Assistant
Director Norma Ginorella has been in this Department for almost thirty-seven
years since January 1971 working as laborer at Surigao del
Norte 1st Highway Engineering District. She held
various positions at the said DEO up to December 1976. She
served the 10th Regional Office in 1977 for twenty
years until her designation as District Engineer of Misamis
Occidental Highway Engineering District in December 2000. In
October 2003, she was designated as OIC-Assistant Regional
Director of DPWH Regional Office 10 and appointed full-fledged
ARD in March 2004 up to the present, also serving in a
concurrent capacity as Acting District Engineer for Bukidnon 3rd
DEO. She was also a part-time Engineering Instructor at the
Liceo de Cagayan University from 1980 to 1991.

Gironella has attended numerous trainings, seminars and
workshops to boost her credentials as public servant. These
include Gabay, DIWA at Salamin ng Paglilingkod conducted by
the CESB; Program for Executive Development, Time Management
and Management Development in the Countryside conducted by the
Development Academy of the Philippines; PPWH Workshop on
Integrity Development and Corruption prevention; and Asian
Infrastructure, Sustainable Development and Project Management
Convention, among others.

Director Gironella is a Career Executive Service Eligible with the rank
of CESO IV. She obtained her degrees in Doctor in Management
in October 2000 and Master in Management in 1994, both at the
Liceo de Cagayan University. She graduated with Bachelor of
Science in Civil Engineering course at the Cebu Institute of
Technology in 1969.
She
was born on June 8, 1947 in Sto. Domingo, Ilocos Sur. She is
married to Rolando Gironella, Sr. and they are blessed with
four children.
