Engr.
Evelyn T. Barroso is the present DPWH Region XIII Assistant Regional Director
(ARD) after
almost thirty-four (34) years at the Department of Public
Works and Highways (DPWH).
She
started as Draftsman at a private firm from August 1973 to
April 1974 then moved to the government service starting as a
Laborer in April 1974 at the City Engineering Office in Cotabato City. She transferred to the then Ministry of Public
Highways in November 1975 as Sr. Civil Engineer. She was
appointed as District Engineer in December 2000 and served the
Sub-DEO in Gingoog City until May 2003.
It
is interesting to note that ARD Barroso also served the United
Nations Development Program (UNDP) as a UN Volunteer from
February 1981 to December of the same year.
And in 1989 to 1996, she was Chief Technical Adviser
at the United Nations Headquarters in New York, USA.
ARD
Barroso has attended numerous trainings and seminars. These
include the Career Executive Officers Convention conducted by
the Civil Service Commission in 2007; Integrity Development
& Corruption Prevention Workshop by the World Bank; IT
Training, Reorientation Course, Management Development for
Executives, all by DPWH and Seminar/Workshop on Inter-Agency
Coordination on the Convergence of NISP Efforts by the Office
of the President. She
also attended trainings conducted abroad that include
Infrastructure For All Generations in 2007 in Florida, USA;
Overseas Training Course on Flood Control in 2004 in Japan;
REAA Governing Council Meeting in 2003 in Australia; Seminar
on PREPCOM IV for World Summit For Sustainable Development in
Bali, Indonesia from May to June, 2002; and Inaugural Meeting
of Heads of Roads Authority in Asia and Australasia in April
2002 in Kuala Lumpur, Malaysia.
ARD
is an active member of the Philippine Institute of Civil
Engineer (PICE) and Road Engineering Association of the
Philippines (REAP).
ARD
Barroso earned her post graduate “meritus” degree in
Public Administration from Notre Dame University in 1989; and
in 2002 her Doctorate degree in Philosophy from Southeast Asia Inter
Disciplinary Institute (SAIDI). She
is a graduate of Bachelor of Science in Civil Engineering (BSCE)
in 1973 from the University of Santo Tomas (UST) wherein she
was one of the university’s academic scholars.
Engr.
Barroso was born on March 22, 1952 in Cotabato City. She is
married to Ruben Melendez Barroso, a retired DPWH District
Engineer whose last assignment was in Malaybalay, Bukidnon.
They are blessed with three (3) children: Ryan Ruel,
Rachel Rueve and Reuben Raphael.
