IAS AUDITS DPWH RO-XIII |

A team of internal auditors from the Internal Audit Service, headed by Rolando S. Santelices with Marina A. Leoparte and Merlie C. Filomeno came to the Regional Office XIII to conduct management and operations audit (to include financial, technical and administrative management and operations), from August 12-18, 2012 covering transactions of the regional office for the period CY 2011 up to July, 2012.
Under the Approved Internal Audit Plan for this year 2012, the Regional Office of DPWH Caraga is to be audited together with Surigao del Norte I, Agusan del Sur II and Agusan del Norte District Engineering Office.
This is in line with the mandate to be transparent in all its operations in response to the call for “Matuwid na Daan” of President Noynoy Aquino. The CO has tasked the Internal Audit Service to ensure that the conduct of all Regional and District Offices in all its operations, is in accordance with the department’s policies, laws, rules and regulations.
In his speech, Regional Director Danilo E. Versola, welcomed the team and urged everyone to cooperate as this measure is corrective and preventive for the benefit of all.
“The Team is here not to look for mistakes but to help us correct, if there are errors, in our processes so as not to go against established laws, policies, rules and regulations of the department” said Director Versola.
The audit is scheduled for five (5) days and under ordinary proceedings, it is so short a time for the audit team to finish its work considering the volume of transaction covered. Thus, sampling method was used on documents earlier submitted to IAS for preliminary review.
Aside from examining the documents, the team also went on field inspection to verify the technical aspect of the projects.
IAS Bureau Director Faustino Sta. Maria arrived in the Regional Office on August 16, 2012 to personally hear the initial report of the team during the exit conference done on Friday, August 17, 2012.
Initial findings revealed only minor procedural lapses that were duly noted for future correction.

To protect town folks, agri crops P54.8M FLOOD CONTROL PROJECT CONSTRUCTED IN AGUSAN DEL SUR |

Community folks, especially farmers are seen to benefit from the construction of the more than Php54.8 million flood control system project being implemented by the Department of Public Works and Highways Agusan del Sur I District Engineering Office (DPWH-ADS I DEO) at this river town of Esperanza, Agusan del Sur.
Currently, field engineers and technical person¬nel of the DPWH ADS I DEO and workers of the con-struction firm are in 24/7 basis and double time ground works in an objective to fast-track the construction of Phase I of this flood control project as rainy season is already fast-approaching to prevent damage to agricul¬tural crops and to protect lives.
Last year and early this year, several multi-million infrastructure projects were damaged because of flood and other calamities.
The DPWH ADS I DEO is doing 3 phases of slope protection works for the rehabilitation of crossing Luna flood control along NRJ-Bayugan-Esperanza, Agusan del Sur, to wit: Phase I with an appropriation of Php P18,000,000.00, Phase II - P 19,270,000.00, and Phase III - P 17,624,000.00, totaling Php 54,894,000.00.
Phase I started on March 12, 2012 for a contract cost of P16,732,560.00 and expected to be 100% com-plete by December 15, 2012. Phase II and III are still programmed for the ensuing year allocations.
The program of works in this project includes the construction of revetment wall which is vital and serves as defense against erosion.
“We are seriously looking into the implementation of a good quality project while abiding with our time-lines and we are glad that in this project, we are ahead of schedule,” said DPWH ADS I DEO District Engineer Jaime T. Bernat, Sr.
Local Government officials said that this flood con¬trol project is very vital especially in the river towns when the giant Agusan River overflowed during heavy rains.

DPWH-ADN DEO COMPLETES ROAD PROJECT AHEAD OF SCHEDULE |

The Department of Public Works and Highways Agu¬san del Norte District Engineering Office (DPWH ADN DEO) under the leadership of District Engineer Alipio B. Grana, reported the early completion of a road proj¬ect along Butuan-Cagayan de Oro-Iligan Road (Agusan-Misamis Road).
The project consist in the reblocking of damaged pave along the intermittent sections of Agusan-Misamis Road from K1261+966.7-K1263+000) for a total length of 1.098 km with an allocation of P20.7 Million. Work started on January 17, 2012 and is targeted to complete on August 13, 2012 but due to the extra effort of the people in the field, the project was rendered complete by June 30, 2012.
Another contract, widening, along the same area is still on-going with an accomplishment of 58.36% as of August 31 of this year. It is expected to complete on December 2, 2012.
Under the thrust program of President Pnoy to have all national roads paved, improved and rehabilitated by the end of his term in 2016, DPWH funds is geared to¬wards this end.
DPWH Agusan del Norte DEO is implementing a total of 17 projects with a total allocation of P398,517.0 Million under its CY 2012 Infrastructure Program.

T.R.I.P. To IMPROVE TOURISM ACCESS, BOOST ECONOMIC & SOCIAL DEVELOPMENT |

As Caraga Region proved to be a major tourism potential, three of the 50 proposed Tourism Road Infrastructure Projects or TRIP for the Caraga Region, programmed from FY 2012 – FY 2016, are now gaining percentage of accomplishments since it's start in the second quarter of this year.
TRIP is a convergence tourism infrastructure program of the Department of Public Works and Highways (DPWH) and Depart¬ment of Tourism (DOT) consistent to the government’s program to utilize tourism as a vehicle for poverty reduction. The aim is to pro¬vide access to tourist attraction sites in identified strategic regions, nationwide, to promote not only tourism but also to spur economic and social developments in the areas. These projects include road concreting, widening, upgrading from gravel to paved roads, and construction or reconstruction of bridges. Road repairs and reha¬bilitation are also part of the concern.
TRIP also aimed of attaining other economic and social devel¬opment impacts such as: 1) provide access to basic services related to tourism like, health and gender friendly infrastructure, trans¬port, water, sanitation, power; 2) develop depressed or poor areas; 3) support environment protection or climate change adaptation; 4) support food production; 5) decongest traffic; and 6) further en¬hance economic activities.
For the year 2012, DPWH RXIII has three (3) TRIP projects to implement. Two of the projects are in Siargao Island, Surigao del Norte, implemented by the Regional Office, namely: Improvement/Concreting of Dapa-Union-Gen. Luna Road and Improvement/Con¬creting of Jct. Osmeña-Pilar Road with budget allocations of Php 117,432,000 and Php 63,514,000, respectively. Dapa-Union started on March 8 to improve a total length of 4.691km. having an actual accomplishment of 47.20% as of September 30, while Osmeña-Pilar commenced works on April 23 to pave 2.340 km. that managed to accomplish 85.21% as of September 30.
An additional appropriation for the two projects were released to lengthen the concreting works totalling Php 190,820,000.00, which at present is in the bidding process.
Meanwhile, the one in Bislig City is the Concreting of NRJ.-Cumawas-Tinuy-an Road Section that has an allocation of Php 10 Million, is being implemented by the Surigao del Sur II District Engineering Office. It is to improve a programmed length of 0.623 km road leading to Tinuy-an Falls, the Niagara Falls of the Philip¬pines.
Pipelined for CY 2013 are the following TRIP projects regionwide:
Butuan City District - 2 projects - Php 51,700,000
Agusan del Norte II - 2 projects - Php 50,000,000
Agusan del Sur II - 2 projects - Php 142,618,000
Surigao del Norte II - 3 projects - Php 190,000,000
Surigao del Norte I - 3 projects - Php 268,000,000

RO XIII COMPLETES MAJOR ROAD REHAB IN CARAGA |

Major road re¬habilitations undertaken by the Department of Pub¬lic Works and Highways Regional Office XIII (DPWH ROXII) under its current and carry-over projects have been de¬clared 100% complete as early as July 31, 2012.
Among these projects is Re¬hab/Reconstruction/Upgrading of damaged paved national road along Daang Maharlika (Su¬rigao-Agusan Section), Ampay¬on-Los Angeles Section from Km 1225+000 – Km 1235+000 with a total roadway of 4.709 linear meter with 6.70m width, 0.33m thick and 1.848 m of Asphalt overlay with shoulder (2.50m) on both sides. For a contract amount of Php 114,027,652.8, contractor Equi -Parco C o n s t r u c t i o n Company start¬ed construction works in Septem¬ber 7, 2011 for a pe¬riod of 330 calendar days.
Another road rehab is along Surigao-Agusan Road, Luna-Bad-as Sec¬tion in Surigao del Norte (SDN) and in Kitcharao- Cabadbaran Section in Agusan del Norte (ADN); two projects clustered into one contract also under Equi-Parco Con¬struction Company. Both projects started on April 24, 2012, for an estimated 120 calendar days undertaking re¬habilitation works that includes - 3.162 km road stretch with 10.7 m wide of PCCP and 0.050 m thick asphalt overlay and pave¬ment markings in the ADN section, while in SDN area consists of a 3.5km long of 10.7m wide PCCP and 0.050m thick of asphalt overlay with pavement markings. Also included in the works were installations of necessary road warning signs in some vital spots in both areas and also fixing of guardrails in the SDN area. A total of P109,960,925.95 costs the government for the two projects, P56,913,708.72 in the road section in ADN and P53,047,217.23 in the road section in SDN, respec¬tively.
Also, making it in the 3rd quar¬ter is the Php 41,717,750.95 Rehab/Reconstruction/Upgrading of dam-aged paved national road along Daang Maharlika (Agusan-Davao), Afga-Bayugan Section, which at-tained 100% status on September 30, 2012. The project covers re¬blocking of Km 1246+481.50 – Km 1254+093.00 totaling 2.385 km of PCCP with 1,225.5 lm paved shoul¬der including asphalt overlay of 1,110.5 lm and pavement markings.
DPWH RO XIII is implement¬ing a total of 16 projects under its CY 2012 infrastructure program for a total allocation of Php 1,329,419.0 million where, as of September 30, 2012, 4 are completed and 12 are on-going, garnering an actual ac¬complishment of 47.96%, while its carry-over projects have a to¬tal programmed amount of Php 1,688,932.4 consisting of 102 proj¬ects where 73 are completed and 29 are still on-going for an accomplish¬ment of 86.14%.
The sections under rehabilita¬tions are part of the Daang Ma¬harlika Road now coined Asian Highway 26 linking Butuan City to Surigao City, Agusan del Sur and Davao City.
With more major roads im¬proved/rehabilitated this year, DPWH XIII is positive that it can attain its target to have its primary arterial road improved and paved by the year 2014. And along with a good road is the promise of a more vibrant economic activity that is hoped to improve the living condi¬tions of the more than 2,293,480 Caraganons.

The DPWH CY 2012 Budget is giving priority to funding concreting projects for arterial roads. It is part of President Benigno Aquino III thrust that by 2016, arterial roads (national roads) nationwide will alredy be 100% paved.
Daang Maharlika (Surigao-Agusan Section) has a total length of 54,856 km. This national highway connects Davao, Surigao , Agusan del Norte and Misamis.
Project implemented by Agusan del Norte Distrtict Engineering Office under CY 2012 are concreting of Daang Maharlika (Surigao-Agusan Section) in the area of Kitcharao in two separate contract with stationing limits of K1177+340-K1178+562.80 and K1172+107.20-K1174+000 both under the supervision of Project Engineer Joel Alfred Yulo and Resident Engineer Kenneth Tiu.
The two projects were started last January 17, 2012 with a program amount of P12.814M and P20. 132M with target inclusions of 0.860 km and 1.440 km. The 12. 814M project was completed last March 30, 2012 while the P20.13 M was completed last April 14, 2012.

ADS 2 SPEEDS CONSTRUCTION OF LOADING/UNLOADING BAYS |

The increasing volume of jeepneys, buses and “habal-habal” that ply the national road along Agusan- Davao Road, Trento section and the numerous road accidents reported in the area has prompted the Department of Public Works and Highways Agusan del Sur 2nd District Engineering Office to construct loading and unloading bays along the identified critical area.
District Engineer Rainero A. Zerda said that when completed, these bays would provide safety
for passengers as specific pick-up and droppingpoints are identified and it will no longer obstruct
the flow of traffic as these bays are securely distant from the main highway.
Aside from the provision of 60 meters concrete road bay, it also has waiting shed where passengers
can wait for public transport without worry of rain or the scorching heat of the sun.
DPWH, under the strict instruction of Secretary Rogelio L. Singson prioritizes the improvement of all
national roads to make it safe for the traveling public at all times.
Meanwhile, ADS II DEO is also fast-tracking the concreting of Butuan City-Talacogon-Loreto-
Veruela-Sta. Josefa Road sections Km. 1357+837-Km 1359+424 with a contract amount of Php
33,473,976.16 and Km. 1354+(-874) – Km. 1354+916 costing Php 38,291,533.98, all in La Paz, Agusan del Sur area.

ROAD PROJECTS IN SURIGAO DEL SUR FAST-TRACKED |

Two major road projects are now being fast-tracked by the Department of Public Works and Highways Caraga Region (DPWH-XIII), namely; construction of Surigao-Davao Coastal Road - Cortes-Lanuza and Carrascal Sections, in Surigao del Sur.
A continuation to the concreting of the entire SDCR, Cortes-Lanuza Section stretches 8.698 kms, with progress accomplishment of 87.14%, while Carrascal Section, which extends 3.551 kms, is
97.14%, as of June 30, 2012, respectively. Both projects were started on November 8, 2011 and are anticipated to be completed on October 2, 2012, as revised, for a total contract amount of Php 227,655,118.48.
DPWH is happy with the remarkable progress development of the two projects since its early completion will definitely ease all traffic woes associated with the road construction. With mining as the main economic activity in the area, heavy equipments and dump trucks crowd the one lane road used, and aggravated the bad condition of the gravel road, especially when it rains, thus causing a snail-paced traffic.
Now that concreting is almost complete, the province is positive that income will increase, as
more investors will now be enticed to invest in the province.
The Surigao-Davao Coastal Road forms part of the country’s arterial road network and is classified
as one of the roads with strategic importance. It functions as the main trunk line for the coastal municipalities of the (3) provinces that leads further to the Pan-Philippine Highway at the project road’s terminal prints as well as via the lateral links. |

RD VERSOLA WORRIES ON BRIDGE CONDITION DUE TO OVERLOADING |

Department of Public Works and Highways XIII Regional Director Danilo E. Versola expresses concern on the condition of bridges in Caraga especially Wawa Bridge in Agusan del Sur due to overloaded log-trucks.
This was said after DPWH personnel encountered on June 26, 2012 at Wawa Bridge, in Agusan del Sur, two (2) trucks overloaded with falcata logs. The trucks bearing plate numbers RFC 385 and RKK 220 tried to penetrate the steel vertical height barrier erected at the front of the
bridge that caused the meager binds to snap and let loose the dangerous logs.
The logs rolled all over the bridge hitting steel forms and some even went over and down the river below. Luckily, no other vehicles were on the bridge when the incident happened.
RD Versola said that it is often that this kind of incident happens on the bridge. The trucks carrying logs just rampage through the bridge. Some are careful enough to just jack-up the steel barrier so they can fit in. This, without realizing, that they are endangering the bridge structure causing it to
collapse later on.
“This problem has become perennial and already weakens the bridge and shorten its life span”, he added. DPWH explained that when overloaded trucks continue to violate the 4.36 meter vertical clearance of the bridge and hit the steel trusses with its cargo-logs, the bridge will not last longer. Bridges are hard to repair, it entails longer period and the cost involves millions of pesos of the
people’s tax money.
RD Versola calls on businessmen to be responsible and observe the limitations of the bridge, otherwise, it could turn back against them. He also requests other agencies to help DPWH in strictly enforcing the law on overloading and other road and traffic rules and regulations.
Wawa Bridge is the only shortest way that links Surigao-Agusan to Agusan- Davao, otherwise, vehicular traffic will course through Surigao del Sur that will take about five to six hours.
DPWH Caraga is implementing a total of 114 projects under its CY 2012 Infrastructure program for a total allocation of Php 3.17 Billion, and mostly are rehabilitation and/or improvement of national roads and bridges.

In the Nationwide Over-All status of DPWH Infrastructure Program for the month of June 2012, Region XIII – Caraga ranked second in Pre-Construction Activities for Current and Carry-Over Projects, two months in a row now.
Caraga stayed consistent in all its pre-construction activities ranking number 2 both in the months of
May and June in the CY 2012 infra program and number 1 in the carryover projects.
While in the construction activities, there is a two-notch leap from May to June from rank number 9 to 7 in the current and carry-over projects while in the CY 2012 infra program, from 8 to 7 and in the carry-over projects, from rank 7 to rank number 5.
Regional Director Danilo E. Versola is happy with how things are running in the field and
congratulated everyone for each efforts made.
“Our efforts have paid off! We are now at number 7 from last months number 9.” RD Versola
announced during the Monday flag ceremony. “Congratulations to all of us!” he added.
RD Versola also encouraged everyone to continue doing their job as the weather is improving and with concerted dedication, hopeful that targets are met to earn that additional incentive at the end of the year.
DPWH Region 13 has a total of 346 projects implementing this year from the total allocation of Php 5.646 billion. |

ADN-DEO PROPOSES TO CONSTRUCT BRIDGES IN POTENTIALLY TOURIST SPOT AREAS IN BUENAVISTA |

The Philippine government under President Benigno Aguino, III is prioritising in developing tourist destination areas that would help boost the country’s economy. Currently, the Department of Tourism and DPWH is teaming up in the preparation of plans and programs in identifying, evaluating, prioritizing and implementing tourism infrastructure in support of the goals and targets, inclusive of the growth vision under Pnoy’s Philippine Development Plan.
The Agusan del Norte District Engineering have seen the importance in constructing infrastructures that would develop tourist spot areas under its jurisdiction. Just like in the municipality of Buenavista, where several local tourist areas are already gaining popularity. Infact, the Local Government of Buenavista is pushing for their potential tourist spot destinations situated at the heart of their municipality like the Tacub Falls and caves of Rizal and Macalang. While Mountaineers have already discovered the height of Puting Bato, the adventurous tourist would be high in trekking this mountain.
Likewise, this DEO is with enthusiast to develop this areas with high tourist spot potentials, thereby highly recommend the construction of bridges in brgy. Sangay and Cabalalahan, where the said areas are endowed with nature’s beauty.
The current road situation *(Buenavista-Bunaguit Road, Sangay and Cabalalahan section) is catastrophic people’s first impression in coming to a place would be based on he road they travelled upon. Seeing a catastrophic road would surely create a negative notion regardless of how beauteous the scenery would be ahead of it.
The water flowing from Guihao-an river at the creek of Cabalalahan and Sangay and also the cascading water from the mountains during heavy rains in the upper portion of Sitio Tapnigue causes the water in the creeks to overflow. The two sources of water from Guihaoan river and in the mountains, joined together creates a stronger current that the creeks became bigger and deeper in volume of water. This made the road muddy and soft and easily eroded by ten wheelers truck heavily loaded with logs that frequently come and go in this area.
The DEO firmly believe that the Cabalalahan Creek and Sangay Creek urgently need the construction of bridges to secure the safety of the commuting public and providing tourists with beautiful road leading to breath-taking views of Buenavista.

DPWH SIGNS BUDGET PARTNERSHIP AGREEMENT WITH CSO PARTNER FOR CARAGA PROJECTS |

In compliance with the directive of Secretary Rogelio L. Singson to engage local civil society organizations (CSOs) to enter into budget partnerships with DPWH regional offices, the DPWH Regional office 13 has recently signed a budget partnership agreement (BPA) with its CSO partner Butuan-Agusan Chamber of Commerce and Industry Foundation, Inc. (BACCIFI).
During the signing of the BPA, DPWH Region 13 Director Danilo E. Versola reiterated Secretary Singson’s statement that DPWH wants to enhance the quality of its budget process by involving CSO partners in the annual budget preparation.
“This agreement with BACCIFI will help enhance efficiency and effectiveness of our office. With BACCIFI monitoring our programs, projects and activities for this year and beyond, transparency and accountability will be achieved and quality of public service will be improved particularly here in Caraga region,” said Director Versola.
The signing of the BPA is part of the DPWH program to establish stronger ties with people’s organizations in the preparation and execution of the agency’s budget for FY 2013 and beyond.
This is in support to the national government’s commitment to institutionalize citizen participation in the budget process as means of enhancing transparency and accountability in the preparation, allocation and utilization of public funds.
The BPA was signed at the DPWH Regional Office 13 by Director Versola, BACCIFI President Joseph Omar O. Andaya and witnessed by DPWH 13 Planning Chief Samson L. Hebra, BACCIFI Executive Director Virginia L. Rosales, Agusan del Norte District Engineer Alipio Grana and Butuan City District Engineer Nicolas Alameda.
The BPA is in accordance with the guidelines set by the Department of Budget and Management National Budget Circular No. 536 dated January 31, 2013 to standardize partnership program with civil society organizations (CSOs) and other concerned stakeholders.
To date, DPWH has signed budget partnership agreements with five (5) CSO partners Bantay Lansangan; Research Education and institutional Development (REID) Foundation, Inc.; Southern Philippines Muslim Unity and Development Association, Inc. (SPMUDA); Marinduque First Saturday Movers, Inc. (MFSMI); and Butuan-Agusan Chamber of Commerce and Industry Foundation Inc. (BACCIFI) who agreed to adhere at all times to the principles of constructive engagement such as transparency, accountability, integrity, partnership, consultation and mutual empowerment, respect for internal processes, sustainability, and national interest.
