ease of transport to the already growing economic activity of Caraga region and nearby areas. DPWH Surigao del Norte 1st DEO field personnel and the contractor’s workers added more hours in their ground works to hit the deadline of completion. Despite some unpredictable weather condition, they pushed their works on damaged paved national road along Asian Highway 26 (AH26) which served as the main trunk line for vehicular traffic from Surigao City to two major cities in Northeastern Mindanao and Southern Mindanao regions, Butuan City and Davao City. One of its major ground works is the construction of cross drainage, one barrel reinforced concrete box culvert. Other works being fast-tracked are the rehabilitation of 1.56 kilometers damaged paved road and asphalt overlay of 0.696 kilometers. As of Oct. 25, 2011, it has progressed by 59.01% and is ahead of schedule by 19.60%. Cost of this project is Php 48.78 million under the CY 2011 regular infrastructure program of SDN I DEO. “The road improvement project will facilitate safer, speedy travel and also increase mobility and total connectivity between provinces in support of President Aquino’s program to sustain economic growth,” said SDN 1st DEO District Engineer Linda A. Uypala. DE Uypala also said that the office is supervising closely all their projects together with some civil society groups to ensure quality of works.

ROADS TO SPUR ECONOMIC ACTIVITY COMPLETED IN SURIGAO DEL SUR, AGUSAN DEL SUR.

  The concreting of Jct. Lingig-Trento Road, funded under the CY 2011 INFRASTRUCTURE PROGRAM OF Surigao del Sur II DEO was already completed ahead of schedule as reported by District Engineer Romeo L.Vasquez. This road connects the northeastern-tip city and provinces in the Caraga region to the provinces and cities in Southern Mindanao region, hence a vital infrastructure that will spur full economic activity in the said areas. The road also shortens time travel by two hours from Bislig City passing and its neighboring areas where agricultural, marine and wood products are in abundance. Also tourism is another commodity that is seen to boost the economic activity here. Region XIII Regional Director Danilo E. Versola commended DE Vasquez for completing the project ahead of schedule thereby contributed to the over-all status of the region’s accomplishment.

SECRETARY SINGSON LEADS MINDANAO COORDINATION MEETING IN BUTUAN CITY

  DPWH Regional Director Danilo E. Versola and OIC-Assistant Regional Director Wenceslao M. Leaño, Jr. welcomed for the first time in the regional office DPWH Secretary Rogelio L. Singson , as the latter presided, together with Assistant Secretary Dimas S. Soguilon, the Mindanao Coordination Meeting held at the DPWH XIII Regional Training Center, Doongan, Butuan City.Regional Directors and District Engineers from Regions IX, X, XI, XII and XIII were in attendance hosted by RXIII In the meeting, Sec. Singson stressed on the following: the completion targets of all 2011 projects preparation of 2012 project and the seriousness of the department in the conduct of bidding procedures He said that all 2011 projects must have a target of 80% accomplished by the end of December thereby each regional office must accomplish at least 13% per month starting August. While the district offices are mandated to have all their 2011 infrastructure projects completed by that time. He then enjoined everyone to anticipate all factors in the implementation of the 2012 and said; do what is needed to be done, so as to avoid delays.” Having learned from the lessons encountered in the implementation of 2011 projects, the Secretary wanted that all preparations are started especially in the preparations of plans and program of works. He also informed that next year’s budget is larger that the current year so efforts must be doubled. He said that the President and the Department of Budget and Management (DBM) do not want that funds are allocated then delay is incurred in the implementation. Afterwards, the Secretary emphasized on the issue of proper bidding procedures. He said that he still received complaints on improper bidding procedures . “we will continue to harden up and to run after officers and employees who don not conform to the right procedures”, he said, then warned everyone on the impending administrative and criminal charges if found to be with probable cause. In part he added, “Let us just do what is right.” After the message of the Secretary, everyone present was given a chance to air the concerns/issues of their respective offices . the meeting concluded after the last regional office made its report.

DE ALAMEDA OF BCDEO INITIATED THE DRAINAGE CLEANING ALONG MONTILLA BOULEVARD

  In accord with the commitment of DE Nicolas O. Alameda, District Engineer, DPWH-BCDEO, to minimize inevitable floods within his area of jurisdiction, he personally proceeded to the most flooded area of Butuan City. He initiated the drainage cleaning and ordered his men to trace the possible cause of floods. To remedy, drainage were cleaned and disposals were removed so as not to clog the drainage which caused frequent floods along Montilla Boulevard.

BUTUAN CITY BY-PASS ROAD COMPLETED

  The Butuan City By-Pass Road project, from Jct. Bonbon-Kinamlutan to Bancasi airport was already completed.” DPWH 13 OIC-Regional Director Danilo E. Versola announced. With a total road length of 5.236 kms of concrete road and 50.0 lm of Bancasi Bridge, the project fulfills the objectives under the billion-pesos Diosdado Macapagal Bridge project in the west side of the river banks to provide an alternate access into the City from Surigao-Agusan-Davao Road to Butuan-Cagayan de Oro-Iligan Road and to lessen the traffic load on the already old Magsaysay Bridge. It cost the national government a total of Php 452,476,072.27 and last activity of construction was completed last April 15, 2011. “The road now continues from the Diosdado Macapagal Bridge to Bancasi airport without passing through the city proper thereby evading a heavy volume of traffic.” Versola added. RD Versola also said that with the initial appropriation under the CY 2011 Infrastructure Program, DPWH is now aiming to start the opening of the east side portion, from Brgy. Lemon to NRJ Antongalon. With the completion of the project, a more vibrant economic activity is seen in this historical city of Butuan.

DPWH EXECS WANT ALL PROJECTS BID-OUT BY JUNE 30

  In a surprise visit to Caraga Region on June 3, 2011, Department of Public Works and Highways (DPWH) Assistant Secretary for Mindanao Operations Dimas O. Soguillon personally delivered the instructions of Secretary Rogelio L. Singson to fast-track all pre-construction activities of CY 2011 infrastructure projects especially projects costing above 50 Million-150 Million and above 150 Million to be able to meet the targets for implementation. This was discussed with OIC-Regional Director Danilo E. Versola, Assistant Regional Director Laureano B. Suan, District Engineers and Division Chiefs at the Conference Room of the Regional Office. It was learned that the Secretary is concerned with the minimal accomplishment in the pre-construction activities of the mentioned projects nationwide thereby putting the target for implementation at risk for delay. A target was set that by June 30, 2011 pre-construction activities of projects 50M-150M are 100% and are issued with Notice to Proceed (NTP). “The Secretary is vent on implementing all our projects on time because he said that services to the people must not be delayed.” Asec. Soguillon relayed. Asec. Soguillon, however, expressed confidence that Region XIII can reach its target. Under the CY 2011 Infrastructure Program, Region XIII has a total of 68 projects with 12 projects above 50 Million-150 Million and 2 projects above 150 Million, the latter being implemented by the Central Office. As of May 31, the 12 projects above 50M-150M projects are already advertised. While the projects under the jurisdiction of the nine (9) District Engineering Office (DEO) costing 50 Million and below, out of 54 projects only 1 is not yet advertised, 51 have been bid out and 49 were already issued with NTP. Total Pre-Construction accomplishment is 84.70%.

DPWH SERIOUS IN RUNNING AFTER ERRING EMPLOYEES

  Undersecretary Romeo S. Momo reiterated the Department’s policy directions especially on full transparency and accountability and warned everyone that the department is serious in running after erring employees during the Regional Coordination Conference held at Tandag, Surigao del Sur on April 4, 2011. The Undersecretary for Regional Operations spoke before OIC-Regional Director Danilo E. Versola, District Engineers, BAC Chairmen, BAC-TWG Members, Division Chiefs and the Regional Staff who were called to attend the said conference. “There will be transparency and accountability of government employees at all times. It is no longer business as usual. There must be a change in culture and values of the persons involved in DPWH”, Momo said. “The Department is very serious in running after erring employees. In fact, half of my day is devoted in reviewing complaints and failures of DPWH personnel. Pag kayo’y napatunayang nagkasala, expect that a corresponding action will be filed against you.” He added. Usec. Momo also reminded the Members of the BAC to conduct the Bidding processes religiously and must involve the accredited Civil Society in all the stages of the process. He also stressed that bidding must be simplified, open and competitive. Under the CY 2011 Regular Infrastructure Program, Region XIII is to implement a total appropriation of Php 2, 387,000,000.00 equivalent to 68 projects region wide. Surigao del Sur 1st DEO, the host of said conference leads the nine DEOs in the region with seven (7) projects for a total appropriation of Php 149,890.0 Million.

DPWH ALLOCATED P38M FOR THE CONSTRUCTION OF RAIN WATER COLLECTION FACILITIES FOR LGUs NATIONWIDE

  In respond to the threat of climate change the government has an adaptation program towards it by promoting water conservation to combat the diminishing fresh water supply due to over extraction of ground water, water pollution, inefficient water infrastructure and the El Niño phenomenon. The P38M allocation for the construction of water collection facilities will be carried out to all barangays nationwide, prioritizing installation at public school buildings that have no existing access to potable water facilities. Agusan del Norte DEO have already initiated the construction of rain water collection system (RWCS) inside its compound as per memorandum from the Central Office last March 2011. Agusan del Norte has barangays that are still in dire need of water supply system like the municipality of Magallanes. The area lies two feet below sea level and is a natural depository of water from both the rivers and the sea, hence potable water cannot easily be extracted from the ground. The construction of RWCS will surely be beneficial to all residents living in this area while those that will be installed to public schools will safeguard children from water-causing diseases like diarrhea and amoebiasis that are both fatal to their health.

AGUSAN BRIDGE REPAIR NEARING COMPLETION

  The on-going rehabilitation works of Wawa Bridge in Sibagat, Agusan del Sur will be completed soon. This was learned from the Department of Public Works and Highways (DPWH) Regional Office XIII after Secretary Rogelio L. Singson ordered that all carry-over projects must be completed by the middle of this year 2011. With an accomplishment of 85.51% as of May 31, 2011, repair works, which includes reinforcement/replacement of structural steel component, repair/replacement of dilapidated 228.20 lineal meter concrete deck slab, asphalt overlay, painting and electrical lighting and bank protection structure, will be completed on June 30, 2011 as targeted. Regional Director Danilo E. Versola said that inspite of two (2) recent flooding which affected the construction activities, the contractor doubled its efforts to complete the project Director Versola enjoins the motoring public to bear with the temporary inconvenience brought about by the project as this will bring more benefits in the days ahead. Earlier, Secretary Singson has directed all the 16 Regional Directors and 180 District Engineers that fast tracking the completion of 2010 projects must be done in order to give focus on the implementation of CY 2011 projects, otherwise targets to achieve the inclusive growth vision of the President Benigno S. Aquino III administration will be jeopardized. Relatively, DPWH Region 13 has 68 projects under the CY 2011 Regular Infrastructure Program for a total appropriation of P2.387 Billion. DPWH targets that by 2014 all national arterial roads are paved and all bridges along the national road are permanent by 2016.

DPWH AGUSAN DEL SUR 1ST DEO SAVES P32M

  The bidding of eleven (11) projects out of the fourteen (14) projects under CY 2011 infra program of Agusan del Sur 1st District Engineering Office, generate a savings of P32,202,519.45 or 16.6%. The total ABC for the 11 projects amounted to P 194,181,474.97 and the total bid offer is only P161,978,955.52. This is attributed to the success of the competitive bidding recently conducted where numerous contractors participated. Agusan Del Sur 1st DEO is implementing a total of 14 projects under the CY 2011 infrastructure program with a total allocation of P239,302,000, the biggest among the nine (9) District Offices in Caraga Region. It welcomes the participation and cooperation of the contractors and hope that the partnership will see through the advantage of the Filipino people. Meanwhile, to make sure that all projects especially those under contract are complying with the DPWH standard specifications of highways and bridges, District Engineer Jaime T. Bernat, Sr. urge all Project Engineers and Inspectors to closely monitor the implementation of projects.

GOV. ERLPE J. AMANTE OFFICIALLY OPENED IDEAL MEET 2011

  The 2011 Inter Departmental Employees Athletic League Meet is officially opened by Gov. Erlpe John Amante on March 23, 2011 at the Provincial Capitol ground. The opening activity started with morning parade from City hall to Provincial Capitol which was participated by various government line agencies, including DPWH headed by Assistant Regional Director Laureano B. Suan, Jr and Agusan del Norte District Engineer Alipio B. Grana. The activity is a 2-month long celebration which mainly consist of ball games namely: basketball, volleyball, lawn tennis, table tennis, bowling badminton, and dart. IDEAL meet is an annual event. Last year DPWH bagged the championship awards for Women’s Volleyball, Basketball (Men) and Table tennis (Men). This year, the athletes of this agency double their preparation for the sports to exceed last year’s performance to get of major awards. In the Governor’s speech, he said that this year is well-attended by government agencies and being in his last term as governor of Agusan del Norte, his office would like to make the activity memorable as possible. He invited everyone present to be at the culmination night for great fun awaits them to make camaraderie last among public servants.

WORLD WATER DAY

  “Give up your selfishness, and you shall find peace; like water mingling with water, you shall merge in absorption”. A quotation from an Indian guru that reminds man to learn to value nature and all the things around him. This is also what the 2011 World Water Day and Philippine Water Week is all about. Reminding every Filipinos to value nature gives nature can take back without any notice. That’s what happened to Japan strucked by a phenomenon tsunami that swept houses and cars like toys and killed 20,000 people. Giving importance to caring and preserving nature has a reciprocating advantage to man from nature specially water which is the most essential element of life. DPWH participates in this very important activity which started on March 22. 2011. Cleaning of waterways in its jurisdiction is on the top of the itinerary in this district starting at Sanghan river in the municipality of RTR. This activity calls not only government line agencies but specially the residents near river banks of every localities to be mindful of the cleanliness of their surroundings through proper disposal of garbage for it plays a vital role in the preservation of water. It is targeted that by the end of the month all waterways of Agusan del Norte will already be cleaned.
