  DPWH SUPPORTS GOV’T. AUSTERITY MEASURES Department of Public Works and Highways (DPWH) Caraga Regional Director Romeo S. Momo has laid down austerity measures in support to the President’s call to cut government expenditures in the midst of the country’s ballooning fiscal deficit. Momo directed employees to extend their shares in saving government funds by trimming down use of fuel for service vehicles, electricity and water consumption, among others. He said that even prior to the call of the President, DPWH Region13 has already been implementing cost cutting measures. Service vehicles are only allocated 6 liters per day, out of town travels are also minimized following the strict implementation of the courier system, wherein employee would have to carry necessary documents, materials, and equipment for all on a scheduled basis. Water, electricity consumption and even telephone calls are also subject to close monitoring by assigned officials to lower down bills. Employees are required to pay for their own personal calls. Used of air conditioners are also limited between 9 AM to 4 PM while overtime pay is only allowed when services are absolutely necessary and honoraria for lecturers during in house trainings cut down. Expected in a few months time is a massive lay-off of job order employees, hence, personnel have to perform well for them to retain their jobs because slow and undesirable workers would expect a farewell march while deserving and diligent employees would take their places, Momo said. Momo sees the President’s desire to cut down expenses as a smart way to push the country to the top. We must take the challenge and be a part of the bold step and extend their share in saving to help build a stronger republic, Momo Added.

  VITAL BRIDGE IN AGUSAN DEL SUR NEARS COMPLETION Along with the President Gloria Macapagal Arroyo's objective to give quality service to the Filipino, the Department of Public Works and Highways has tightened the fast tracking of the construction of Bunawan Bridge in Agusan del Sur. The bridge is an essential link from the National Road Junction to existing lateral road of San Teodoro-Old Bunawan-Mambilli-Veruela Access Road. Designed to withstand the frequent flooding of the river in Bunawan, the 82.3 lineal meter reinforced concrete deck girder bridge would facilitate the transport of agricultural and forest products. Agusan del Sur District Engr. Salvador Montil in his report to Regional Director Romeo S. Momo said that bidding of Phase X of the project will be on September 7, 2004. Phase X of the Bunawan Bridge project is the continuing construction of retaining wall at approach A, provision of riprap abutment A (slope protection), embankment approach A and the surfacing of materials of bridge approach A. Bunawan Bridge has been subject for complaint of motorists and travelers in the past but with the near completion of the project, it is expected that everything would ends up well. Seeing how vital the bridge to the people of Bunawan,. Momo is closely monitoring the on going construction of the project. Together with Engr. Montil and other engineers in the department, Momo regularly conducts inspection of the project to personally provide solutions to implementation problems. Phase X is expected to be complete by March 2005. However, Momo is optimistic that the construction of the bridge will be accomplished earlier than expected, after Montil vowed to fast-track the project to have it complete by December this year.

  DPWH ACCELERATES BRIDGE CONSTRUCTION IN AGUSAN President Gloria Macapagal Arroyo’s poverty alleviation program is very much supported by the infrastructure projects of the Department of Public Works and Highways (DPWH). DPWH Secretary Florante Soriquez said that the construction activity for various public works projects has gone a much faster pace. He said that based on reports from DPWH Region 13 Director Romeo Momo, the Bunawan Bridge Project in Agusan del Sur is about to be completed. Momo said that they targeting to complete the bridge project by the end of the year as DPWH-Agusan del Sur District Engineer Salvador Montil is strictly monitoring and supervising activities of the contractor in order to fast-track the completion of the project. Designed to withstand frequent flooding and facilitate the transport of forest and agricultural products, the bridge project is now on its phase 10 which involves the construction of retaining wall on approach and slope protection works. Also on-going are phases 8 and 9 which covers the construction of craneway and girder, completion of pier 3 and superstructure, and installation of pile cap, among others Momo said that the 83.2-meter reinforced concrete deck girder bridge project would help boost the economy of Bunawan. The bridge would link the national road junction to the existing lateral road of San Teodoro - Old Bunawan–Mambalili Veruela access road. PROJECT INSPECTIONS: DPWH Region 13 is fast-tracking the completion of various infrastructure projects in CARAGA Region in line with the development program of President Gloria Macapagal Arroyo.   "SHAPE UP OR SHIP OUT" FOR DPWH CARAGA Department of Public Works and Highways Region 13 Director Romeo S. Momo challenged DPWH employees to do their best in their respective duties and responsibilities. Momo made this call after he ordered the adoption of austerity measures in the Region in support of PGMAs call to help improve the economy. "Only the best and the effective workers will remain in the DPWH", he added. Momo instructed all Division Chiefs and District Engineers to assess the performance of every employee in their respective office to determine who will stay and who needs replacement. As implementers of government infrastructure projects, we should give back to the taxpayers every cent of the taxes they paid for our salaries and wages. Earlier, Momo directed the nine District Engineering Offices to work together and fast track the implementation of projects in order to achieve the set goals supportive to the 10-point agenda of the President. In line with the government's program to bring the people from the hinterlands to the mainstream of society where economic activity is fast, DPWH will uplift economic development by laying down the basic physical structures of economy, which is quality infrastructure. This can only be achieved if DPWH employees and officials work by heart.

  RD MOMO INSPECTS INFRA PROJECTS IN DINAGAT Department of Public Works and Highways Region 13 Director Romeo S. Momo together with Regional Division Chiefs has conducted an inspection of infrastructure projects implemented in Dinagat Island In line with the policy directives to fast track implementation of projects and ensure its quality completion. RD Momo said during the brief meeting with the employees and one-on one discussion with Project Engineers and Project Inspectors that his purpose in conducting regular inspection is to bring the Regional Office to every district to meet employees and have dialogue with them so that problems encountered particularly in project implementation will be openly discussed and resolved. One significant feature of the second visit of Director Momo in Dinagat Island since his assumption as Director of Caraga is the presence of Surigao del Norte 1st District Representative Glenda B. Ecleo. Ecleo congratulated the Department in its effort to provide mobility through farm to market roads for the people of Dinagat. Cong. Ecleo has been pushing for the approval of a bill in congress for the creation of Dinagat Island into a Sub-province. Ecleo is optimistic that with the approval of the bill, the upgrading of the district will follow and the island will soon be developed. Momo thanked the hard-working Congresswoman and challenged the employees in Dinagat to work more and have their jobs done to meet the targets set as required by the department, "no ifs no buts". Included in the projects, which were inspected, were: Concreting of Dinagat-Loreto Road (San Jose-Magsaysay), Concreting of Don Ruben-Sta. Curz Road, Widening of Dinagat-Loreto (Tag-abaca Diegas Section), Concreting of Imput of Dinagat-Loreto Road (Sta. Cruz-Wilson Section), Concreting of Dinagat-Loreto Road (Mabini-Loreto Section), Upgrading of Dinagat-Loreto Road (Sto. Nino-Diegas Section) and Construction of Albor-Quezon ARISP. District Engineer Henry Marapao assured Director Momo that these projects will be implemented and accomplished in compliance with the target date of completion given to them.   AUSTERITY MEASURES PAYS OFF Department of Public Works and Highways Region 13 Director Romeo S. Momo continues to call upon officials and employees to strictly implement the austerity measures of the Department following the call of President Gloria Macapagal Arroyo to cut down public expenditures. Momo directed all District Engineers in the Caraga Region to monitor monthly savings of their respective District Engineering Offices and evaluate the effectiveness of their adopted cost saving plan. In the DPWH Region 13 Office, report shows that there has been a considerable reduction in the consumption of electricity and water. With the suspension of trainings, seminars, workshops, payment for overtimes, proper regulation on the use of equipment and facilities, water, electricity and office supplies, Momo is optimistic that by the end of the year, the Department will achieve enough savings. Momo however assured that the cost saving program have not affected the performance of employees in the agency. He however challenged the employees to maximize their working hours with the use of available technology resources.

  TRASHING OUT GRAFT AND CORRUPTION IN THE DPWH All systems go for the eradication of corruption in the bureaucracy. Department of Public Works and Highways-Region 13 Director Romeo S. Momo in support to Secretary Florante Soriquez call to help curb graft and corruption in the agency, directed officials and employees in the region to practice transparency in their day-to-day operations. In a workshop held recently, Momo challenged District Engineers in Caraga Region to practice leadership by example and to speak out any known incidence of corruption in their respective assigned area. He also encourages his field officials to provide possible solutions and recommendations to this unscrupulous practice. The Region has come up with strategies to implement reforms in the government. Among the suggestions were the conduct of regular coordination with the National Economic and Development Authority (NEDA) and the Department of Budget and Management (DBM) on listing of projects and release of funds, and strict implementation of sanctions to erring contractors. DPWH Caraga field officials has also proposed the submission to the Philippine Contractors Accreditation Board (PCAB) of names or list of contractors having slippages of more than negative 5 percent, quarterly publication of DPWH infra programs and projects in order to enhance transparency, practice leadership by example, and quarterly monitoring of evaluation performance. Momo is optimistic that the suggestions provided if turn into action would help minimize if not totally ease out the occurrence of graft and corruption in the government.

  MOMO VOWS PROMPT COMPLETION OF CARAGA PROJECTS More infrastructure projects will be completed this year as Department of Public Works and Highways Caraga Regional Director Romeo S. Momo vows to deliver quality projects right on target. Momo ordered the 9 district engineering office to fast track the implementation of projects to further boost the local economy. Inspired with the challenge given by Secretary Hermogenes E. Ebdane and President Gloria Macapagal Arroyo, Momo takes his turn in pushing for the early completion of major projects in the region, which includes the Construction of Waloe and Bislig Bridge. Bislig Bridge now has a 90.54 % accomplishment based on the P125.132 million release amount while construction of Waloe Bridge is expected to be completed by April 2005 if appropriate funding is released on time. The completion of these bridges will not only boost tourism in the province but will also hasten the delivery of goods and services. Momo said he would continue to conduct regular inspections to personally monitor the progress of projects and come up with solution should problems arise. Momo also continues to call upon District Engineers and even residents to be vigilant following the rampant stealing of signage and bridge steel components such as guardrails. Absence of guardrails and other safety devices endangers life of motorists and travelers, added Momo. He also reminded district executives to work harder for the achievement of infrastructure targets while Regional and District Maintenance Engineers were directed to continuously conduct maintenance work to ensure smoother land travel. With sheer determination, Momo believes that the Region will be able to meet the targets.

  BUNAWAN BRIDGE IN AGU SUR SOON TO BE INAUGURATED A vital Bridge in Bunawan, Agusan del Sur now awaits its scheduled inauguration as DPWH Agusan del Sur 1st District Engineering Office takes its turn in completing the bridge April, this month. This effort is timely since the administration of President Gloria Macapagal Arroyo is bent in giving priority to projects that will benefit the most number of people and further boost the local economy. Bunawan RCDG Bridge, located along San Teodoro – Old Bunawan – Mambalili Road, Bunawan Agusan del Sur serves as an important link from the National Road Junction to the existing lateral road of San Teodoro – Old Bunawan – Mambalili- Veruela Access Road. For years, the old poblacion Bunawan have been far from the busy hub of economic activity of the said municipality. It remained undeveloped after the collapsed of the old wooden Bunawan Bridge in the year 1960’s. Now gaining a 98.07% (Phase I – IX) over-all accomplishment as of April 13, 2005, the soon to be completed bridge allows residents of the western side of Bunawan to travel through the bridge carrying most of their harvested agricultural products much more convenient than taking it on board the local wooden bancas. Agusan del Sur 1st, District Engineer Salvador Montil, reported to Regional Director Romeo S. Momo, who personally inspected the bridge that the 82.3 lineal meter reinforced concrete deck girder bridge will be fully operational after the 28-day curing period and with the approaches on both sides installed. The completion of this project will accelerate the socio-economic development of this once sleepy town of Bunawan. INSPECTING PROGRESS OF WORK.   INAUGURATION AND TURN-OVER OF TALIGAMAN- BASAG FMR IMPROVEMENT WITH BRIDGE PROJECT To improve the quality of life of agrarian reform beneficiaries and just compensation for landowners so they can become entrepreneurs thereby creating employment and generating wealth for the country.” This is the vision of the Department of Agrarian Reform (DAR) in responding to the need of the people of Barangay Basag, Butuan City, for an improved Farm to Market Road and the construction of the Taligaman-Basag Bridge for the convenient transport of their farm products. Last April 12, 2006, (310) Agrarian Reform Beneficiaries and all residents of the community became the recipient of the newly inaugurated farm to market road with bridge. The project was turned over to the Barangay Captain of Brgy. Basag, Hon. Elpidio Mantilla, in a ceremony attended by no less than Usec. Gerundio C. Madueño of DAR, Hiroshi Togo of JBIC and his party, Congressman Leovigildo Banaag of the 1st District of Butuan City and Las Nieves, Councilor Joe Balderas in lieu of City Mayor Democrito Plaza II, DPWH Regional Director Romeo S. Momo together with DPWH personnel involved in the project, DAR Regional Director Felix B. Aguhob and DAR key personnel, and representatives of different cooperatives in the area. The inauguration and turn-over ceremony was occasioned on the visit of JBIC representatives headed by Mr. Hiroshi Togo in Agusan del Norte and Butuan City for an inspection of all projects financed by JBIC in the Region. ARISP-Foreign Assisted The inaugurated project is under the Agrarian Reform Infrastructure Support Project (ARISP) Foreign Assisted (JBIC) of DAR, implemented by the Department of Public Works and Highways Regional Office, Caraga Region XIII through its RPMO, with an approved project cost of Php 17,183,551.00. It consist of 2.19 km. L; 4.00 m. W (two lanes) cemented road while the bridge has a length of 24.80 m; W= 4.00 m + (0.70 m) x 2 sidewalk; (concrete pavement) = 2,111.18 m. and approach slab = 10.00 m. The construction started on June 5, 2004 and finished on November 30, 2005. People of Barangay Basag whose lives will economically change are grateful with the completion of project. In his parting words, Mr. Togo challenged the people of Basag to maintain the project since they are the owners thereof and to use it to improve their way of life.   ASEC. YABUT VISITS BUTUAN CITY DPWH Assistant Secretary Rafael C. Yabut arrived in Butuan City last March 21, 2006, to grace the 9th Caraga Regional Tourism Council Foundation, Inc. (CRTCFI) Assembly, held in Verandah Beach Resort, Carmen, Agusan del Norte. The DPWH Executive, before going to Carmen, made a short stop at DPWH Regional Office to attend the birthday party of Assistant Regional Director Evelyn T. Barroso and to have a conversation with Director Romeo S. Momo regarding the priority projects of the Region. This is the third visit of Asec. Yabut in the City. Even when the purpose of his visit here in Butuan is to attend the said assembly, Assistant Secretary Yabut maximize his time and conducted an inspection on two major on-going projects in the City, namely: the construction of viaduct for existing Magsaysay Bridge under PMO-CARBDP and the construction of the 2nd Magsaysay Bridge before heading back to Manila on the next day.
