P362 MILLION CAGAYAN DE ORO FLYOVER TO FORMALLY OPEN SEPTEMBER 21

  Department of Public Works and Highways (DPWH) Secretary Rogelio L. Singson together with French Ambassador to the Philippines Thierry Borja de Mozota will lead tomorrow (September 21, 2011) the inauguration of the Puerto-Sayre Flyover in Cagayan de Oro City. On hand to assist them in the unveiling of project marker are local officials led by Congressman Rufus Rodriguez, Misamis Oriental Governor Oscar Serina Moreno, and Cagayan de Oro City Mayor Vicente Y. Emano. DPWH, which implemented the project, will also be represented by Undersecretary Rafael C. Yabut, Assistant Secretary Emil K. Sadain, Region 10 Director Norma Gironella and Project Director Oscar C. Villanueva of the President’s Bridge Program Office. Costing P362.950 Million, the 195 lineal meters long 7.5 lineal meters wide Puerto-Sayre Flyover Project was completed within the period of five (5) months as it has been fast-tracked by the DPWH in order to ease the inconvenience brought about by the construction activities in the busy intersection of Iligan-Cagayan-Butuan Road and Sayre Highway. This permanent flyover is made of modular steel supplied by French firm Matiere S.A.S and is consist of five (5) spans, four (4) piers supported on 1.5 meter diameter bored piles and 120 lineal meters approach roads. Implemented by the DPWH President’s Bridge Program Office under the Mega Bridges for Urban and Rural Development Project in coordination with the DPWH Region 10 Office and City Government of Cagayan de Oro, the project was funded under the COFACE Export Credit Guarantee Assistance of the French Government. The flyover is envisioned to lessen traffic congestion by about 30 minutes during peak hour periods where high volume of passenger jeepneys and buses travel towards west and east side of Northern Mindanao.

CAGAYAN DE ORO THIRD BRIDGE AND ACCESS ROAD PROJECT

  The project: Construction of Cagayan de Oro Third Bridge and Access Road is a major support to Cagayan de Oro-Iligan Corridor (CIC). The Butuan-Cagayan-Iligan Road (BCIR) is widely known having the worst traffic problem among the highly urbanized areas of Mindanao. Expansion projects of big existing industries within the three (3) main big cities (Butuan, Iligan and Cagayan de Oro) and the entry of additional big primary industries are contributory to the increasing volume of traffic along the national roads. Expansions of Iligan and Cagayan de Oro ports put further pressure on the already congested highways since heavy loaded trucks are being seen as the major causes of traffic congestion within the main thoroughfare of the city. The construction of Cagayan de Oro City By-Pass and Access Road is a part of the entire project. Several phases were already done and some of it are still ongoing, namely: a. Phase VII This phase focuses on the concreting of 2.790 kilometer road along Iponan and the construction of 80.00 linear meter Iponan Bridge III. It has a contract amount of P269,873,251.23; b. Phase VIII The works involved are the concreting of 2.773 kilometer road from Barra to Igpit, both of Opol, Misamis Oriental; and the road concreting at Lapasan, this City, with a length of 0.880 kilometers with a contract amount of P226,774,994.40; c. Phase IX Majority of the works are on concreting of roads along Bayabas Section to West Bound Terminal to Iponan Bridge III to junction of Igpit, Opol, Misamis Oriental and to National Road. Another road concreting can be observed at Bayabas to Kauswagan sections. Aside from the road concreting, gravelling of coastal road along Lapasan to Gusa are also being done. In totality, the road length for these concreting works is 14.423 kilometers with a total contract amount of P340,968,092.17. All of the three (3) Phases are under contract with Equi-Parco Construction. As of press time, Phase VII and Phase VIII are already completed. Phase IX has an actual accomplishment of 92.250% with a positive slippage of 0.040%. This Phase is temporarily suspended due to road-right-of-way problem. Hopefully, works will resume within this month after formulation and approval of Variation Order. Completion of the three (3) Phases will contribute greatly to the accomplishment of the entire project and its ultimate completion. It will decongest the traffic along the main thoroughfares of the city since heavy loaded trucks passing through west and east sides of the city will be using the Third Bridge and the coastal road as well.

DPWH EYES CAGAYAN DE ORO FLYOVER PROJECT COMPLETION BY END OF AUGUST

  The government is targeting to finish the P362.950 Million worth Puerto-Sayre Flyover in Cagayan de Oro City, three (3) months ahead of schedule. Envisioned to contribute immensely in increasing existing road capacity and to mitigate vehicular traffic congestion along Puerto-Sayre Highway Road and adjoining areas, the project is being implemented by the Department of Public Works and Highways’ President’s Bridge Program Office (DPWH-PBPO). President Benigno S. Aquino III, during his visit in Cagayan de Oro City last March 23, 2011, has tasked the DPWH to complete the project as soon as possible to provide solution to traffic gridlock at Cagayan de Oro City. With the DPWH Region 10 office providing assistance to PBPO in the clearing of obstruction and road widening when the construction activities commenced on March 28, 2011, the project has reached 85 percent completion to date. Undersecretary Rafael C. Yabut, DPWH Project Implementation Officers for Official Development Assistance-funded projects said the scheduled completion date for the Puerto-Sayre Flyover project is November 22, 2011 but the Department will try to complete the construction of this modular steel flyover by end of this month (August 2011). DPWH PBPO Project Oscar Villanueva said that the 195 lineal meter double lane permanent flyover project with five (5) spans modular steel, four (4) piers and 38.83 lineal meters road approaches is part of the Mega Bridges for Urban and Rural Development Project funded by the national government with loan from the French Government. Secretary Rogelio L. Singson said that the construction of the flyover is also in anticipation of the increasing population in the city and enhancing business opportunity, productivity and job generation. Puerto-Sayre Flyover is also one (1) of the two (2) flyover projects, with the other being the recently constructed Lacson-Circumferential Flyover in Bacolod City, started and completed under the one (1) year administration of President Benigno S. Aquino III. Assistant Secretary Emil K. Sadain, Assistant Secretary for Project Management Offices said that inasmuch as the project is made of modular steel component supplied by French Company Matiere, it has not caused much traffic congestion inasmuch as the center section of the highway is needed for working areas only. Nonetheless, DPWH seeks for public understanding for the inconvenience the work in progress has caused which is part of any development or new construction, but once the project is completed it will provide an effective solution to traffic congestion benefitting not only Cagayan de Oro but also other motorists headed to other parts of Misamis Oriental, Bukidnon and Lanao del Norte in Northern Mindanao.

CAGAYAN DE ORO FLYOVER TO BE FINISHED BY AUGUST

  The P362.950 million Puerto-Sayre Flyover Project of the Department of Public Works and Highway (DPWH) in Cagayan de Oro City is about to be completed by next month (August 2011). Construction of the two-lane prefabricated modular permanent flyover, first of its kind in Northern Mindanao, which started at the later part of March 2011 has reached 73 percent completion. The project which is part of the Mega Bridges for Urban and Rural Development Project of the President’s Bridge Program Office is funded under the French Government’s financial assistance to the Philippines. Undersecretary Rafael C. Yabut, in-charge of DPWH foreign-funded projects, said that with all the modular steel materials from French supplier Matiere S.A.S. available in the project site, DPWH President’s Bridge Program Office Director Oscar Villanueva is pushing for the early completion of the project three (3) months ahead of the original schedule (November 2011). As the government’s engineering measure to mitigate vehicular congestion, the 195 lineal meters flyover project along Puerto-Sayre Highway Road is consist of five (5) spans modular steel, four (4) piers and road approaches with total length of 38.83 meters. Secretary Rogelio L. Singson said that the completion of this flyover project will play a significant role in the overall transportation system in Northern Mindanao particularly decongesting vehicular traffic and provide immediate link to the Region’s production and commercial zones. Based on DPWH study, traffic volume in Cagayan de Oro as the capital city of Misamis Oriental has increased rapidly due to urbanization. Due to this increase in vehicular traffic, congestion has become chronic everywhere in the city.

PHASE IX CAGAYAN DE ORO THIRD BRIDGE ACCESS ROADS FAST TRACKED

  The long-delayed construction of access roads leading to Cagayan de Oro Third Bridge in Cagayan de Oro City is now nearing completion. In her report to Secretary Rogelio L. Singson, DPWH-Region 10 Director Norma U. Gironella said the ongoing construction of Cagayan de Oro 3rd Bridge’s access roads and coAstal roads posted an actual accomplishment of 94.85% with a positive slippage of 0.060 %. Director Ginorella said they are now focusing on the completion of Phase IX of Cagayan de Oro Bridge and Access Road Project. It comprises road concreting of Bayabas Section-West Bound Terminal-Iponan Bridge III Junction, Igpit, Opol National Road; road concreting along barangays Kauswagan and Bayabas, and graveling of coastal roads along barangays Lapasan and Gusa. The ongoing road concreting works has a total length of 14.423 km and a total cost of P642,824,622.51. “Upon its completion, the agricultural communities in the congressional districts of Cagayan De Oro and Misamis Oriental can immediately deliver their products to the market areas. It also serves as access road going to the Cagayan De Oro Port, and it connects the city Port Road in Puntod to the existing national road network in Opol, Misamis Oriental. It is expected to attract more investors and generate job opportunities in the area,” Gironella added. The entire Cagayan de Oro Bridge and Access Road Project has 12 phases. Majority of the phases (phase 1-VIII) are already complete. Phase X will start this year after the release of funds needed for the construction of additional 620 linear meter coastal road along Barangay Gusa and construction of Kulambog Bridge along Kulambog, Lapasan, Cagayan de Oro City. Phase XI of the project is programmed for implementation in CY 2012. It will be centered on the completion of the Cagayan de Oro Coastal By-pass Road, Junction J.R. Borja Extension and Gusa National Highway, the Rotonda at Barangay Puntod, and the construction of Bitan-ag Creek at Barangay Lapasan. When completed, this huge project will be an enormous help to the travelling public along Butuan-Cagayan-Iligan Road (BCIR) as heavy traffic congestion will be avoided. It is vital to the economic activities in Cagayan de Oro City and its neighboring cities and towns.

DPWH UNDERTAKES ACCESSIBILITY SEMINAR IN CAGAYAN DE ORO CITY

  In ensuring compliance to Accessibility Law for persons with disabilities (PWDs), the Department of Public Works and Highways (DPWH) conducted an orientation seminar on the amended Implementing Rules and Regulations (IRR) of Batas Pambansa Bilang 344 (BP 344) in Cagayan de Oro City. Assistant Secretary Dimas S. Soguilon, DPWH Permanent Representative to the National Council on Disability Affairs (NCDA) emphasized that the resolve of Secretary Rogelio L. Singson in the implementation of the law which is already in existence for 27 years. “The DPWH is focused on the promotion, implementation and monitoring whether all structures either public or private are compliant to the provisions of BP 344,” Soguilon said. “After almost three decades now, the challenges that confront the PWD sector still exist and could be an impediment for them to mainstream in the society,” Soguilon added. Soguilon warned all building officials, who were in attendance, not to issue building permit if facilities for PWDs are not included in the plan and certificate of occupancy if accessible structures are not constructed since anybody could file charges against these liable persons. He also ordered DPWH focal persons to audit existing government buildings in order to assess whether these structures are compliant to the law or not. Highlight of the event was the workshop proper wherein participants were asked to identify issues and problems in implementing Accessibility Law in their respective offices/local government units and the strategies to address them with proposed timelines. Assistant Regional Director Efren A. Berba welcomed the participants from Region X consist of building officials of the different local government units, representatives of different organizations of Persons with Disabilities (PWDs) and focal persons of the different DPWH Region X district offices. Significant topics were also discussed during the seminar like the Orientation on BP 344 and its IRR by Arch. Mariano del Castillo of DPWH-Bureau of Design; Philippine Legislation on Accessibility by Arch. Jaime de Silva, Chairman of the Committee on Accessibility of the United Architects of the Philippines (UAP); Best Practices in compliance with BP344 by Dr. Enrique Ampo, Vice Chairperson of the Committee on Disability Affairs in Region X; and Accessibility Audit Methodology by Arch. Armand Michael Eustaquio, Deputy Chairperson of the Committee on Disability Affairs of UAP. All the participants signed the manifesto of commitment promoting the realization of the rights of persons with disabilities by encouraging them to take full participation in the society they live in and granting them full enjoyment of all opportunities afforded to other members of society. The seminar is part of the continuous process of the department in the promotion of Accessibility Law through the conduct of nationwide forums across the country. The same seminars were previously conducted in the National Capital Region, Cordillera Administrative Region, and Regions 1, 2, 3, 4A, 4B, 5, 6 7, 8 and 9. BP 344 known as “An Act to enhance the mobility of disabled persons by requiring certain building, institutions, establishment, and other public utilities to install facilities and other devices” was signed into law on February 25, 1983.

WIDENING OF CAGAYAN DE ORO-AIRPORT ROAD

  The newly-created Cagayan de Oro First District Engineering Office had its ball rolling by having its first infra project started with a simple Groundbreaking which was done last May 28, 2011 with Congressman Benjo Benaldo and RD Norma U. Gironella. Also present were Barangay Captains Carcosa and Valencia of Balulang and Lumbia, respectively. The Widening of Cagayan de Oro-Airport road that is specifically located at Upper Balulang to Lumbia Road focuses on the road widening, construction of slope protection (rubble concrete), construction of drainage structures, and open canal with concrete cover. The project has an appropriation of P20,000,000.00 and under contract with Alcel Construction. It has a contract amount of P17,350,696.65 and it has a contract time of One Hundred Twenty (120) calendar days. It started last May 5 and expected to be finished on September 1, 2011. As of press time, it has an accomplishment of 4.93% with a positive slippage of 0.58%. After its completion, the project will ease the traffic congestion at the area specially during peak hours of the day. The project is under the 2010 DPWH Infra Program (locally funded) and is just released through the effort of Cagayan de Oro First District Congressman Benjo Benaldo.

RD NORMA U. GIRONELLA TAKES HER OATH AS THE FULL-FLEDGED REGIONAL DIRECTOR REGION 10

  After more than three (3) months of being an OIC-Regional Director of Region 10, Engr. Norma U. Gironella took her oath as full-fledged Regional Director of Region 10 last January 31, 2011 days after she received the original copy of her appointment. The very simple oath taking was administered by no less than the Department Secretary, Rogelio L. Singson. There were other four (4) Regional Directors who also took their oath simultaneously with RD Gironella. Witnesssing the oath taking are the Undersecretaries, Assistant Secretaries of the Department and the family members of the five (5) RDs. Some of Region 10 key officials were also there for the occasion in support of the very kind Region 10 Director.
