PEACE-BUILDING PROJECTS
It is a perceived fact that Region XII is among the home of resisting forces in the archipelago. It is where lawless elements dwell and take refuge from. For this reason, the social, economic, and security conditions of this area has been continuously disrupted prompting the Department to mull over some measures that will help mitigate these concerns.
Among others, peace-building projects were instigated and entered into a Memorandum Of Agreement, by and between other government entities to ensure the unimpeded delivery of basic services to the people.
To make certain that the project can be started and completed the earliest possible time, the Department of Public Works and Highways thru the Regional Director, Region XII and the Department of National Defense thru its various Engineering Brigade and the Naval Construction Division, have agreed to jointly implement infrastructure projects situated in potential troubled vicinities.
The covenant further aim to uplift the morale and improve the socio-economic wellbeing of the affected populace by employing civilians who will be paid out of the project funds and who shall likewise be entitled to an insurance coverage whenever applicable.
To prevent civil liabilities, security requirements and safety measures were also embodied in the MOA.
Road Right-of-way issue is a hard nut to crack and has been the predicament of every implementing unit.
Inasmuch as it is incorporated in the construction of every roads and bridges, the Department similarly authorizes the Local Government Units to undertake by administration a DPWH project considering its mandate and influences in the locality in dealing with the resistance of the private landowners whose lands the road traverses.
The scheme was formulated based on a community of interests to come up with a feasible merger and a harmonious partnership. A pact of which, in substance, give the second party more of the advantage.
As such, the DPWH deliberately grant full administrative supervision in project implementation including funds control, evaluation and assessment.
Also, construction equipments shall be provided by the Department with all expenditures incidental to the mobilization of all equipment charged against project funds as provided for under Mobilization and Demobilization in the Program of Work.
For CY 2003, the Armed Forces of the Philippines was a recipient of twenty (20) projects amounting to P231,886,270.75 of which, eight (8) were gallantry completed, nine (9) on-going and three (3) not yet started.
Out of the eight completed projects, six (6) were implemented by the 55th Engineering Brigade, P.A., under the leadership of its Commanding Officer Col. Jesus R. Tuadles assisted by his two Battalion Commanders; Lt. Col. Ruben G. Evangelista of the 512th ECB and Lt. Col. William C. Gabor of the 547th ECB.
Included in their accomplishments were; The Concreting of Diversion/Circumferential Road, Esteros-Tamontaka-Kalanganan II, Cotabato City , with the length of 2.40 kilometers and allocation of P15,894,000.00; and Const. Of Cotabato City Diversion Road, Phase IV (Tamontaka-Buaya-Buaya Section) Cotabato City which extends to 2.920 kilometers in length with an allocation of P30,000,000.00.
The 54th Engineering Brigade, P.A., headed by Gen. Eduardo J. Lena and aided by Maj. Bernard Aguilar, Battalion Commander of the 548th ECB, is currently undertaking the implementation of Repair/Improvement of Parang-Sumesid-Lipao-Abubakar Road, Phase II covering 4.780 kilometers at Barira, Maguindanao.
Subject project is appropriated the amount of P10,000,000.00 funded under CY 2001 VIILP with an accomplishment of 73.57% as of December 25, 2003 report.
The Naval Construction Division under the headship of Commodore Lorenzo Adecer, Commanding Officer, 3rd Naval Construction Brigade, has completed the Rehabilitation of Parang-Mercedes- Lipao-Camp Abubakar Access Road, Mercedes-Lipawan-Barira-Camp Abubakar Section, Matanog, Maguindanao under CY 1998 Office of the President Funds.
Subject project has a Net Length of 15,330 kilometers and was allocated the amount of P12,841,000.00 which formed part of the P25.683M intended for the construction of the same along Parang-Sumesid-Lipao Section that was completed 1st quarter of CY 2002.
DPWH XII may not have excelled in physical accomplishment but good enough to achieve its objectives by quality of performance, overwhelming rapport it has established with the local officials and by effectively translating its peace-building task as its counteragent for insurgency.
A momentum that the DPWH is proud to have instilled in the hearts of the generations of Region XII. |

REPLACEMENT/RECONSTRUCTION OF SINAWAL BRIDGE ALONG MAKAR-TUPI-MARBEL ROAD
In the early part of the year, the specter of having an unserviceable bridge in the heart of the city’s bustling industrial area and cargo transshipment point loomed as several requests for funding for the repair of Sinawal Bridge snagged.
This dilemma, more than Testing the fortitude of several export-oriented companies and multi-national corporations, brought together to explore possible alternatives to solve this problem. They brought this concern to the Office of Congresswoman Darlene A. Custodio who in turn took in upon herself to lobby for the much needed funding for the repair of the Sinawal Bridge.
The treatment of the Sinawal Bridge problem ended the stalemate with the Department of Budget and Management. Now, the long overdue P93M additional fund for the Replacement/Reconstruction of Sinawal Bridge at Brgy. Labangal, this city, was resolved .
The bridge which is located at Brgy. Labangal along Makar-Tupi-Marbel Road is the main conduit and link of the city and other nearby provinces to the Makar Seaport, GSC Airport and the General Santos Fish Port Complex.
At the current pace and with all the necessary appropriations, the Sinawal bridge is expected to be open for regular traffic at the end of August 2004. By then, everything will be back to normal, and business will again flourish.
The office, together with City Mayor, Hon. Pedro Acharon, Jr. were in the midst of all these efforts at finding solutions to the Sinawal bridge project problem, coordinating frequently with Hon. Congresswoman Darlene A. Custodio, DPWH Central Office, The Cities business leaders, and all other stake holders affected by the problem.
Truly, the repair of Sinawal bridge maybe considered a labor of love. |

CONSTRUCTION OF TAVIRAN BRIDGE SALAM (PEACE) PROJECT TAVIRAN, DATU ODIN SINSUAT, MAGUINDANO
The Const. of Taviran Bridge is funded under CY 1997 Infra. Program with an allocation of P10,675,040.88 released on CY 1999 Regular Program. The total length is 120 lin. meters.
The completion of the Const. Of Taviran Bridge is very vital to the development of the Kabuntalan being noted for a while as the lair of kidnappers during the series of kidnappings in Cotabato City.
Kabuntalan being an economically depressed municipality whose access to the neighboring town and the city of Cotabato is through water transportation only. Farmers produce entails large cost for hauling before reaching the market.
In peace and order campaign of the government, law enforcers including the military had a hard time in going to Kabuntalan without their arms and support vehicles. By the completion of this project, it is foresighted that economic activity will boost and the development of Kabuntalan will soon be a reality. |

REPAIR/REHABILITATION OF BULOK CREEK FLOOD CONTROL AND DRAINAGE
The Repair/Rehab. Of Bulok Creek Flood Control and Drainage located at Koronadal City, South Cotabato. The project amounted to P 1.5 million. The total length is 234 lin. meters under the CY 2003 Funds.
This flood mitigating structure was constructed to retard the flooding and to minimize the possible extent of loss of life and damage of properties resulting from the occurrence of heavy rains. |

RD ALQUIZA WITNESSED INAUGURATION OF MABAY FOOT BRIDGE AT MAITUM SARANGANI PROVINCE
The Construction of Mabay Foot Bridge at Barangay Mabay, Malungon, Sarangani Province served as a linkage between Barangays Saub and Mabay.
It provides accessibility of transport of goods and services from the neighboring barangays to the right market. The bridge safeguard lives and properties of people especially during flash floods and occurrence of heavy rains.
It helped the farmers transport their farm products to the different barangays the most easiest way.
Congressman Erwin L. Chiongbian of Lone District of Sarangani Province together with Director Mariano R. Alquiza, CESO IV, Regional Director of the Department of Public Works and Highways, Region XII, Cotabato City and Hon. George Yabes, Municipal Mayor of Maitum, Sarangani Province graced the inauguration rites.
The construction of Mabay Foot Bridge was funded under the initiative of Congressman Erwin L. Chiongbian.
The bridge project was undertaken thru a Memorandum of Agreement between the Municipal Government of Maitum and the Department of Public Works and Highways, Sarangani District Engineering Office of Kawas, Alabel, Sarangani Province amounting to P1,000,000.00. |

COTABATO CITY FLYOVER
The project was initiated to lessen the traffic flow at the junctions of Quezon Ave., Sinsuat Ave. and Notre Dame Ave. These junctions are the traffic bottlenecks causing problems to the riding public and motorists going to the Notre Dame University or College area since they could not reach their destination directly without passing Quezon Avenue.
Also, vehicles from College area can not go downtown without passing Notre Dame Avenue. With the completion of this project, the travel time will be shortened and traffic volume are reduced. This project amounted to P38,585,000.00. |

PGMA VISITS SARANGANI
Among the many thrusts of GMA’s administration is to provide quality learning facilities for the youth , as she believes that the foundation of economic development is thru intensive education.
Her excellency Gloria Macapagal Arroyo visited the Construction of Two Classroom Building at Upper Mainit, Malungon, Sarangani Province. Together with her presidential staff were the local government officials headed by Mayor Teody Padernilla of Malungon, Sarangani Province.
She also visited the Construction of Malungon Public Market which was funded thru the initiative of Hon. Erwin L. Chiongbian Congressman of the Lone District, province of Sarangani Congressman Chiongbian allocated P1,500,000.00 for the re-establishment of the market.
The old market at Poblacion Malungon, Sarangani Province was burned. This problem prompted the Congressman Erwin L. Chiongbian to allocate possible funds for the re-construction of another new market. This infrastructure facilities provided the Municipality of Malungon source of income to alleviate poverty and bring back economic life in the whale community. |

FIRST SCHOOL BUILDING CONSTRUCTED AT SITIO LUMIGO, GLAN, SARANGANI PROVINCE
Construction of schoolbuilding projects is one among the many priority projects the Department had implemented. It aims to provide the community, particularly the youth who lived in the far flung areas, a classroom condition where learning is very conducive.
After many years of waiting for a schoolbuilding project, the District Office was able to allocate Three Hundred Twenty Five Thousand Pesos ( 325,000.00) for the Construction of one (1) classroom modified building at Sitio Lumigo Primary School, Glan, Sarangani. Sitio Lumigo is about thirty (30) kilometers away from the national highway of Barangay Poblacion, Glan, Sarangani Province.
This learning facility brought happiness and satisfaction to the pupils of Sitio Lumigo Primary School who had been longing for a decent and convenient classroom. |

The DPWH 12th Regional Office commemorates the 106th Anniversary Celebration of the department in a momentous and simple program of activities which include the brief overview on the historical background of the department up to its present structure conforming to the complexities of times brought about by highly advanced technology.
In attendance to the program are Officials and Personnel of the Regional Office 12th Regional Equipment Services and our neighboring field Office Cotabato City Sub-District Engineering Office who indeed contributed the most applauded Muslim Dance reminiscent of the period of time that the department is still in its embryonic form when the first settlement roads were constructed by forced labor or the “Mano-Mano” system.
The short program can not be completed without an inspiring message from the OIC-Regional Director Mariano R. Alquiza who underline the importance of loyalty, sincerity and commitment to the Organization.
Other District Offices did their share by conducting an inter-section sports competition aimed at strengthening the bond that constitute one of the parametric factors that enhance solidarity and harmony in the performance of the Department’s thrust towards the infrastructure programs of the government.
And consequently attuned to the commemoration is the observance of the World Environment Month wherein the Office and its Implementing Units had a synchronized Tree Planting activities with our counterpart in the Department of Environment and Natural Resources being the lead agency to the aforesaid activity. |
