DPWH IX COMPLETES 320 PROJECTS IN ZAMBOANGA PENINSULA

  The Department of Public Works and Highways Region IX has completed 320 projects in Zamboanga Peninsula amounting to P3.1 Billion at the end of the 3rd quarter of 2011. In his report to Secretary Rogelio L. Singson, Region IX Director Jorge U. Sebastian, Jr. said that as of September 30, 2011, the regional office has accomplished 69.41% of the current year and carry over projects with 54 projects still ongoing and 16 projects in the preconstruction stage. For CY 2011 projects, the region has completed 32 projects with 36 projects ongoing and 7 projects in preconstruction stage. With Region IX’s commitment in fast tracking these projects with the 3-R policy (Right Project, Right Cost, Right Quality) of the department, it maintained its number one spot in the implementation of infrastructure projects among DPWH regional offices nationwide. Director Sebastian said this accomplishment is a result of the collective efforts of the men and women of DPWH Regional Office 9 in focusing the department’s efforts in completing projects on schedule, in coordination with the national and local officials and leaders in various communities in Region IX. These DPWH projects have elicited praises from all sectors in Western Mindanao, as it will enhance socio-economic progress not only in Region IX but also in the entire Mindanao. The department guaranteed the public in fast tracking and completing the remaining major projects before the year ends according to specifications.

DPWH IX ASSISTS ARMM IN INFRA PROJECT IMPLEMENTATION

  DPWH IX bonds with a Special Task Force for the Investment Support Program for ARMM-Infrastructure Project Implementation which was recently created by the Department of Public Works and Highways to prompt the economic development of the Region through quality infrastructure. The Task Force is composed of the agency’s top officials headed by no less than the DPWH Secretary Rogelio L. Singson with Undersecretary Romeo S. Momo as Task Team Leader assisted by Assistant Secretary Dimas S. Soguilon and Sharif Madsmo H. Hasim as the Project Manager. At the forefront of operations are Regional Directors Jorge U. Sebastian Jr. of Region IX, Norma U. Gironella of Region X, and Subair S. Diron of Region XII, who are accompanied by Rogelio A. Hernandez of the Bureau of Design, Elmer Figueroa of the Bureau of Construction, and Lino Reynora of the Bureau of Research and Standards. The team was formed dedicated especially to aid in infrastructure projects and optimize identification of priority projects based on current funds, which will alleviate the quality of life among the people in the ARMM. “As part of this operation, we must stimulate the ARMM officials on how DPWH sets its standards on implementing infra projects and be a role model to them”, RD Sebastian Jr. told the DPWH IX officials during the Regular Monthly Staff Meeting. “Right now, we are focused on the improvement of National Roads and Highways”, Sebastian added. Also discussed during the Staff Meeting were the updates on the accomplishment reports of Infra Program within Region IX. Some concerns were addressed that caused the low input or delay of projects to achieve remarkable results at the end of the year. Among the setbacks shelled out by the District Engineers of the region are environmental difficulties, problems with transporting materials to remote island barangays, equipment breakdowns, legal issues such as the Right-of-Way concerns, and the recent peace and order situation. Meanwhile, the Regional Director encouraged his District Engineers and Division Chiefs to stand united in resolving problems being confronted to further up the overall performance of the office. He also advised them to initiate coordination meetings with the contractors of the projects to work out problems and set a time frame for everything in order to meet the expected outputs and commitments to the District Offices. “We are guarded and guided by the policies to uphold transparency”, RD Sebastian warranted the District Engineers. RD Sebastian also reminded the DEs to check and report any structural defects of all infrastructure projects within their jurisdiction to ensure the safety of the general public. The DPWH IX is targeting an outstanding finish in infra projects for CY 2011 and a more efficient public service as an offshoot to start CY 2012 with inspired spirits.

DPWH OFFICE IN DIPOLOG CITY CONSTRUCTS CHEAP SCHOOLBUILDINGS

  With a received fund allocation to finance the construction of 15 classrooms in the second congressional district of Zamboanga del Norte, the Department of Public Works and Highways Zamboanga del Norte First District Engineering Office is now implementing a total of 24 classrooms this year equivalent to P7.161 Million with an additional 9 classrooms worth P2.45 Million savings in cost. As per report, the said DPWH office has received a total allocation of P6.102 million for 2nd Congressional District of Zamboanga del Norte and P1.059 million for Dipolog City under the CY 2010 DepEd Regular School Building Program to complete 24 new classrooms to support the growing population. According to District Engineer Leoncio Solamillo, the reduced cost of constructing the schoolbuilding is a result of implementing the projects by administration and employing workers in the area to generate more job opportunities. “When we employ people in the locality, we can also help them alleviate their living conditions,” Solamillo said. Solamillo further said that it is only in this congressional district of Congressman Rosendo Labadlabad that schoolbuilding can be constructed at P5,600.00 per square meter which is very much cheaper compared to other areas. The average cost per classroom built by the DPWH and DepEd is pegged at P650,000.00 per classroom whereas the cost of classroom built in this district is only P275,000 per classroom. This can be done through a special low-cost schoolbuilding design as proposed by Congressman Labadlabad which also meets the minimum requirements and design parameters for school buildings. The plan, a 7.0 m x 14.0 m, two-classroom schoolbuilding was favorably approved by the DPWH Bureau of Design in consultation with the Department of Education, added Solamillo. If FFCCCII can build modest and low-cost schoolbuilding, the LGUs or even the DPWH can do the same, Solamillo said. DPWH Assistant Secretary and Chairman of the DPWH Task Force on Schoolbuilding Dimas S. Soguilon, spearheaded the call of Secretary Rogelio Singson to complete these schoolbuildings by year end. To get the work done, it is essential to involve the community and their willingness to participate and provide local labor resources which was done in Zamboanga del Norte First DEO, Soguilon said.

FIELD DENSITY TESTING

  Project Engineer Milo Roble of the DPWH Region 9 Office supervises the conduct of field density test to ensure quality completion of the on-going concrete pavement reblocking at the Mala-Bolong Section of the Pagadian City-Zamboanga City Road. The road project with a total length of 3,323 lineal meters and costing P80.144 Million is part of the DPWH asset preservation program.

DPWH IX STRENGTHENS 3-R POLICY IN THE REGION

  Being in the top three performing DPWH Regional Offices, DPWH IX strengthen its commitment in advocating Secretary Singson’s 3-R policy (Right Project, Right Cost, and Right Quality), through the recently conducted Coordination Meeting for CY 2011 Infrastructure Projects with the contractors, project managers and engineers, with the DPWH fieldsmen. During the meeting, Regional Director Jorge U. Sebastian, Jr., CESO III discussed the agreements with the construction firms reminding them to fast track on slow moving or delayed projects. He constantly reiterated about the projected target of accomplishments, putting emphasis on at least 80% completion of all projects at the end of the year and 35% accomplishment by the 30th of September. Together with OIC-Assistant Regional Director Nenita R. Robles, the group discussed and aided in resolving problems being experienced by some contractors resulting t their low performance, by way of open forum and doling out recommendations and advices. “Hindi na pwede yong promise-promise lang”, Sebastian, Jr. accentuated to the contractors stressing that the DPWH is not giving them time suspension orders unless really necessary as to avoid significant extensions or delays. Also being highlighted in the meeting, by maximizing favorable weather condition, overtime work, and optimising or adding necessary from them. In addition, Sebastian Jr., stressed on that these equipments are supposed to be in A-1 condition, “yan ang kailangan ng DPWH…. Yung mga contractors na kumpleto ang equipments, hindi yung kuha lang ng kuha ng projects, hindi naman pala nila kaya”, RD Sebastian pointed out. “We need to validate everything not simply taking the words form the representatives of construction firms”, he said, adding for a clear and sincere output. He also reminded that it is the contractors’ duty and responsibility to restore roads which were partially damaged due to hauling and construction process. The DPWH top management encouraged and instructed the engineers on t heir respective projects to review, analyze everthing (resources, materials, and equipments) and see through present and impending problems that may confront them, to accomplish the given target.

GOVERNMENT INFRA PROJECTS TO BOOST DEVELOPMENT EFFORTS IN ZAMBOANGA PENINSULA

  The national government is pushing for the development of Zamboanga Peninsula with the Department of Public Works and Highways (DPWH) implementing some P1.679 Billion worth of infrastructure projects throughout the Region. DPWH Region 9 Director Jorge Sebastian said that the amount under the CY 2011 DPWH Infrastructure Program Fund is intended to finance the implementation of 65 high impact projects. According to Director Sebastian, of the 65 projects, 13 projects were completed with 26 on-going and 26 under pre-construction stage. With the improvement of quality and safety of national highway as the top priority concern of the Department under Secretary Rogelio L. Singson’s leadership, Director Sebastian said that the various road development projects in the Region will also have a greater impact on President Benigno S. Aquino III administration’s program for socio-economic development in remote places with the government providing access to food production areas. The upgrading of quality and safety of national roads and bridges in Region 9 will also result to the improvement of peace and order through increased mobility of people, goods and services. Under the proposed CY 2012 Infrastructure Program Fund, DPWH Region 9 is proposing the initial funding of P340 Million for the planned Zamboanga City By-Pass Road Project. The proposed road project will link the east coast to the west coast where industrial and commercial centers are located as well as an alternative route for vehicular traffic outside the city proper. The men and women of the DPWH Region 9 are focused on implementing quality projects for the improvement of the lives of the people in Zamboanga Peninsula.

DPWH IX WELCOMES NEW ASSISTANT REGIONAL DIRECTOR

  The Department of Public Works and Highways IX welcomes the new OIC-Assistant Regional Director in the person of Engr. Nenita A. Robles, CEO VI on the 30th of May 2011, vice OIC-ARD Engr. Efren A. Berba, CEO VI who is now re-assigned in Region X, Cagayan de Oro City. OIC-ARD Robles, CEO VI is one who always believes in Divine intervention and hard and honest work in order to succeed. Her present designation as OIC-Assistant Regional Director is an answer to her prayers and a recognition of her dedication to her work. She rose from the ranks starting as Civil Engineering Aide then became Associate Civil Engineer, Senior C.E, Supervisor C.E I, II and III, Engineer III, Engineer IV, Engineer V, Project Manager I, OIC-District Engineer, Project Manager II to her present designation. She was conferred her Career Service Executive Eligibility (CSEE) from Civil Service Commission in 1998 and her Career Executive Service Eligibility (CES Eligibility) from Career Executive Board (CESB) in 2002. Both 3rd level eligibilities were achieved following all the levels of tests required for both. Luckily she took each of those required tests only once. A valedictorian in her elementary and high school days, she is also a consistent full scholar in her college days. She finished her B.S. in Civil Engineering from Mindanao State University, Marawi City and her Master’s Degree in Public Administration with some units in a doctorate degree from Western Mindanao State University, Zamboanga City. She has attended several seminars and trainings in the field of Engineering & Management to include: the Junior Executive Training by the Civil Service Commission where she was awarded a certificate of Merit for Outstanding Performance, the Transportation Planning Course at the University of Philippines Transport Training Center, Diliman, Quezon City where she got a Certificate of Completion with Distinction, the Seminar for Action Officers where she received a Commendation for submitting the best solution to a case study/problem, Regional Physical Framework Planning, Modules I to IV, Integrated Executive Leadership Program and many others. She has been involved in implementing several major projects amounting to billions of pesos which include several UK bridges, completion of the gaps left by ADB along the Zamboanga City-Pagadian Road and SONA Projects in the region. Happily married for 39 years to Salvador Robles Jr., also a Civil Engineer, a CE Board 9th placer and a Professor at Western Mindanao State University, Zamboanga City, with whom she has two children. The eldest child is a UPLB alumna, former UPLB instructor, a PhD in Molecular Biology from Okayama University, Japan, now settled in Indonesia. The youngest is a PSHS alumnus, a UPLB Magna Cum Laude graduate of BS Chemical Engineering, 4th placer in the ChE Board Exam, former instructor of UPLB, a PhD in Chemical Engineering from Lousiana State University in USA, now a scientist at the Desert Research Institute in Reno, Nevada, USA. For all the blessings she has received she takes everyday in her work as a challenge to keep things right and in order, for the best interest of the public she serves, her co-workers in the government and the Department where she belongs. Region IX family salutes “Kapamilya” OIC-ARD Robles, CEO VI with high respect and love.

GOVERNMENT WATCH IN REGION IX WITH ASEC SOGUILON

  Department of Public Works and Highways Assistant Secretary Dimas S. Soguilon visited Zamboanga Peninsula to attend the Government Watch (Bayanihan Eskwela 3) Coordination Meeting. G-Watch is a civil society who would help the government monitor the implementation of the School Building (SB) Projects in the community’s participation of Public-Private Partnership. Assistant Secretary Soguilon relayed the messaed of the Honorable Secretary Rogelio L. Singson to inspire with courage the G-Watch and help monitor by working together for the development of the School Building Projects. The new leadership of the department respond to the call of the new administration leading to the right direction to implement the right projects at the right price with the right quality. The coordination meeting was participated by the Department of Public Works and Highways, DepEd, Ombudsman, Boy Scout and Girl Scout of the Philippines, with the support of the Civil Service Commission and the United Nations Development Program. With these responsibilities in implementing projects the department can stand proud enough to be of service to the people and say “Trabaho Ko, Dangal Ko”.

DPWH IX BEYOND THE CALL OF DUTY

  Per directive of Honorable Secretary Rogelio L. Singson to Undersecretary Romeo S. Momo, DPWH IX Regional Director Jorge U. Sebastian , Jr. instructed some of his personnel to proceed to Sulu to assist in the assessment of damages due to the flashflood where 108 families in the municipalities of Jolo, Indanan and Patikul were affected. Ocular inspection of the site was conduced after the coordination meeting with the national and local officials so that 40 workers were hired to facilitate cleaning of the flooded areas. Their wages were shouldered by the DPWH Regional Office IX as instructed Regional Director Jorge U. Sebastian, Jr. Continuous clearing of the affected barangays was undertaken to speed up de-clogging of drainage and waterways. This pool of engineers was headed by Engr. Elmo Atilano of Central Office, Engr. Nonoy Arabi-Pawaki of Construction Division, Engr. Rogelio Atilano of Planning Division and other Maintenance and Construction engineers from the region. This is a manifestation of the genuine concern of the present administration through the DPWH Secretary Rogelio L. Singson . This noble assistance from the national government is truly a legacy for the people of Sulu, which is under the Autonomous Region of the Muslim Mindanao. A positive feeling was reborn that despite negative publicities, Sulu is always a part of the national government thrust towards socio –economic development especially under the administration of His Excellency President Benigno S. Aquino III.

OPERATIONALIZATION OF THE ZAMBOANGA SIBUGAY FIRST DISTRICT ENGINEERING OFFICE, DPWH IX

  The ninth (9th) District Engineering Office of the Department of Public Works and Highways-Region 9 officially stared its operations in January 2011, The operationalization of this DEO was incompliance with the provisions of Republic Act No. 9695- An Act Establishing the Zamboanga Sibugay First Disrict Engineering in the Province of Zamboanga Sibugay and Appropriating Funds therefore. It was former Congressman Belma A. Cabilao who filed the bill or the creation of the said DEO and this bill was eventually signed into law on August 4, 2009 by former President Gloria Macapagal Arroyo. Shortly after assumption to office, the DPWH Secretary Honorable Rogelio L. Singson pushed for the immediate operationalization of this newly created DEO by issuing on November 3, 2010 Department Order No. 62 with the subject: Operationalization of the Zamboanga Sibugay First District Engineering Office, DPWH Region IX. Immediately upon receipt of order from Secretary , Director Jorge U. Sebastian, Jr. CESO VI organized the workforce that was entrusted in manning this new DEO. These men and women came from the Regional Office and others DEOs within Region IX. As the law requires, DPWH Zamboanga Sibugay First DEO is located in Diplahan, Zamboanga Sibugay. Its area of jurisdiction includes the municipalities of Buug, Diplahan, Malangas, Imelda, Alicia Mabuhay, Olutanga, Talusan and Payao. The Inaugural Program of this Office was held on January 12, 2011 in Diplahan, Zamboanga Sibugay. The occasion was graced by DPWH IX Regional Director Jorge U. Sebastian, Jr., the governor of Zamboanga Sibugay, Hon. Romeo Jalosjos, Jr., Vice Governor Rey Andrei Olegario, Congressman Jonathan C. Yambao of the First District of Zamboanga Sibugay, Congressman Rommel Jalosjos of the Second District of Zamboanga Sibugay, the mayors of the nine municipalities that fall under the first district of Zamboanga Sibugay , other local officials and some DPWH IX Officials and employees.

DPWH UNDERSECRETARY RAFAEL C. YABUT INSPECTS SAUDI FUND FOR DEVELOPMENT

  Department of Public Works and Highways Undersecretary Rafael C. Yabut and Assistant Secretary Emil K. Sadain visited Region IX to look into the Foreign Assisted projects in Basilan province. The officials visited the concreting projects along Isabela-Maluso-Sumisip-Tumahubong Road Section and Isabela-Lamitan-Tipo-Tipo Tumahubong Section, projects funded by a concessional loan extended by the Saudi Fund for Development (SFD). Anent this, Basilan Provincial Governor Jum Akbar is thankful to the Department and optimistic that with the presence of the DPWH Officials, the concreting of these two (2) projects will come to a reality, a dream of every Basilenos. She hailed these projects as the national government manifestation of concern in the island of Basilan. Usec Yabut and party also paid a courtesy call to Mayor Celso L. Lobregat of Zamboanga City in relation to the latter’s request to DPWH to implement the multi-million peso Limaong Bridge under the President’s Bridge Program. Joining Usec Yabut and Asec Sadain are OIC-ARD Efren A. Berba, PMO Project Director Abdulfatak Pandapatan, ARD Sharif Madsmo H. Hasim, DE Merham C. Acas, OIC-DE Bensali P. Kasim, OIC-ADE Sukarno J. Minsuarez and other officials from PMO Manila. The visit was fruitful having listened to issues and concern regarding the project implementation.

USEC MOMO VISITS REGION IX

  Department of Public Works and Highways Undersecretary Romeo S. Momo visited Region 9 last March 10, 2011 to personally relay the policy instruction of the Honorable Secretary Rogelio L. Singson in line with the vision of the new administration. Undersecretary Momo stressed that the department will only implement important projects that will boost tourism, most importantly those that are beneficial to the Region, in terms of development and progress. This will ensure that the Department is only doing the right project at the right price with the right quality. Strict planning, quality and project implementation is a must. Concerned Region 9 officials were advised to strictly follow the rules and regulations as stipulated under Republic Act 9184 or Government Procurement Law, lest they face suspension. In closing, Undersecretary Momo enjoined everyone to attune themselves in transforming the department into the vision of this new administration’s “Tuwid na Landas”. Undersecretary Momo also inspected the on-going Dapitan–Dakak Road project which presently has an accomplishment of 82%. He was accompanied by Regional Director Jorge U. Sebastian, Jr., Assistant Regional Director Efren A. Berba, district engineers and regional office 9 personnel. Director Sebastian assured Undersecretary Momo that it will be completed soonest.

SEBASTIAN TOOK OATH AS DPWH REGION DIRECTOR

  The Regional Director of the Department of Public Works and Highways IX, Jorge U. Sebastian, Jr., CESO VI, took his Oath of Office as the full pledge Regional Director last January 31, 2011 at the Office of the DPWH Secretary Rogelio L. Singson who administered the oath taking ceremony. The new Regional Director has served this office as an Assistant Regional Director for four years vice RD Pedro S. Herrera, Jr., CESO III now re-assigned to Region VII, Cebu City. A dedicated man, he served the office with respect throughout the years. Regional Director Jorge U. Sebastian, Jr., enjoys the administration of the Rank and File. He comes up responding to the new aspirations of this Administration. Standing at the helm, RD Sebastian, Jr., is a distinguished gentleman who earned his Career Executive Service Eligibility in March 2007, Master’s Degree in Public Administration at Andres Bonifacio College, Dipolog City, and a Bachelor’s Degree in Civil Engineering at Feati University, Manila. A great leader with good heart, his humble beginnings kicked off from his homegrown Bulanao Elementary School and finished his secondary education at St. Williams Academy, in Kalinga, Apayao, Imbued with zeal and passion for his craft, RD Sebastian embarked on his journey as a public servant in 1979. He started as a Civil Engineer, then Supervising Civil Engineer, later to Assistant District Engineer in a span of 20 years. He was appointed as full-pledge District Engineer of Ipil, Zamboanga Sibugay District Engineering Office, and served for five years. In 2002, he was given a recognition as an Outstanding District Engineer in Region IX. With sheer dedication, vast experience, work attitude and several trainings and seminars, his expertise was tapped to occupy the Assistant Regional Director post since 2006. Born on the 23rd day of August 1953 in Tabuk, Kalinga, Apayao, Director Jorge U. Sebastian Jr. is happily married to Susan B. Gahum, a loving businesswoman. United in love since 1980, they are blessed with three daughters and two sons.

DPWH COMPLETES 2,221 NEW INFRA PROJECTS IN ZAMBOANGA PENINSULA REGION

  Considering the big potential for development because of its vast tract of fertile land and abundant natural resources in Mindanao, the Department of Public Works and Highways has reported the completion of 2,221 various infrastructure projects in Zamboanga Peninsula Region. DPWH Secretary Rogelio L. Singson said that the present administration is now geared towards the allocation of more funds for the much needed infrastructure development in installation of policy reforms to provide a more conducive economic environment. DPWH Region IX Director Jorge U. Sebastian said that for the year 2010, they still have 113 on-going projects which majority are scheduled to be completed this coming February. A big portion of the total budget was allotted to the construction and rehabilitation of national highways amounting to P10.3 Billion. Among the other public infrastructure that were completed by the DPWH are school buildings, hospital and health facilities, water supply systems and flood control and drainage structures. Included in the significant infrastructure projects implemented by the DPWH Region 9 Office is the President’s Bridges Program Sanga-Sanga bridge and Lapid-Lapid bridge projects in Tawi-Tawi. The project aims to link the capital of this southernmost province of Mindanao to mainland Tawi-Tawi through the construction of these bridges, their approaches and attached road components crossing the Manauk Channel.

DPWH IX- BEYOND ROADS AND BRIDGES

  The DPWH-IX held its Christmas party celebration on December 16, 2010 at the area equipment services with the theme “Season of Hope”. DPWH Secretary Rogelio L. Singson earlier said that all offices of the Department must observe a simple Christmas celebration to keep up with the conviction of the President on minimizing excessive expenditures. The party was attended by the working force of the office, guests and retired employees. Series of activities were also administered by the management and the rank and file employees.. As a prelude to the celebration under the leadership of OIC Regional Director Jorge U. Sebastian, Jr., CESO VI, the DPWH IX fostered an outreach program for the homeless youth from the social benefit of the kids., conducted a gift giving activity entitled “Alay sa Pamilya” for the employees of the Regional Office granting each a sack of rice and grocery items. The said activities were all held at the DPWH Regional Office grounds, through the sincere efforts of the Regional Director showcasing his good heart not only to his people in the office, but also the needy children in the city as well. OIC-Regional Director, in his drive towards this endeavor of “sharing your blessings” pointed out the significance of generosity as a manner of gratefulness to God’s blessing.

A REFLECTION OF THE PAST… A COMMITMENT TO THE FUTURE

  The Department of Public Works and Highways Region IX exhibited strength in its implementation of projects that would impel the economy in Western Mindanao. For CY 2010, DPWH Region 9 implemented projects with a funding of P12,055,729,600.00 for both current and carry-over projects. Out of the total number of projects under other government program funds, DPWH Region IX has completed 2, 221 projects with 113 on-going and was able to post an actual accomplishment of 87.89% for CY 2010. On top of the list with the most projects funded, is the lower house with a total of 1, 267 projects completed at the end of the year. Under the DPWH Regular projects, 213 were completed over the year. Other funds came from the upper house, party lists, and other government offices such as DepEd and DA, DAR and DOE. A major heap of the total budget was allotted to the construction and rehabilitation of national highways, comprising of roads and bridges, with an amount of P10,307,548,300.00, while the remainder of the funds were distributed among school buildings programs, hospital and health facilities , water systems and flood control and drainage systems and other public infrastructure projects, throughout the region. Significant infrastructure projects under the President’s Bridge Program were also strategically implemented by the DPWH-IX in the province of Tawi-Tawi consisting of a multi-million bridge project, which is now on its 2nd Phase. This project when completed will spur the economy of the province as it will connect the other islands to the local mainland giving way to the transport of farm products which are abundant in the area. Another event at the end of the year involves reshuffling of the heads of offices nationwide following the installation of DPWH Secretary Rogelio L. Singon, and the surprise changing of the guards in the Regional Offices geared towards the commitment of his Excellency to promote improvement in the performance and and service of the Department. Inspired by the new leadership, the men and women of the DPWH IX commits to his Excellency’s advocacy of quality projects and transparency among government agencies. With the high spirits and the mandate inflamed in the hearts of its workforce, DPWH IX attained the full realization of the infrastructure projects for CY 2010 for the development and progress of Zamboanga Peninsula.
