FORMER ARD EVELYN T. BARROSO
STEPPING IN AS CARAGA’S NEW REGIONAL DIRECTOR |

September 8 is more than the birthday now of the Blessed Virgin Mary for former Assistant Regional Director Evelyn T. Barroso, because on that blissful day, she took her oath as the 8th Regional Director of the Department of Public Works and Highways Regional Office XIII before Secretary Hermogenes E. Ebdane, Jr. and witnessed by her family, close friends and loyal supporters from DPWH XIII.
As what Usec. Romeo S. Momo said at the time he was promoted as Undersecretary, “It is time to move on to another level to give way to our colleagues who also deserve to be promoted”. Everybody knew that there’s no other person of whom Usec. Momo referred to except ARD Evelyn T. Barroso, who “fits the shoes” of the former Regional Director.
Just like other remarkable people who started from humble beginnings, RD Barroso started as Laborer at the City Engineering Office in Cotabato in 1974, then as Senior Civil Engineer of MPH RO 12. She left the country to serve the United Nations Development Program (UNDP) as a UN volunteer from 1979-1981, then in 1989 to 1996, she was Chief Technical Adviser at the United Nations Headquarters in New York, USA. In 1997 she engaged as UN Consultant in Africa. When she came back to the Philippines, she was assigned as Engineer V in Region X followed by her appointment as District Engineer of Gingoog District Engineering Office in 2000 and then as Assistant Regional Director of Region XIII.
The new Regional Director earned her post graduate “meritus” degree in Public Administration in Notre Dame University in 1989, and in 2002 her Doctorate degree in Philosophy from Southeast Asia Inter Disciplinary Institute (SAIDI). She is a graduate of Science in Civil Engineering (BSCE) in 1973 from the University of Santo Tomas wherein she was one of the university’s academic scholars.
A strong-willed woman tested through time; her numerous experiences and degrees made her more knowledgeable and expert in line with her work.
The employees of DPWH Region XIII are confident that the new Regional Director will continue the good works of Usec. Momo and in her great wisdom, shall envisioned and carry-out the full development of CARAGA Region in becoming more than a landscape but a historical beginning of a more solid foundation of the Region’s economic progress. |

The well-loved Regional Director of DPWH-CARAGA Region, Romeo S. Momo says goodbye to being RD and says hello to being Undersecretary of this agency.
It has been expected that the former RD will climb mountains of achievements but a lot was surprised that it will be this soon.
He took oath at the office of Secretary Hermogenes E. Ebdane, Jr. last June 30, 2008 and witnessed by his loving wife, close friends and colleagues. The entire DPWH-CARAGA is so proud to once again be represented by one of their own at the Central Office, in addition to the ones who already served their term like Asec. Mocamad M. Rakiin,Sr., who ones served as a mentor to then District Engr. Romeo S. Momo.
“It is time to move on to another level to give way to our colleagues who also deserve to be promoted”, Usec. Momo said referring to ARD Evelyn T. Barroso during his speech on the eve of the 110th DPWH Anniversary Celebration at the Regional Office last June 23, 2008. |

DPWH 2ND MAGSAYSAY BRIDGE AND NEW BY-PASS ROAD PROJECT EASE TRAFFIC IN BUTUAN CITY |

Motorist and travelers are now enjoying the benefits of the 2nd Magsaysay Bridge and Butuan City By-Pass Road in Butuan City, Agusan del Norte.
Mr. Renato Bautista, a delivery truck driver, who traverses the project everyday, is very grateful to President Gloria Macapagal Arroyo for giving this SONA project in their place. He added that there is a very big difference when the bridge and by-pass road was not yet constructed. “During our daily travels, we have to queue at the old Magsaysay bridge in order to get to our destinations” he said. “Now, traveling is fast, easier, convenient and most especially no more traffic because of this project”, he added.
According to DPWH CARAGA Regional Director Romeo Momo, the project was constructed to provide a more reliable infrastructure with greater design capacity and safer traffic measures than the existing Old Magsaysay Bridge. The Butuan City Bypass Road has diverted the traffic passing through the core of the city.
“The overall infrastructure project enhances the urban transport needs for commerce and industries in the region by sustaining the efficient flow of people, goods and services among the major growth centers in the eastern part of Mindanao”, he said.
Director Momo added that the by-pass road with 13.124 kilometers length is the longest in Asia. The state-of-the-art 2nd Magsaysay Bridge is 882 meters long. It is a cable-stayed bridge and second of only two kinds in the Philippines. An 84- meter high tower divides the bridge into two spans – 200 meter at the West (longest in the Philippines) and 160 meters at the East. |

THE WORKING PRESIDENT CONTINUES TO WORK |

Tagged as the Working President, Gloria Macapagal-Arroyo continues to work hard amidst political anxiety in the country. Arrived at the airport of Butuan City last April 3, 2008. Pres. Arroyo together with Sec. Arthur Cua Yap of the Dept. of Agriculture and entourage were welcomed by the Regional Manager of NFA-CARAGA (Nat’l. Food Authority) Gil Pepito B. Paqueo, Cong. Joboy Aquino, Butuan City Mayor Democrito “Boy Daku” Plaza, other LGU Officials and Government Agencies.
The President and her party inspected the storage area of NFA, making sure that there is sufficient supply of rice to feed the whole region. The President also instructed DPWH to improve situations of Farm-to-Market Roads, particularly the Surigao-Davao Coastal Road, giving additional allotment of P200M, for the products to arrive from the point of production to the point of distribution. She also instructed the PNP to escort truck loads of rice so that it won’t be endangered to the hands of bandits. The safety of the transportation of rice is very important since the country is currently experiencing rice shortage.
After the inspection, the President went to Almont Inland Resort where dignitaries awaits her arrival in the personality of Raul Gonzales,( Secretary of Justice), Lito Atienza (DENR Secretary) Congressmen from Surigao del Norte and SDN-2nd, Cong. Matugas and Cong. Romarate
Regional Director Romeo S. Momo was further instructed by the President regarding the P!77M allotment given to Surigao del Norte 2nd for the repair of two bridges in Malimono.
CARAGA has an appropriation of P3.5B for the year 2008 as a counter part for Foreign assisted projects. With this allotment, it is expected to answer the many needs of various infrastructures within the region.
It is still a continuing challenge for DPWH to address the needs of every people in improving what has been started in establishing a more stabilized landscape of CARAGA Region. |

TAKING CONTROL OVER LA NIÑA PHENOMENON THROUGH INFRASTRUCTURES |

In preparation for the prolonged rainy days as a result of the La Niña phenomenon here in the Philippines, PAGASA (Philippine Atmospheric, Geophysical and Astronomical Services Administration) have forecasted that it would be a rainy summer this year. This district have already anticipated the occurrence of the rise of water as heavy rain continues to fall and readily made a solution to avoid any natural disasters in the future.
The Rehabilitation of Camagong Flood Control will safeguard the 3, 539 population of Barangay Camagong and the 675 number of households in that area including the fishponds of bangus and tilapia which are the town folk’s main source of income. During rainy days the strong current and volume of water coming from Tacob Busai (Water Falls)overflows down to the community, causing flood at knee-high.
The contract date of the project started last January 9, 2008 with a Program Amount of P10M, under contract with ADFIL Corporation and under the supervision of Project Engineer Marieta Castro of this district.
As of February 29, 2008 actual accomplishment is at 27.11%. The project is targeted to be finished on June 7, 2008.
The Flood Control Project will ensure the protection of the fisheries industry of Brgy. Camagong from the danger of natural calamities as it could greatly affect the economic status of the Municipality of Nasipit
In health, it is said that prevention is better than cure, same with the safety of the lives of the common people from experiencing any foreseen dangers. |
