Public Works and Highways Secretary Rogelio L. Singson together with Japan International Cooperation Agency JICA-Philippines Chief Representative Takahiro Sasaki led the inauguration of newly constructed SABO dams and bridge in Camiguin Island. “We thank the Japanese government through JICA for their help in putting up these two SABO dams including the reconstruction of the Hubangon Bridge in Barangay Hubangon, Mahinog, Camiguin. Since the construction of the dams, the island doesn’t suffer flash floods anymore. The DPWH is optimistic that we will duplicate such kind of projects in areas that were greatly affected by the recent typhoon “Sendong” like Cagayan de Oro City and Iligan City,” said Secretary Singson. Mr. Sasaki gave the assurance that the Japanese government is always open in extending help to the Philippines especially in the development of infrastructure facilities across the country. The project costing P455 Million was implemented by the DPWH Major Flood Control Project II - Project Management Office in coordination with DPWH Region 10 Office. The project was funded under the Government of Japan (GOJ) through the Japan International Cooperation Agency (JICA). The project involved the construction of two (2) Sabo Dam across Pontod River and the reconstruction of the old Hubangon Bridge heavily damaged by Typhoon “Nanang” in 2001. Part of the project included the warning system and community disaster preparedness component. The Sabo Dams aim to prevent the occurrence of debris flows that could cause extensive damage in the downstream area and at the same time stabilize the riverbed and mountain slopes to minimize further sediment production in the upstream area. The new Hubangon Bridge will restore good traffic condition since the bridge is the only route connecting Guinsiliban Port and the provincial capitol of Mambajao. The completed structures will improve the living condition in the hazard prone area and likewise improve the economy and tourism in the entire province of Camiguin. Also present during the inauguration were DPWH Undersecretary Rafael C. Yabut, Region 10 Director Norma Gironella, Flood Control Project Director Rogelio O. Ang, Congressman Pedro P. Romualdo, Governor Jurdin Jesus Romualdo, Mahinog Mayor Alex R.
