Engineer
Efren Berba’s extensive and relevant experience prepares and
equips him with the necessary expertise and skills to
competently serve as Assistant Regional Director.
He started
as a casual Office Helper at the then Bureau of Public Works
in Masbate in September 1975. After barely three months, he
got the position of Civil Engineering Aide II. He then moved
to Sultan Kudarat with a Construction Foreman position in
May 1976 and became a permanent Civil Engineer position. He
was again promoted to higher engineering positions until his
designation as OIC-Assistant District Engineer serving the
DPWH-Cotabato 2nd DEO (May 2000-March 2001);
Cotabato 1st DEO (April 2001-January 2002). He
again returned to Sultan Kudarat as a full-pledged Assistant
District Engineer.
Because of
his competence and effectiveness, he was given the task to
head as OIC-District Engineer and concurrent chief of
Materials Quality Control and Hydrology Division of the DPWH
Regional Office XII in January 2003. He became a
full-pledged District Engineer in January 2007 at Misamis
Occidental SDEO.
Engr. Berba has attended
numerous trainings and seminars sponsored by various
agencies and institutions like Enhancing Management and
Leadership to support Strategic and Operations Planning in
the Department of Public Works and Highways (Phase 2) by the
Phil-Australia Human Resource Development Facility; Seminar
on Construction Supervision and Management; Professional
Growth through Values Clarification for Middle Managers;
First International Civil Engineering Conference in Asia
Region sponsored by PICE, Japan Society of Civil Engineers &
American Society of Civil Engineers; Training Programme on
Road Safety by the Inter-Agency Road Safety Committee, Road
Engineering Association of the Philippines, & Swedish
National Road Consulting; Inter-Agency Program for Executive
Development by the Development Academy of the Philippines;
among others.
Also, he actively participates
in annual conventions conducted by the Philippine Institute
of Civil Engineers, Road Engineering Association of the
Philippines, and Association of Government Civil Engineers
and has attended trainings on computer programs offered by
the Cotabato Computer Technology Systems, Inc. and the
Quality Computer Systems, Inc.
He received an Award of
Recognition as resource Speaker in the Continuing Education
Program by the Philippine Institute of Civil Engineers (PICE).
He is an active member of the PICE, District and City
Engineers League of the Philippines, Association of
Government Civil Engineers of the Philippines, Philippine
Guardians Brotherhood, Inc. (Mindanao)-DPWH Chapter and
Knights of Columbus-Isulan Council 6651.
His busy
works in the department did not prevent him serve the
KABISIG 61-Rural Service Volunteer/Active Duty Training,
North Cotabato Civil Defense Command, 12th
Reserve Civil Defense and Unit 6 Infantry Brigade of the
Philippine Army as Rural Service Volunteer/Civic Action in
1991.
Engr.
Berba was conferred with a Career Executive Officer (CEO)
Rank VI in accordance with Resolution No. 071816 dated
September 10, 2007. He passed the Career Service Executive
Eligibility in 2001. He earned his degree of Master of
Management in 1997 from the University of the
Philippines-Mindanao. He graduated with the degree of
Bachelor of Science in Civil Engineering from the Cebu
Institute of Technology in 1975 afterwhich he immediately
passed the civil engineer licensure examination in August of
the same year.
He was
born on December 8, 1953 in Masbate, Masbate. He is married
to Suzanne Banusing, an Education Supervisor at the DepEd in
Koronadal City. They are blessed with two children namely
Anthony Pete and Kwin Ariane.
