DPWH IX JOINED THE INFORMATION CARAVAN (INFOCAR)
The Department of Public Works and Highways IX joined the Information Caravan last June 10, 2004 held at Barangay Siay, Municipality of Siocon, Zamboanga del Norte.
The Municipality of Siocon is along the shoreline. Barangay Siay is 8 kms from the national road. Farming and fishing are the prominent means of livelihood aside from the agricultural products from the mainland. It has 1,000 more or less population.
Lack of additional classrooms was one of the issues and concern. Fortunately, the DPWH is presently implementing under the 2003 Various Infrastructure including Local Project (VIILP) with 85% accomplishment to date.
The InfoCar was participated by the different national and local government agencies. It is spearheaded by the United Nations Development Program – Government of the Philippines (UNDP-GOP), in coordination with the Philippine Information Agency (PIA) and the Mindanao Communicators Network (Mindacomnet) of Region IX. Usually the recipient of this activity are the identified Peace and Development Communities (PDC’s) all over Region IX.
In the conduct of the activity, issues and concern are identified and each Department/Agency is notified on a coordination meeting/conferences held prior to the visit of the InfoCar.
During the activity, the residents are informed/oriented with the functions of each Department/Agency, so that they will be familiar as to whom they could approach or refer to their respective concerns. For example, if the issue is about roads and bridges, they could refer to: 1)DPWH, DA, DAR OR SZOPAD; 2) Coop–CDA; 3) food processing–DOST, TESDA, Fisheries etc.
Aside from the infrastructure and technologies brought about by the Information Caravan are the free medical and dental services with medicine coming from either the DOH, the PCSO or the OMA. Anent this, the medical and dental services usually have the highest number of recipient/patients during the conduct of the activity, as the whole municipality or barrio take the opportunity to avail such benefit.

DPWH IX 106TH ANNIVERSARY CELEBRATION
The Department of Public Works and Highways IX celebrated its 106th Anniversary with varied activities last June 21-25, 2004.
Spearheaded by top DPWH Regional Officials under Director Rudy G. Canastillo, Ceso IV, the celebration included a motorcade and sports competition.
The Sports Fest was held at the Regional Office and the Regional Equipment Services compound. The activity was participated by the employees of the Regional Office, Zamboanga City District Office and the Regional Equipment Services.
Under the leadership of Director Canastillo, DPWH IX is in the forefront and gaining headway in the implementation of infrastructure projects in Western Mindanao to make a concrete reality in the Department’s battle cry of “Working Towards A Strong Republic”. |

DPWH BRIDGED THE GAP TO DEVELOPMENT
Standing as a concrete manifestation of President Gloria Macapagal Arroyo administration’s anti-poverty development program are the various bridge projects in Mindanao.
Ready for inauguration is the Dipolo Gamay Bridge in Molave, Zamboanga del Sur which was constructed at a costs of P37 million.
Prior to the construction of the bridge, arrival of products from Cebu ferried to Ozamis City and to the province of Zamboanga del Sur and Pagadian City were delayed thereby affecting the economy and commerce in Western Mindanao.
Being the main route from Pagadian City to the provinces of Zamboanga del Sur, Misamis Oriental and Zamboanga del Norte, the completion of the said bridge has solved transport woes.
With the completion of the Dipolo Gamay Bridge, agricultural products could now be easily transported, as there is now a link to neighboring provinces.
On various construction stages are other bridge projects in Western Mindanao that includes the Dicayo, Osukan, Labason, Sibalik, and Kipit Bridges, all in Zamboanga del Norte.
The socio-economic benefit to be derived from these projects cannot be discounted as DPWH IX continues to build roads and bridges which connect more people and bridge more gaps. |

PGMA INAUGURATES NEW BRIDGE IN ZAMBOANGA DEL NORTE
President Gloria Macapagal-Arroyo recently led the inauguration of a bridge project in Zamboanga Del Norte as part of the administration’s program of providing safe and convenient infrastructure services to the Filipino people.
Inaugurated and formally opened to vehicular traffic is the two-lane Dicayo Bridge completed by the Department of Public Works and Highways (DPWH). The bridge links the municipality of Sindangan and the City of Dipolog.
During the simple inauguration ceremony, the President was joined by DPWH Assistant Secretary for Mindanao operations Mocamad M. Raki-in, Sr., DPWH Region 9 Director Rudy Canastillo and Assistant Director Hadji Mangbalo S. Maniri.
The newly constructed Dicayo Bridge replaces the one-lane steel truss type bridge constructed in 1951. The structure connects the Barangays Daang Lungsod and Taga.
Canastillo said that the completion of new Dicayo Bridge will boost economic activities, and enhance growth and development of tourism and agro business in Zamboanga del Norte.
The people of Zamboanga del Norte has expressed sincerest appreciation to the Department of Public Works and Highways for the timely completion of the project, a perfect gift of the Macapagal-Arroyo administration in this Christmas season.
DPWH Secretary Florante Soriquez said that the Dicayo Bridge is a proof of the commitment of the agency to fast track delivery of needed infrastructure services that will help pump prime the economy. |

ZAMBOANGA DEL SUR’S INFRASTRUCTURE FURTHER STRENGTHENED WITH ROAD CONSTRUCTION PROJECT
Farmers in the hinterlands of Zamboanga del Sur can soon bring their produce to the market sites faster and safer.
The on-going construction of Aurora-Monte Alegre Junction Road and the Monte Alegre Junction-Molave roads will open up these remote areas of Zamboanga Peninsula to progress and development.
This is the reason why DPWH Chief Hermogenes E. Ebdane, Jr. ordered the early completion of these road projects.
“The completion of these road projects will be beneficial to the local residents especially the agriculture sector because they can transport farm goods easily,” Ebdane said. The area covered by the construction of the Aurora-Monte Alegre Junction Road-Molave Road is mostly agricultural and residential in nature.”
The Aurora-Monte Alegre Junction Road (Section A) measures 11.692 kilometers while the Monte Alegre Junction-Molave Road (Section B) covers 12.190 kilometers.
What makes this project more significant, according to KFAED-PMO Director Jose Ong, is that ten (10) kilometres of the road to be constructed is the “only gap” left (unconstructed) along this area’s national highway.
“When finished, this road will link Zamboanga Peninsula (consisted of the cities of Pagadian, Osamis, Ipil, Zamboanga, Dapitan, and Dipolog) to Iligan City and other parts of Mindanao,” Ong said.
To date, 86.89% of the road project have been completed. Ongoing scope of activities for Section A includes excavation for the construction of grouted riprap, subbase construction work at road shoulders, drainage and slope protection works, installation of metal beam guardrails; and, for Section B, embankment works, PCCP reblocking work, and construction of stone masonry retaining wall, among others.
Under the supervision of the DPWH-KFAED-PMO, construction works for the Aurora-Monte Alegre Junction and the Monte Alegre Junction-Molave roads are expected to be fully completed by 07 November 2005. Monitoring and site inspection are being done thoroughly by (DPWH) Project Engineer Rashdi Bantuas (KFAED-PMO), Resident Engineer Leodagrio Daclison, and Project Manager Hossam El-Gohary. But as with the construction and maintenance of all infrastructure networks and facilities across the country, credit is given to the unnamed workers who labor on the ground to serve the people. |
